It so happens that the “utility” usually causes dissatisfaction: “pay again!” But there is no escape from this responsibility - after all, we live in apartments that need to be heated in winter. And in the evening we feel better in the light: we can do a bunch of things instead of going to bed when the sun goes down (candles are romantic, but you won’t light them every day).

In the Housing Code, section number VII is devoted to the issue of payment for housing and communal services. In this article, we will examine the topic of debts for housing and communal services: what they threaten, how to track information about the debt, what to do if the debt arose out of nowhere and how it can be collected.

Introduction

Remote management of housing and communal services is available to residents of all regions of Russia, regardless of citizenship. A single payment document for housing and communal services is provided only to individuals. In this case, the following conditions must be met:

EPD is a receipt that also contains data on existing debts and recalculations made. But each person living at a specific address has the opportunity to familiarize himself with the unified payment documents for utility services and the rules for their formation in the user’s personal account.


Information in the EPD

  1. Full name – last name, first name, patronymic of the owner of the premises (responsible tenant).
  2. Address of the premises for which payments for housing and communal services were made.

The procedure takes up to 10–15 minutes, but gives citizens greater access to current options in the housing and communal services sector. In particular, users have access to:

  • receipt and payment of unified payment documents;
  • official display of meter readings for each month;
  • the right to receive additional notices from service providers;
  • familiarization with current tariffs and their possible changes in the near future;
  • checking the timeliness of funds transfer;
  • the ability to view paid services;
  • the right to print receipts confirming the transfer of money.

For residents of the Moscow region

By government decree, a separate online resource was created that allows residents of the Moscow region to receive EPD using payer codes, as well as pay financial receipts. If the registered user is not the owner, but uses the object on the basis of a commercial or social rental agreement, then the grounds for the emergence of property legal relations are additionally displayed.

Contents of the document

In addition to information about the payer (personal data, for example, address, square footage of residential premises, number of residents), the form contains the following transcripts:

  • data from management/resource supply companies that charge fees to this particular consumer;
  • payment details;
  • information about the readings of meters/devices in the consumer’s apartment;
  • volume of exposed services (with units of measurement);

The system recognizes information automatically, virtually eliminating filling errors. The payer code must be indicated.

The ENP includes most of the housing and communal services, but not completely. There are forms for:

  • water supply and disposal;
  • heat supply;
  • maintenance, home repairs.

Payment of housing and communal services by personal account

What the ENP is is fixed in the legislation, namely in Articles 153, 155 of the Housing Code of the Russian Federation. And there are several ways to deposit funds into service provider accounts. Payment options differ in fees and deadlines. One of the ways you can pay for housing and communal services is by transferring funds to a personal account.

A personal account is assigned in relation to a property through the local branch of the passport office. This is a procedure for assigning a personal code, carried out only with the consent of all persons living on the territory of the facility.

This form of calculation allows citizens to compensate for the cost of utility services only by entering a personal number. This eliminates the need to carry unpaid receipts with you and enter payment and a lot of unnecessary information into the form.

Cost of service and payment procedure

The cashier and bank employee must know this code. It must also be indicated when paying using a terminal or the Internet.

The management company to which the payer belongs ensures that the codes are not repeated. In most cases, it remains unchanged for a long time. But there are cases when the cipher may change:

  • if the management company has changed;

When any changes occur, the management company must notify the payer. Otherwise, a payment failure will occur: the money will not go to the correct account, and a fine will be charged for non-payment in the correct account.
