Registration document No. 9 contains the following information:

Contents of registration certificate No. 16 (form A):

Who fills it out and how?

A sample card in Form No. 16 must be filled out by an authorized employee of the passport office. When you need them

A registration card is a specialized form that is included in the list of unified documents that are used by housing departments and the Ministry of Internal Affairs in order to streamline accounting procedures.

After a positive decision is made to register a certain citizen in the territory that is under the control of a certain department of the migration service, employees must fill out a form drawn up in accordance with Form No. 9, while the registration card of Form No. 16 is always located in the registration department at the housing organization that maintains the house where the citizen lives.

In the future, these cards will be used as a source of data about each person who is registered in Russia, and in any situation in which confirmation of certain information about a citizen is required, this document will be used. This document can be issued to a citizen only if he has lost his passport, is applying for citizenship of another country, or is engaged in other registration activities that require the provision of this document.

In order to receive such a card, you need to write an application addressed to the passport officer. What is the difference between forms 9 and 16?

  1. Cards No. 9 and 16 differ in content and purpose. If Form 16 is provided at the request of a registered citizen, then information from another certificate may be available only to FMS employees and other authorized bodies.
  2. Card No. 16, in contrast to certificate No. 9, contains more complete information about the registered person, namely his place of work and position. Certificate 16 form is often requested to apply for benefits, carry out legal actions with housing, and receive government services.

Submission deadlines and costs

The deadlines and cost of filing are specified in paragraph 124 of the Administrative Regulations.

  • If the applicant has submitted all the necessary documents, then registration must be completed within 72 hours.
  • The period increases to 6 days if the documents were submitted not directly to the Main Migration Department of the Ministry of Internal Affairs, but through the State Services website or the passport office.
  • If the applicant does not present a document that serves as the basis for occupancy, then the registration period is extended by another 2 days.
  • There is no need to pay for registration.

Questions and answers

Is it possible to refuse registration of a minor if the consent of other family members is not obtained?

This is impossible. It is possible to register a baby at the place of residence of his father and mother without the consent of other adults. This point is spelled out in Part 1 of Art. 70 of the Housing Code of the Russian Federation.

I will not be able to be present when submitting an application for registration of a newborn. Can the procedure be carried out without me?

The norm according to which the physical presence or written consent of one of the parents is required to register a minor at the place of residence of his father and mother is not prescribed in the legislation. And also the physical presence of a child under 14 years of age is not required.
