What benefits are available to teachers and what does it take to receive them?

Benefits for teachers are a measure of social support provided to teaching staff. It is aimed at improving the quality of work and the prestige of the educational profession.

Teachers have the right not only to receive incentive payments, but also to a number of other privileges provided by the state.

Normative base

Regulation of the field of education is carried out within the framework of labor, constitutional (the right to study) and administrative legislation.

The main regulations governing the receipt of benefits by teaching staff:

  1. Federal Law “On Education in the Russian Federation” - its provisions contain rules on the rights and freedoms of teachers, guarantees of their implementation (Article 47);
  2. Labor Code - regulates the basics of labor relations between teaching staff and the management of the institution. Defines the basic rights of a teacher to work and paid leave.

Vacation

Annual leave for teachers is extended. Its duration is higher than the standard 28 days and depends on the actual time worked. Advantages:

  1. High duration. Teachers rest longer than other professions. The duration of teaching leave is from 42 to 56 days.
  2. Summer period. Due to the specific nature of the work of educational institutions, paid rest days fall during the warm season. But the employee is not prohibited from taking vacation on other days. For example, during the autumn holidays.

Teachers are also entitled to another type of leave, the duration of which is one calendar year. Conditions for receiving:

  • continuous work experience of at least 10 years;
  • employment in a state educational institution.

At the same time, the employee retains his workplace. This possibility is legislatively enshrined in Article 335 of the Labor Code of the Russian Federation.

Work week

The rate is set for 18 hours of work per week. This is half as much as other professions.

But at the same time, teachers have irregular working hours. This means that there is no upper limit on its duration. A teacher can work 18 hours in 2-3 days or the whole week.

Work above the rate is paid additionally. Supplements may be added to the amount received for the following types of load:

  • class management;
  • checking notebooks;
  • work in two shifts;
  • load on non-working days;
  • work as a chemistry teacher (the harmful factor when interacting with chemicals is taken into account).

Along with this, teachers in the city, as well as rural workers, are paid extra for carrying out instructions from management.

Pension

The work of a teacher is socially significant and complex. Due to the stressful nature of the job, an education worker may retire before reaching the legal age (55 for women and 60 for men).

A shortened period is provided for teaching staff. Its duration is 25 years. Having worked for the specified time, the teacher has the right to early receipt of pension payments. Moreover, if the employee wishes, he can continue working after the specified period - in this case, the amount of payments after retirement will be higher than the original one.

Part-time job

A teacher can work part-time within one educational institution, combining several positions. However, their number is not limited. This means that the teacher can teach several subjects at once.

An additional payment is required for each additional work. Its size is established by the employment contract and is discussed upon signing it.

Conscription into the army

Teachers liable for military service have the benefit of a reduced conscription period. For teaching staff, it is set from May 1 to July 15. There is no autumn conscription for them.

Housing

It is easier for educators and teachers to take out a mortgage than for workers in other professions. The state actively assists employees of the educational sector in purchasing housing. They are entitled to a reduced rate when applying for a loan in the amount of 8.5% per annum instead of the standard 12-14%.

Mortgage loans on preferential terms are provided to teachers subject to the following conditions:

  1. employee age under 35 years;
  2. Availability of a down payment (minimum 10%);
  3. employment in a government agency;
  4. at least three years of teaching experience;
  5. an employment contract concluded for a period of three years or more;
  6. sufficient income to repay the mortgage.

Special

Not every employee of an educational institution can qualify for special benefits. Teachers with additional privileges include:

  • Young professionals;
  • rural workers.

Advice

The amount and conditions for providing special benefits for teachers are established by regional legislation. To obtain information, you must contact the city administration or study the regulatory act of the constituent entity of the Russian Federation on benefits.

Privileges for young professionals

The status of a young specialist is assigned to persons who begin teaching activities no later than one year after receiving their diploma. After this, it is valid for three years.

Benefits for teachers who have recently graduated from an educational institution include incentive payments.

So, benefits for teachers are provided for by law. The main ones are a shortened working week, long vacations and the possibility of receiving incentive payments.

Benefits for young teachers

Young specialists who come to villages to work as teachers are entitled to “lifting” payments. Their size is determined by regional authorities taking into account the provisions of the Government of the Russian Federation of December 26, 2021 N 1642, approving the Education Development program.

The size of the lifts is usually 1-2 salaries. You can receive money if two conditions are met:

  • employment within three months from the date of receipt of the diploma;
  • conclusion of an employment contract for a period of three years.

Payments are made only when moving to work in villages and urban settlements.

Social benefits for teachers in 2018

The profession of a teacher is extremely important, as they raise and educate children and the younger generation. The life and future of the country depends on how modern children grow up, which is why the state pays special attention to people in this profession, providing more and more social benefits to teachers every year, and 2021 is no exception.

Benefits for teachers according to the Legislation

Depending on where a particular teacher teaches, benefits vary significantly. For example, a huge part of them is intended for teachers working in rural areas, another - only for teachers in urban schools, there are also general social benefits intended for teaching staff, regardless of place of residence.

All teachers’ salaries are calculated and awarded based on the main provisions of the Law “On Education,” which is constantly undergoing various changes.

The latest additions to it were spelled out in 2013, but the number of social benefits for teachers has not decreased, they have just been redistributed and tied to different budget levels.

Teachers can use benefits when paying for housing and communal services

According to the changes made, the Law has become more clear about what benefits teachers in cities and villages can take advantage of, as well as its main provisions, namely:

  1. The salary of teachers working in rural areas cannot be lower than the average salary accepted in the region.
  2. To improve the quality of teaching, all teachers must undergo a professional development system once every three years, and its funding must come from the budget.
  3. Teachers are prescribed benefits that they can take advantage of when paying for housing and communal services.
  4. Preferential conditions for purchasing housing both in the city and in rural areas are indicated.
  5. A separate budget system has been established, in which teachers at federal-level schools must have funding from the corresponding budgets, and other educational institutions - from local-level budgets.

At the same time, the administration of each region has the right to change the list of social benefits provided to teachers in 2021 in addition to those already available and prescribed by law.

Teachers must undergo advanced training courses every three years

General benefits provided to all teachers

Regardless of the place of teaching (city or other locality), appointment (federal or local level), the following social benefits were provided for teachers in 2018 at the legislative level:

  1. The temporary norm (working), which according to the Labor Code is in the range of 36–40 hours/week and varies depending on the severity and harmfulness of the work, for teachers is reduced to 18 hours.
  2. Part-time work without restrictions. This point is especially important in rural areas, where, due to a shortage of teaching staff, one teacher can teach several subjects.
  3. Extended vacation. Depending on the work schedule and status of the school, it can be 42-56 days during the summer holidays for children.
  4. All teachers can retire early due to their length of service, which is 25 years.
  5. A teacher can take a year off, but his position remains unchanged. A similar benefit can be used if the continuous work experience at that moment is at least 10 years. The conditions for such leave are prescribed in local regulations.

Benefits for teachers for housing and communal services payments

Social benefits for various categories of the population are established in accordance with the legal framework where budget spending is prescribed. For 2021, all changes regarding social benefits for teachers have been submitted to the regions, which themselves have the right to decide in which area and to what extent to give new preferences in the education system.

Local authorities also make decisions on how to distribute social benefits to teachers depending on the place where they work, namely in the city or rural area.

But the standards that relate to the housing and communal services system are spelled out in the Law “On Education”, Article 55, paragraph 5, where there are references to compensation for the following expenses:

  1. Home maintenance.
  2. Payment for heating (central, gas) - in full according to metering devices.
  3. Payment for firewood and coal is according to the standards.
  4. Payment for electricity is in accordance with established rules.
  5. Water, sewerage - according to standards.

Thus, according to the Law, each teacher has the right to claim preferences according to the above-mentioned housing and communal services costs. However, due to the different budget levels of one region or another, teachers’ salaries also remained different.

Therefore, according to the above scheme, depending on the area, compensation made up a different part of the salary, as a result, the amount of teachers’ salaries began to vary greatly.

To avoid such a imbalance, the Government of the Russian Federation decided to average the indicators for compensation of expenses for housing and communal services, namely:

  1. In 2021, teachers will be compensated monthly for all housing and communal services expenses in the amount of 1,200 rubles/month. Moreover, this payment is mandatory and is accrued automatically after the teacher gets a job at the school.
  2. Such monthly compensation may increase depending on the decision of the regional administration.
  3. For retired teachers, a similar social benefit remains in 2021, and housing and communal services expenses are compensated in the amount of 1,200 rubles every month.

Housing and communal services expenses are compensated in the amount of 1200 rubles per month

Benefits for beginning (young) teachers

In order to make the teaching profession more popular among those entering universities, and to encourage graduates of pedagogical universities to go to work in schools, the Russian government has developed a number of measures aimed at attracting young specialists.

All graduates who go to work at school receive allowances regardless of their place of work (city or village):

  1. When applying for a job at a school within 3 months after graduation.
  2. If a future teacher after graduation received a diploma with honors (“Red Diploma”), he can receive an increase in salary (provided there is no time gap between graduating from university and starting work at school).
  3. When concluding an employment contract with a school for a period of more than three years.

All of the above social benefits apply to teachers in 2021, regardless of the area in which they work.

However, if a young specialist plans to go to teach in a rural school, he is entitled to a number of additional benefits:

  1. Payment of allowances (one-time amount, the amount of which is determined by local authorities).
  2. Increase in salary (for 3 years).
  3. Payment of bonus after completion of 3 years of work (subject to its success).
  4. Possibility of free travel in public transport.

A number of benefits are provided for teachers in rural schools

Housing benefits for teachers

In rural areas, the scope of benefits for the purchase of housing for young teachers has been expanded, namely, when taking out a mortgage, young teachers are provided with conditions with a reduced rate of 8.5% per annum.

If a teacher working at a school has not yet reached 35 years of age, he can also participate in other programs aimed at preferential purchase of housing, such as “Housing”, but it is important to comply with the following conditions:

  1. Get in line to improve your living conditions.
  2. Have funds with you sufficient to make a down payment.
  3. Write an application with a request to improve living conditions to the local administration.

Thus, the regions are trying in every possible way to help young professionals buy a home.

Salary benefits for teachers

A school teacher's salary always consists of two parts. The first is the basic part. Its size depends on the number of hours and qualifications. The second part is stimulating.

It includes the following social benefits:

  1. For a special operating mode.
  2. For the additional workload as a class teacher.
  3. For chemistry teachers - a bonus for harmfulness.
  4. When working in specialized groups of children or the same classes - for additional workload.
  5. For checking student notebooks.
  6. Supplement as financial assistance.

Teachers' salaries consist of 2 parts: basic and incentive

How to apply for social benefits for a teacher in 2021

As already mentioned, the number and size of social benefits provided to teaching staff are regulated at the local legislative level.

Thus, such a law can be found on the website of the Regional Administration.

In order to apply for social benefits, a teacher in 2021 (except for housing and communal services) must contact the administration of the region (district) and write an application in which it is required to justify the receipt of the necessary payments.

Housing allowances

In January 2021, Decree of the Government of the Russian Federation dated January 22, 2020 No. 36 was signed. According to it, teachers who move to work in an area with a population of up to 50,000 people will be able to receive an increased allowance - 1,000,000 rubles. When moving to the Far East, payments increase to RUB 2,000,000.

Money is provided to participants in the Zemstvo Teacher program for the construction or purchase of housing and repayment of mortgages.

You can find out about available vacancies for participation in the program on the portal organized at the initiative of the Ministry of Education. Here are the main conditions:

List of documents

Requirements for completing applications for participation in the program and the completeness of applications are approved by the regions. You can obtain detailed information on the official websites of authorized executive bodies. So, in the Vladimir region the Department of Education is dealing with the issue.

Acceptance of documents here begins after the Christmas holidays and ends on April 15. The procedure is carried out annually. The applicant must fill out the unified application form and submit copies of:

  • ID cards;
  • diploma of education;
  • certificates and certificates of assigned qualifications;
  • work book;
  • TIN;
  • SNILS.

Written permission to process personal data and consent to move to a rural area in accordance with the chosen vacancy are also required.

On his own initiative, the teacher submits to the commission copies of marriage certificates, birth certificates, and other documents characterizing the applicant for the position. An important point of the rules of the Vladimir region is to indicate the purpose for spending the lump sum payment. The requirement is due to negative practice. Young teachers often spend the subsidy on purchasing housing in large cities. After the standard 5 years have passed, they leave. As a result, the effectiveness of the federal program decreases.

Housing benefits

According to the law, teachers who need improved housing conditions can receive housing under social rental contracts out of turn. Also, benefits can be established by regional authorities. For example, in the Kaliningrad region, subsidies are provided for repaying the down payment on a mortgage - 20% of the total cost of the loan. In the Moscow region, with the support of AHML, 100% of the debt is repaid from the budget, and the borrower only has to pay the accrued interest.

In St. Petersburg, on the basis of the Law of 2005 on the target program “Housing for Public Sector Workers,” you can purchase real estate or pay off your mortgage profitably with the help of the state.

The following conditions apply to most programs:

  • teacher age – up to 35 years;
  • minimum work experience – 1 year;
  • recognition of a citizen as needing improved housing conditions.

Detailed requirements depend on regional authorities.

What benefits for subsidized housing can teachers count on at Sberbank?

The federal housing program for young teachers has been suspended in 2021, which is why it does not work at Sberbank today.

Sberbank, as you know, is the first to respond to government initiatives regarding mixed programs, banking and government, within the framework of one project.

Since one program is suspended, a similar, so-called “social mortgage” is working in the vacant field. Its terms are not as tempting as those of the previous one, now frozen, but they are still more acceptable for the borrower.

There are no special preferential projects at Sberbank for teachers; they can take advantage of social mortgages on a general basis.

Since teachers' salaries are low, they have the opportunity to improve loan conditions by providing information about additional income, or use the help of co-borrowers and guarantors.

Benefits for honored teachers

The honorary title “Honored Teacher” is awarded on the basis of Decree of the President of the Russian Federation dated September 7, 2010 N 1099 for personal merits in teaching, training winners of Olympiads at various levels, retraining or training of teaching staff. As a rule, such status is given no earlier than 20 years from the start of teaching activity.

Regional authorities have the right to independently determine whether benefits will be provided to honored teachers. In most cases, they are paid a premium of 15-20% of the rate.

If, after retirement, a teacher receives the title “Veteran of Labor,” he has the right to take advantage of the following benefits:

  • free travel on public transport (coupons issued);
  • compensation for the cost of paying for utilities or fuel (for non-gas supply houses);
  • pension supplements.

It is important to consider that all payments and benefits for honored teachers are also determined by regional authorities. You can find out the exact list in Social Security.

Mortgages for young professionals

Supporting new employees by purchasing their own housing, mostly from the state budget, is a good and promising idea. But lifting payments provide for a number of conditions:

  • You must work in the village for at least 5 years after you receive the payment;
  • Continue to live at your place of work;
  • Have savings to cover the remaining cost of housing. This is up to 30%.

The program can be considered a mortgage at preferential rates. The rate is 5%. The loan term is 10 years. The average cost of housing is 2 million 145 thousand rubles for a family of one person. If 2 specialists in a family move to the village, then the amount increases by 1.5 times.

The state also determines the standard square footage for residential premises: for one person - 33 square meters; for two – 42. If there are more than 3 people in a family, then each person gets 18 square meters.

Mortgage for young teachers in 2021: benefits and subsidies, housing programs and conditions for obtaining

  • Identification documents (Russian passport, SNILS, Taxpayer Identification Number, driver's license).
  • Registration documents (if this information is not in the passport).
  • Certificates of employment (certified extract from the work book, employment contract).
  • Documents confirming the level of income (required - 2-NDFL certificate, if there is an additional place of work or sources of income - statements from personal accounts, certificates in the form of a bank, certificates in the form of an employer, etc.).
  • Certificates of marital status (certificate of marriage/divorce, birth certificates of children/children).
  • Men are required to provide a military ID.
  • Since the applicant’s spouse is required to participate in the mortgage as a co-borrower or guarantor, similar papers will be required from them.
  • Pledge documents. The list of certificates regarding housing provided as collateral should be clarified with a bank employee, as it varies depending on the type of living space (secondary or primary housing, townhouse, house).
  • Contact the local government authorities at your place of residence to obtain advice. The fact is that the project is partially financed by the Ministry of Education and Science and the region’s participation in the program must be agreed upon and confirmed by an agreement.
  • Collect a package of documents and fill out an application for registration in the social mortgage lending program.
  • Receive a certificate of participation.
  • Go to a lending institution to apply for a mortgage.

List and features of benefits for young professionals in 2021

  1. One-time payment – an amount from 20,000 to 100,000 rubles. The last figure of the allowance is the largest, paid to teachers in the capital. Even in the cultural capital it is half as much.
  2. Salary increase - in Moscow, this amount varies at a 40% rate relative to wages, and for all specialists who have distinguished themselves with honors - 50%.
  3. Preferential mortgage - part of the loan or mortgage is paid by the state, and there is no need to repay the funds.
  1. One-time payments vary depending on profession. So, for example, a teacher and teacher receive a monthly salary increase, but only for a certain period. If, for some reason, an employee suddenly quits before the time specified in the contract, he must return to the organization all social benefits received in a lump sum. The law also provides for the possibility of paying all required additions to the salary in a single amount, but after working out the period stipulated by the contract.
  2. Lifting – carried out since 2012 and applies to specialists who graduated from a secondary specialized educational institution in 2011 and subsequent years.
