Where is the LS number?

You can pay with the service company via the Internet if you know your personal account number. The code must be indicated on all payments. On the territory of Russia, a single payment document is used; the requirements for its execution are specified in paragraph 69 of Rules No. 354 for the provision of utility services[1].

A personal account is a unique set of numbers assigned to each apartment in an apartment building or private residence. Using the individual number, the consumer and supplier can find information on the history of transfers, the amount of payment or debt, as well as the balance of debit amounts. In the EPD, a unique set of numbers is written in the upper right corner.

How to quickly check your debt for housing and communal services?

Article 155 of the Housing Code provides for payment for utilities by the 10th of each month.

The cost structure of the apartment owner contains:

  1. Personal expenses. Hot and cold water, electricity, water disposal, garbage. The amounts are calculated by the management company based on the evidence provided by the owner. If meter readings are not provided on time, the management company charges at the approved tariffs.
  2. Spaces that are shared. Maintenance of property and payment for services of the management company. Lighting and cleaning of the yard and entrances, routine repairs of common areas and facades, replacement of lamps. Work of electricians and plumbers in case of accidents.

There are several ways to find out your housing and communal services debt.

By personal account

For each apartment, the company (or HOA) creates a separate card with information about the owners, share in the property, and apartment parameters.

The owner of the property is required to provide meter readings every month.

In the absence of such, the accounting department of the management company will calculate payments according to the approved tariffs. Subsequently, the owner adjusts the accruals with meter readings.

The personal account contains:

  • assigned number;
  • last name, first name, patronymic of the main owner (tenant);
  • address of the property;
  • apartment area;
  • privileges;
  • list of utility services to customers;
  • who is registered in the housing;
  • tariff rates.

If it comes to a communal apartment, then the bills are divided.

When selling real estate or confirming registration, an extract is made from the personal account.

A reliable way to find out the rent debt is to obtain a personal account statement from the Criminal Code. They can do this:

  • people registered in the apartment;
  • owners;
  • officially registered representative of the owner;
  • legal entities (police, bailiffs, courts, tax authorities).

Based on the information contained in the personal account and meter readings, a receipt (invoice) is prepared for payment for housing and communal services.

By the address

To obtain information about debts for utilities at the address of the property, you need to personally contact the management company (HOA) servicing this house, or call the organization’s accounting department.

Depending on the internal policy of the institution, the specialist may provide information upon request or ask for confirmation of credentials. In this case, you will have to explain who is interested in the data and for what purpose.

When, in addition to the address, they know the number of the agreement with the management company or personal account, the amount of the debt is checked through the terminals of banks that accept payments for housing and communal services.

In the machine menu, go to the “Payments and Transfers” tab, enter the required data or attach the barcode from the receipt and get information.

Through State Services

Older people are not used to using online services, so they are forced to waste time getting to banks and standing in queues.

Most issues related to relations with municipal and state bodies can be resolved via the Internet.

The State Services portal allows you to:

  1. Find the information you need.
  2. Submit applications for various services: registration of marriage, real estate, registration of a foreign passport.
  3. Pay for housing and communal services or existing fines.

After registering with the service (to do this you will need to enter your last name, first name, email address and phone number) in the catalog. You will need to know your personal account number or payment code.

On the account search page, select your locality and enter the data. Depending on the requirement, the portal will provide information for the last month or more.

Alternative methods

There are additional options to find out the amount of debt:

  1. The management company provides a monthly invoice for its services.
  2. If each owner in an apartment building has entered into contracts with individual resource suppliers directly, you can ask them about the debt. Vodokanal and NESK provide data through public service points, by telephone or online.
  3. Through bank websites (Sberbank online).
  4. At Russian Post offices.

When purchasing and selling real estate, check the seller's debt with service providers. If direct contracts are concluded, the management company or HOA may have incomplete information.

Procedure

You can always print a receipt for payment of housing and communal services, regardless of the resource used for calculation. You must proceed as follows:

  1. Log in to your personal account. It only works online.
  2. Next, you need to go to the “All notifications” or “Payments” subsection.
  3. In the window that opens, find the required payment and activate it.
  4. Next, a “Print” link will appear. Or you can send the payment slip by email and then print it out on paper.

This procedure is suitable for almost all applications and sites. But in order to withdraw a check, you need to act a little differently on the GIS housing and communal services:

  • go to your personal account by entering the payer’s details and go to the housing and communal services payment section;
  • then you need to follow the “Payment History” link and find the required period;
  • An icon with two down arrows will appear next to the desired operation. You need to click on them, a link “Upload to file” will appear, which should be activated to obtain the desired document.

Getting a paper version of a check is not difficult; the whole process takes no more than 10 minutes. The printed sheet must be saved.

Checking payment on a personal account

If you remember your personal account, it will be even easier to check payment of utility bills. We proceed by analogy with the previous case, but saving time:

  1. At the housing office we simply tell the employee the account number and find out the amount to be paid;
  2. Online, through the State Services website. We select one of the many sites by entering the account number in the appropriate column. For example, the most popular resource today is the State Services resource (address). We go to the main page, from there we go to the “Accruals” section, and then to “Personal accounts”. All you have to do is specify the code, and it's done.
  3. Payment by personal account through bank websites. For example, Sberbank offers extensive services in this area. On its website you need to register with your phone number and bank card number. But the procedure is a one-time procedure, so in the future you can log in via SMS confirmation on your mobile phone. In the “Payments and Transfers” section there will be a “Housing and Utilities” tab, and by filling out the fields that appear, you will easily and quickly make payments. The system will, of course, generate a receipt, and you can even print it out.


Among other popular Internet resources where you can pay for utilities using a personal account through any of the providers, we can highlight:

  1. Rent24. Register on the website kvp24.ru, and you will be able to see current and regularly updated information about payment receipts in your personal account every month.
  2. Peney.net. Navigation on this site is also simple - select “Debts for housing and communal services” on the left, and enter your personal account number in the empty line on the page. After confirming to the system that you are not a bot, you will see your account status. We especially note the availability on this site of the ability to connect an SMS alert when a debt arises.

What to do with papers

There is no need to provide receipts for utility bills to regional authorities and other authorities; employees of the service organization can see whether the payment was made or not using the payer code. But these checks must be kept, it is advisable to leave them for a period of at least 3 years. If housing disputes arise, receipts can be used as evidence. And an electronic document can be destroyed if there is any failure in the device or system.

Previously, in order to pay for housing and communal services, people had to visit organizations that made payments and wait their turn. Now you can make a calculation in a few clicks, but a commission is charged for this. The need to have a paper document still remains, since some systems are not reliable enough. Therefore, all payments should be transferred to paper and stored for a certain period of time.

Registration in your personal account

Registration in the online service does not take much time. The user should perform the following steps:

  1. Open the company website using the link.
  2. Select “Registration” in the “Unified personal account” form.
  3. Fill out the form.
  4. In the form you need to fill out the following fields: full name, email, cell phone number, date of birth.
  5. Create a password.

  6. Then you need to agree with the system’s processing of your personal data by checking the appropriate box.
  7. If you wish, you can subscribe to the organization's newsletter.
  8. Next, click on “Continue”.
  9. The system will send a link to your personal email address by clicking on which you will confirm your registration. If the letter from the Internet service is not in your inbox, you should check your spam or request that the link to register your profile be sent again. The link from the letter will be active for 60 hours. After this time, to create a profile you will need to go through all the above steps again.

Users who had access to their personal account on the old version of the site do not need a new login and password.

Payment for housing and communal services in Moscow

Residents of Moscow and the Moscow region can pay for housing and communal services using the EDP on the mos.ru website online. In the service, you must indicate the payer code from the single payment document, as well as the apartment number. You can pay utility bills online without commission using a VTB Bank bank card, except VTB 24. Card holders of other banks will have to pay a commission of 0.8%. Payments are credited within 24 hours.

It is convenient to use the ENP notification service, which can be configured in your personal account in the “Notification Center” section. In the settings, you can specify the method of receipt: as an SMS to a mobile phone or by letter to an email address.

Information about contracts for the provision of utility services

The information listed below is placed in the GIS housing and communal services system if a separate agreement for the provision of utility services . Within 7 days from the date of conclusion of the agreement for the provision of CG or an additional agreement on amendments to it, but no later, the MC publishes:

  • agreement for the provision of CG - an electronic image of the document ;
  • information about the second party to the contract for the provision of corporate governance: full name. owners or users of premises in MKD , full name owners or users of a residential building (household);
  • data on the validity period of the agreement for the provision of CG: the date of entry into force of the agreement for the provision of CG and the expiration date of such an agreement are indicated;
  • addresses of residential and non-residential premises in the apartment building , OKTMO code of the municipality in which the apartment building is located - you can find out the OKTMO code on the official website of the Federal Tax Service, on the “Find out OKTMO” service;
  • information about utility services - it is necessary to provide information about the type of utility services provided, the start date and end date of the provision of utility services;
  • information on the deadlines for transmitting readings from individual, common (apartment) and room metering devices - you should indicate the start date and end date of the period for transmitting readings.

Details of utility services provided by the MA are loaded as follows. Open the “Directories” tab, select “Utilities”:

Information about the quality of services provided

Within 7 days from the date of signing the documents, the MA shall indicate:

  • type and name of services provided, work performed, for which the quality assessment was carried out;
  • period of provision of services, performance of work;
  • the number of full calendar days during which the service or work was provided or performed of inadequate quality or with interruptions exceeding the established duration;
  • acts of violation of quality or exceeding the established duration of a break in the provision of services in the performance of work.

Payments for utilities in cash

At the branches of VTB Bank of Moscow, individuals can pay bills issued by EIRTS, MGTS, Mosenergosbyt, Rostelecom, as well as other utility service providers (the full list is posted on the official bm ru website). Payments are accepted at the cash desks of the banking organization's branches.

When paying in cash through the Bank of Moscow for housing and communal services, a commission fee is charged, the amount of which depends on the purpose of the payment. The commission will be 2.5% of the paid amount (not less than 300, but not more than 3000 in rubles). For pensioners who are holders of a Muscovite social card, no commission is charged when paying for the EIRC, provided that no more than 3 payments are made under a single payment document (UPD) per month.

Through self-service terminals, which are located in the offices of VTB PJSC, you can pay debts on MGTS and Rostelecom in cash.

Branches where payments for housing and communal services are accepted

At the Bank of Moscow, payments for housing and communal services are accepted at additional offices (SA) of the Central branch of VTB Bank (PJSC), with the exception of the Subsidiary Mortgage Lending Centers. Most representative offices are open on weekdays without breaks from 9.00 to 20.00. In some departments, ticket offices are closed for a 45-minute technical break.

On Saturdays, offices are open from 9 am to 5 pm. On Sunday, the following subsidiaries are open: “Altufevsky”, Prishvina St., 22 (from 10 am to 8 pm), “Brateevo”, Projected Prospect No. 5396, building 15, trading (9.00-21.00).

When planning a visit to the bank to pay for utility services, check the operating hours of the branches:

  • by phone (Moscow region), 8-800-200-2326 (all over Russia) ;
  • on the bm ru website (you can not only find out the work schedule, but also find the nearest unit on the map).

Internet services

The most popular method of paying for utility services is considered to be Internet banking, which is provided by almost all major banks to their clients - plastic card holders.

Payment for housing and communal services through Sberbank online

The vast majority of citizens today use cards from Sberbank. Therefore, let’s look at making monthly payments for housing and communal services using their online banking as an example.

To use it you will need to go through a simple registration procedure. It consists in the fact that the personal account on the bank’s website is linked to the owner’s plastic card and personal phone number. All actions with card payments made in the online bank will be confirmed by codes received on the phone in the form of SMS messages. Additionally, you will need to come up with a username and password to log into the system; this is your unique identifier.

  1. Once in your Sberbank online personal account, go to the Transfers and Payments section.
  2. Among the available subsections, you are interested in Payment for purchases and services, then housing and communal services.
  3. Since we need to pay for utilities, we will proceed further to Rent and look for a service provider who needs to pay them.
  4. Each payer of services has his own personal account, which will need to be indicated in the form and specify that the funds will be debited from the card. The account number is indicated on the receipt.
  5. All that remains is to confirm the action by entering the code received in SMS.

This payment method is very convenient, since the bank does not charge a transaction fee and you can view your payment history and print a receipt at any time. If you regularly receive income on your card in the form of a salary or pension, then you can activate the Autopayment service, when on a certain day a certain amount will be transferred from the card account to the account of the utility service provider. The actions taken can be secured in the system as a template and used in the future.

Payment service A3 and VsePlatezhi

You can pay utility bills with a bank card through the A3 and VsePlatezhi system, which operates in all major cities of Russia. After simple registration, the user will be able to:

  • make payments for services received;
  • find out the debt and pay it off.

Actions are confirmed by one-time passwords received in the form of SMS messages to the phone number specified during registration.

In services when paying by bank card there is a small commission, but the vast majority of housing and utility providers work without commission.

Beeline mobile service

The largest telecom operator Beeline provides the opportunity to pay for housing and communal services from a mobile account on the “Payment for services” page. To do this, you need to be a Beeline subscriber and have a sufficient amount on your phone account. But this service only works with a small number of service providers:

  1. Housing and communal services of Moscow (according to EPD)
  2. Moscow housing and communal services: PIK-Comfort, etc.
  3. Housing and communal services of St. Petersburg

No commission is charged, but the subscriber will not be able to make a payment using arbitrary details.

Interesting: A similar service has also started for MTS subscribers, but there is also a limited list of suppliers - recipients of payments and there is a commission of 1.5% of the transfer amount.
