Many families who have decided to take out a mortgage should carefully study all the available offers from major banks. It is important to find out at what percentage a mortgage is given in order to choose the most profitable program. Some categories of borrowers can take advantage of government assistance in repaying their mortgage, thanks to which they will be able to significantly reduce the cost of servicing the loan.
What is government assistance?
Today the state is trying to take care of all its citizens. Particular attention is paid to families with children in need of improved living conditions. Special programs are being developed for them, which provide for the payment of different amounts of subsidies. Many people are unaware of their rights and therefore do not use social assistance. Those families who have already accepted assistance from the state in servicing their mortgages were able to reduce their costs by approximately 40%.
For each category of borrowers, the amount of assistance is set individually, since its amount is influenced by various factors. Before it is issued, the body authorized to monitor the allocation and expenditure of government subsidies will carefully study the composition of the family and its total income. After this, a decision will be made regarding the amount of assistance to the borrower, who can purchase housing with both a mortgage and a loan.
Throughout 2021, the state program “Housing” was in effect on the territory of the Russian Federation. It was targeted and intended specifically for young families with children. The government that approved this program set several priority objectives:
- Solve the housing issue throughout the country.
- Create an economy class housing market.
- Eliminate the shortage observed in the comfortable housing market.
Advice : parallel to this target program, similar projects were implemented in all regions of the Russian Federation. Young families with children who took part were able to purchase residential real estate from the primary and secondary markets, as well as build private houses.
The state target program provides for the allocation of funds to young families with children, which they can spend on paying for real estate purchased with a mortgage or on building country houses. The Government of the Russian Federation planned to provide assistance in purchasing housing through this program to approximately 172,000 families. Its budget is 313,130,000,000 rubles, which was formed as follows:
28,180,000,000 rubles | Central budget |
65,760,000,000 rubles | Regional budgets |
219,190,000,000 rubles | Money invested in the purchase of housing by program participants |
Help for a young family: types and privileges
There are a large number of programs aimed at helping young families from the state. They are approved not only by federal, but also by regional legislation. Therefore, it is better to check the specific list of assistance provided by the state directly in the city of residence.
Currently, the largest housing program is “Young Family”. It operates throughout the country. But this is not the only type of assistance provided by the state to families. There are subsidies for young families, as well as several types of benefits:
- Privileges in the area of taxation.
- Increased child benefits for single parents.
- When the family income is less than the subsistence level: you can apply for a monthly additional child benefit;
- free meals for children at school are provided;
- free travel on public transport for children.
From the presented list it is clear that the authorities offer not only state assistance to young families, but also for large families and low-income people.
People are supported by various social grants and privileges. But these benefits are purely of a declarative nature and cannot be obtained automatically.
Programs aimed at providing housing
The development of the project for providing housing was based on the housing program “Young Family - Affordable Housing”. Financing in this area is covered by subsidies for young families to purchase housing from the regional and federal budgets.
But also, additionally, family money is used. For example, a family buys an apartment for 2 million rubles. The subsidy is only 800 thousand rubles. The family contributes the remaining amount themselves from their own or loan funds.
Interesting information: Financial assistance in difficult financial situations
Families who become participants in this project can apply for subsidies:
- 35% if the family consists of only spouses.
- 40% when there are children in the family.
Important!
If a child is born after the purchase of real estate, the family is entitled to an additional subsidy of 5%.
The subsidy program also provides some benefits for large young families.
There are many different ways to use assistance from assistance programs:
- when purchasing real estate from the secondary market;
- the subsidy is paid as an advance payment to a brokerage company when registering an apartment for a young family from the primary market;
- payment for building materials when building your own home;
- making the last share contribution during shared construction of an apartment;
- repayment of the mortgage loan in whole or in part.
How to receive a subsidy for a young family, requirements for program participants:
Condition | Description |
Age restrictions | One of the spouses must be under 35 years of age. |
Neediness | The family needs improved living conditions, which is documented. |
Family composition | A cell of a company of one of the following composition can apply for the benefit: - spouses; - mom, dad, child; - one parent and child. |
Solvency | The family must have sufficient income to pay the mortgage in full. |
Low-income people and people with many children will receive priority assistance from the state to young families.
When a person begins to wonder how to get a housing subsidy for a young family, he must first determine the possibility of providing the benefit. To do this, you need to contact the administration.
If the applicant has such a right, he will receive a certificate that is valid for nine months. Additionally, you need to open a bank account to which budget funds are transferred.
It is recommended to check with your city of residence which additional subsidies are available in the region.
Support for young families in villages
The state is trying to provide housing for less protected categories of citizens. Nowadays it is very difficult to buy housing on your own, especially for young members of society.
What can we say about families living in villages? Professionals and young families living in rural areas have the right to count on receiving support from the state.
The conditions for receiving such assistance are presented in table form:
Requirement | Description |
Place of permanent residence | Countryside. |
Need | The family needs living space. |
Availability of money for a down payment | 35 % |
Place of work of one of the spouses | Agro-industrial or social sphere. |
Availability of official registration | The spouses must be married. |
Age restrictions | One of the spouses must be under 35 years of age. |
Planned working hours in the village | 5 years or more. |
The program for improving housing conditions in rural areas is carried out at the expense of regional budgets.
Features of providing housing for young families in the regions
The amount of housing subsidies may vary in different regions. It depends on individual programs and the budget of the region.
Interesting information: Subsidy for mortgage repayment. State programs and registration
Let's look at several programs operating in the regions:
City | Description of privileges |
Moscow | 1. If you purchase an apartment outside the city, the following conditions apply: mortgage at 10% for 10 years. The privilege is offered at the birth of the baby. The debt amount is written off from budget funds. 2. Preferential rental housing for up to 10 years is offered. It is expected that during this time the family will save money to purchase housing. |
Saint Petersburg | Young people can also count on individual assistance from the state if they have lived in the city for more than 10 years. Can get an interest-free mortgage if you pay 30% of the cost of housing at once. |
When regional authorities determine the degree of need of a family, they pay attention to the square footage of living space. The norm for the number of squares per person can also be different, depending on the region. Eg:
- In Tyumen the norm is 15 square meters. m.;
- Krasnodar has set the standard - 18 square meters. m. That is, in order to use the assistance for a family of two people, you need to buy an apartment with an area of at least 42 square meters.
Every person wants to receive government assistance. But, as life practice shows, not everyone succeeds.
Who can apply for assistance from the state?
To receive financial assistance from the state to pay for a mortgage (the state pays 30% of the cost of housing, and the remaining 70% is a participant in the program), borrowers must meet the following criteria:
It is important to know! A catalog of franchises has opened on our website! Go to catalog...
- the age of each spouse should not be higher than 35 years;
- the family must have at least one child (the number of children significantly affects the amount of the subsidy);
- applicants for state assistance need to document the fact that they do not have their own living space (or if the square footage of the available premises is insufficient to accommodate all family members);
- a young family must have a stable source of income or a sufficient amount of funds to purchase real estate.
Despite the main requirement of the state program (mandatory presence of children), childless couples also had the opportunity to take advantage of a subsidy, the amount of which is 35%. There is one important nuance here. A family that has no children must have a monthly total income exceeding 21,621 rubles. In this case, the amount of compensation can reach 600,000 rubles.
Those married couples who have at least one minor child and can confirm a monthly income of 35,510 rubles (financial assistance will be 800,000 rubles) can apply for a subsidy of 40%. Families raising two children must earn at least 43,350 rubles per month to receive forty percent financial assistance (the state will pay about 1,000,000 rubles).
If during the mortgage program another child is born into the family (or the couple decides to adopt a baby from an orphanage), then the amount of financial assistance will be increased by 5%. Large families may qualify for additional benefits that will cover most of the costs of servicing a mortgage loan. Analyzing the conditions of the state target program, we can conclude that the Government of the Russian Federation, in addition to improving the living conditions of citizens, actively supports the growth of the birth rate in the country.
List of state programs to improve housing for young families
Housing programs in Russia are aimed at expanding housing conditions for young families.
Several tools are used for this:
- the possibility of obtaining a mortgage loan at a reduced rate in certain banking institutions;
- the right to receive a subsidy, the total amount of which can cover up to 35% of the price of housing in this region of the country;
- allocation of funds, including for the improvement of housing conditions within the framework of the Maternity Capital program, regional maternity capital and capital for the 3rd and subsequent children.
There are several large federal programs in which receiving financial assistance seems to be a very real prospect:
- “Improving living conditions for young families in 2021” (30-35%). The state compensates needy family citizens for part of the price of a house or apartment.
- "Housing" (30-35%). The budget finances a share of the cost of an economy-class apartment in multi-storey buildings.
- “Affordable housing” (up to 70% in the regions). Providing installments for the purchase of apartments.
- “Mortgage with state support” provides a mortgage loan with a reduced lending rate (not higher than 6%) to families in which a second or subsequent child was born after 01/01/2018.
In some regions of Russia, a gubernatorial program is being implemented, within the framework of which young families are provided with financial assistance of up to 30-40% of the price of housing.
Within individual municipalities, local authorities allocate funds from regional budgets as additional assistance for family youth. As a result, financial support increases to 50-60% of the price of houses and apartments.
Since a family can participate in any of the government programs, both at the federal and regional levels, only once, it is therefore important to follow the entire procedure for collecting papers and preparing an application so as not to be denied financial assistance.

Documentation package for receiving government assistance
To receive help from the state in repaying a mortgage, young families with children need to collect a large package of documentation:
- photocopies of civil passports of both spouses;
- application of the established form (drawn up in 2 copies);
- marriage certificate (photocopy);
- birth certificate of the child(ren);
- a certificate issued by the relevant authority confirming that the young family is in line for municipal housing;
- a complete package of documents for a mortgage or loan;
- documentation for the property that will be purchased through a mortgage or credit program.
To receive help from the state to pay off an existing mortgage, young families with children need to create a standard package of documents:
- mortgage agreement;
- title documents for the property purchased on credit;
- a certificate from the financial institution that issued the mortgage, which indicates the amount of the current debt (the loan amount and interest are indicated separately).
After the documents have been collected, the young family needs to submit them to the relevant authority, which will review them within 30 days. Applicants for state assistance will be informed of the decision in writing. If a positive decision is made on the application, the family will receive a certificate that must be handed over to the creditor bank that is a participant in the state program. After this, a separate account will be opened for the family, to which the state will transfer a certain amount of funds. The rest of the money for the purchase of housing will be allocated by a financial institution.
Advice : with the help of the state program, a mortgage can be issued secured by existing real estate in Sberbank. In order to participate in such a program, borrowers must pledge their personal apartment or house as collateral to the financial institution.
What documents are needed for the Young Family program in 2019
Attention! To receive a certificate, the family must provide the following list of documentary information:
- a completed application form. The application is submitted in two copies, one of which remains with the authority to study the information presented in it, and the second is handed over to the applicants with a note of acceptance;
- copies of documents that identify each family member (if there are children, a copy of the birth certificate is provided for each child);
- a copy of the marriage certificate (such a certificate is not presented to single-parent families);
- a document confirming the family’s status as in need of improved housing conditions;
- certificates confirming the fact that the family has funds to pay most of the cost of housing (as a rule, these are certificates issued by the employer with salary data, personal account statements if the family has opened an account for savings);
- if the family has not completed the construction of the house, then a copy of the certificate of registration of rights in relation to the object is provided, if the funds were raised by concluding a mortgage loan or a construction contract agreement, and other documentary evidence confirming expenses;
- if the family received funds on the basis of a loan agreement before 2010, then a copy of such agreement must be provided to the authorized body;
- a document confirming that the family needed to improve living conditions on the date of the mortgage agreement;
- a certificate containing information about the amount of the outstanding part of the loan.
It is better to request an exact list of information provided from the local government authority that reviews the families’ applications.
For example, since participation in the program to subsidize the cost of purchasing housing requires providing evidence confirming the family's need, most likely you will need to provide an extract from your home book or a copy of your personal account.
For example, given that in order to participate in the program it is necessary to confirm the status of those in need of housing, the local government body will include in the list an extract from the house register and a copy of the financial personal account for family members.
Nuances of obtaining a mortgage with government support
Currently, many Russian banks offer preferential mortgages for young families under the federal program. Potential borrowers planning to take part in it should be aware of some nuances:
- The subsidy funds are not handed out to the borrower; they are transferred to his current account opened with the creditor bank.
- After receiving the status of a participant in the state program, the family receives a corresponding certificate.
- Young families can apply for a mortgage at any Russian banks that take part in the state program. A mortgage with state support is available to them today from Sberbank, Raiffeisenbank, Promsvyazbank, etc.
- Financial assistance to young families with children is issued by the state once.
In 2021, the following categories of citizens had the opportunity to take advantage of the state subsidy allocated for mortgage payments:
- young families with children;
- disabled people;
- families with disabled children;
- citizens who have the title of combat veteran;
- military (a special program has been developed for them).
Who is eligible for the subsidy?
Not every young family in Russia today has housing that is comfortable for living. Often young people have to huddle in small apartments with their parents, rent rooms in dormitories, or even live in dilapidated and unsafe buildings.
At the same time, in 2021, according to standards in most regions, each family member should have 33 square meters per person, 42 square meters for a family of two and 18 square meters. meters of living space for the third and subsequent family members . Consequently, the minimum living space for a young family with one child is 60 square meters. However, this standard is often not met.
If a young family lives in a smaller premises, then it has every right to apply for participation in one of the government programs aimed at improving the living conditions of citizens.
However, when identifying families in need, a small number of square meters is not the only criterion that allows them to qualify for preferential mortgages and government subsidies.
Family citizens living in:
- in dilapidated houses and other buildings unsuitable for living;
- in corridor-type apartments and rooms not provided with cold and hot water, sewerage, gas, electricity;
- in communal apartments or rooms next to citizens suffering from acute forms of chronic diseases.
“A young family is a married couple with two or one parent under the age of 35 who have one or more dependent children” (State Program “Housing”).
A young family is also considered to be a single mother with children or a single father with dependents, corresponding to the age limit. All citizens who fall into this group, and also meet one of the above conditions, can apply to participate in government programs. After this, they are put on a waiting list to improve the living conditions of young families.
It is important to know that in some cases subsidies and the right to a preferential mortgage are provided on an extraordinary basis:
- If the housing in which young people currently live is unsuitable for living and cannot be repaired or reconstructed (for example, dilapidated houses or too cramped premises).
- If a husband or wife is diagnosed with a severe form of a chronic disease.
In each case, the family must submit the appropriate supporting document to the municipal housing department.
Can borrowers who have lost their solvency benefit from assistance?
Conscientious borrowers who, for reasons beyond their control, have temporarily lost their solvency can count on government assistance in repaying their mortgages. Such reasons include dismissal from work, serious illness, death of a close relative. In order to apply for government assistance, borrowers need to provide the lending bank with documents that can confirm one of the following facts:
- each family member has less than two subsistence minimums;
- the total family income over the past 3 months has decreased by at least 30%;
- The monthly payment amount increased by more than 30%.
If the borrower manages to document his insolvency, he will have to write a letter to his lender asking for repayment of the mortgage debt at the expense of the state. It is worth noting that in this case we are not talking about full repayment of the borrower’s debt, but he can count on paying part of it. After the restructuring, borrowers may have their interest rates reduced and may also be given a deferment on the payment of the principal debt for up to one and a half years. By taking part in such a program, they can count on state assistance in the amount of 10% of the amount of the remaining debt (no more than 600,000 rubles).
Owners of the following real estate properties can receive mortgage compensation:
1 room apartment | up to 45 sq.m. |
2-room apartment | up to 65 sq.m. |
3-room apartment | up to 85 sq.m. |
Tip : Borrowers who cannot service their mortgage can take part in a special program. For example, mortgage restructuring at Sberbank provides for a reduction in monthly payments by extending the term of the loan agreement.
How are area standards determined?
All existing standards for residential premises are established by the Housing Code of the Russian Federation. According to this document, when identifying a citizen as a person in need of expanded living space, his or her existing housing is assessed according to two standards:
- provision rate;
- accounting norm.
The first is the minimum value used to determine the area of housing transferred for use to a citizen by the state under a social tenancy agreement. The second is the minimum value used when calculating the degree of a citizen’s need for housing and placing him in line for participation in the state program. If in the premises where a citizen lives, there are fewer square meters per registered resident than provided for by the accounting norm, this indicates that it needs to be expanded.
Thus, a young family who has taken out a mortgage on an apartment can qualify for participation in the state support program. But only on condition that in the credit apartment the number of square meters for each of the residents does not exceed the accounting norm. Yes, children are also taken into account in this case, the main thing is that they are registered in this living space.
How to find out the size of the accounting norm? It is determined in each region individually. In addition, the value of this indicator, even within one administrative unit, varies depending on the type of housing - a separate apartment, a room in a communal apartment or a private house. The exact value for a specific situation can be found out by contacting the social protection committee at your place of residence.
Important! If the area of the mortgaged apartment does not meet the standards, and representatives of the administration refuse to place the family in line for housing subsidies, we advise you to obtain a written refusal from a government agency employee explaining the reasons. With this document, with the support of a competent lawyer, you can go to court.
How much subsidy can a young family expect?
State programs that subsidize mortgage loans do not establish specific amounts of financial assistance (from 600,000 to 1,000,000 rubles). But in order to take advantage of state help to cover debt to the bank, families need to take into account some nuances:
- if there is one child in a family, she can count on repayment of the mortgage program, which provides up to 18 sq.m. living space in the purchased property;
- if after registration of the mortgage a second child is born in the family, she will be provided with an additional subsidy in the same amount;
- if a third child is born in the family, then its debt can be fully repaid by the state (the cost and square footage of the acquired property is taken into account).
Current government programs
The government of the Russian Federation regularly develops social programs for its citizens that allow them to improve their living conditions. In 2021, the country's population was invited to take advantage of the following types of state programs for subsidizing mortgages:
- Housing for a Russian family.
- Social mortgage.
- For young families.
- Mortgages using maternity capital funds.
- Large families.
- Military mortgage.
- For government employees.
- For residents of the Far North.
- For young scientists.
What plays a role besides the area of the apartment?
The Housing Code, in addition to the requirements for housing space, establishes a number of criteria under which a citizen can be recognized as in need of improved housing conditions. In particular, a family living in an apartment whose condition does not comply with housing legislation must be put on the waiting list for a subsidy. But in this case this is hardly applicable. We are talking about housing purchased with a mortgage. And if its condition does not meet the housing code standards, not a single bank will issue a loan for its purchase. But you can appeal to factors such as:
- a young family living in an apartment with a chronically ill relative;
- whether the family or one of its members has the status of a low-income citizen.
Regarding the first point, a relative suffering from a chronic disease does not have to be one of the owners of the apartment. He may simply be registered in it, but he must live in this area. The list of diseases that can be considered as a reason for housing registration is indicated in Decree No. 38 of the Government of the Russian Federation, issued on June 16, 2006.
It is more difficult to appeal to the status of a low-income citizen. As we remember, a prerequisite for participation in the “Young Family” program is that the spouses have a certain income. But you can provide evidence that after paying off the existing mortgage, there is very little money left at the spouses’ disposal. Perhaps this argument will work in your favor.
Important! To obtain the status of a citizen who needs improved housing conditions, you must have permanent registration in the region whose administration you are applying to. In addition, you need to live at the place of registration for some time (the specific period is set by the regional authorities).
