  2. Annual extended paid leave. The duration is determined by Decree of the Government of the Russian Federation dated May 14, 2015 No. 466. For employees of educational organizations – 56 calendar days.
  3. Early assignment of an old-age insurance pension if you have at least 25 years of experience.
  4. Providing long-term leave without pay for 1 year with 10 years of experience.
  5. Additional professional training at least once every 3 years.
  6. Additional payments for class management, organizing events, checking homework.
  7. Additional payment for hazardous conditions for chemistry teachers.

Discount on utility bills

Registration of utility benefits for teachers working in rural areas is carried out according to the most simplified scheme.
This procedure is a little more complicated if the registration is for a teacher working in the city. If a teacher lives in a private house, but within the city, he can only count on compensation for 2 provided utilities: electricity and heating. For teachers living in an apartment building, the general conditions apply. Initially, the legislation provides only support for teachers working in rural areas. Therefore, a discount on electricity and heating payments is far from the only privilege. For teachers in rural areas, benefits for utilities are provided in the amount of up to 60% of the amount spent. The specified percentage may be adjusted depending on the specific region of residence. This benefit applies not only to teachers alone, but also to all family members living with him in the same house or apartment.

The latest bills that have come into force provide for the provision of a 100% discount on utility bills for teachers. This discount remains for teachers who have already retired. The amount of payments provided cannot in any way be affected by length of service or, directly, retirement.

Benefits for young teachers

Young specialists who come to villages to work as teachers are entitled to “lifting” payments. Their size is determined by regional authorities taking into account the provisions of the Government of the Russian Federation of December 26, 2021 N 1642, approving the Education Development program.

The size of the lifts is usually 1-2 salaries. You can receive money if two conditions are met:

  • employment within three months from the date of receipt of the diploma;
  • conclusion of an employment contract for a period of three years.

Payments are made only when moving to work in villages and urban settlements.

Social support for teaching staff in rural areas

Why does the teaching profession require special measures of social support? The Labor Code of the Russian Federation identifies teachers as a special category of workers who are granted the following rights.

  • For teaching staff, a reduced working time of no more than 36 hours per week is established.
  • Teaching staff are provided with an annual basic extended paid leave, the duration of which is established by the Government of the Russian Federation.
  • Pedagogical workers of an organization carrying out educational activities, at least every 10 years of continuous teaching work, have the right to long leave for a period of up to one year, the procedure and conditions for the provision of which are determined in the manner established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of education (Labor Code of the Russian Federation, Article 333–335).

Federal Law-273 “On Education in the Russian Federation” also defines social guarantees for teaching staff. (clauses 1,2,5,8 of Article 47).

According to clauses 1,2,5,8 of Art. 47 of the Law, employees of an educational organization have the following labor rights and social guarantees:

  • the right to reduced working hours;
  • the right to additional professional education in the profile of teaching activity at least once every three years;
  • the right to an annual basic extended paid leave, the duration of which is determined by the Government of the Russian Federation;
  • the right to a long vacation for a period of up to one year at least every ten years of continuous teaching work in the manner established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of education;
  • the right to early assignment of an old-age insurance pension in the manner established by the legislation of the Russian Federation;
  • the right to provide teaching staff registered as in need of residential premises, out of turn, with residential premises under social tenancy agreements, the right to provide residential premises of a specialized housing stock;
  • teaching staff of educational institutions are required to undergo periodic free medical examinations, which are carried out at the expense of the founders;
  • teaching staff of educational institutions in order to facilitate their provision of book publishing products and periodicals are paid monthly monetary compensation;
  • Teaching staff of educational institutions, in the manner established by the legislation of the Russian Federation, enjoy the right to receive a long-service pension before they reach retirement age, to free living space with heating and lighting in rural areas, workers' settlements (urban-type settlements), to priority provision of living space ; the amount, conditions and procedure for reimbursement of expenses associated with the provision of these measures of social support are established by legislative acts of the constituent entities of the Russian Federation.

A separate paragraph in this article defines the rights of teachers working in rural areas

“Teaching workers living and working in rural settlements, workers’ settlements (urban-type settlements) have the right to receive compensation for expenses for living quarters, heating and lighting. The amount, conditions and procedure for reimbursement of expenses associated with the provision of these measures of social support to teaching staff of federal state educational organizations are established by the Government of the Russian Federation and are provided through budgetary allocations of the federal budget, and teaching staff of educational organizations of the constituent entities of the Russian Federation, municipal educational organizations are established by the legislation of the constituent entities of the Russian Federation and are provided through budgetary allocations from the budgets of the constituent entities of the Russian Federation (clause 8 of Article 47 of the Law).”

The government decree establishes for teaching staff, managers, deputy heads, heads of structural divisions and their deputies, who are on staff at their main place of work in state educational organizations, living and working under an employment contract in rural settlements, workers' settlements (urban-type settlements), a monthly compensation for expenses for living quarters, heating and lighting in the amount of 1,200 rubles. Such monthly compensation is carried out on the basis of documents confirming the right of employees to receive it (an employment contract or work book, a copy of an identity document with a mark of registration at the place of residence or another document confirming the place of residence) available to organizations, without requiring additional documents.

  • Compensation is carried out by the organization from the day the employee has the right to receive it simultaneously with the payment of wages for the first half of the current month, reflected in a separate statement.
  • Compensation is paid simultaneously with wages for the first half of the current month and on the basis of documents confirming the right of employees to receive it, available to organizations (without requiring additional documents).

Most often, employees are provided with the following benefits.

Benefits and social guarantees for young professionals

Benefits and social guarantees for young specialists - graduates of vocational education institutions are established by the constituent entities of the Russian Federation (Part 10, Article 47 of Federal Law No. 273-FZ).

State authorities of the constituent entities of the Russian Federation can determine the category of teaching staff who can be considered “young specialists” (there is no such concept in federal legislation) and can establish social support measures for them. Housing benefits

Rural teachers and doctors may be deprived of utility benefits

A plan has been published on the website of the Ministry of Economic Development to optimize the regulation at the federal level of the powers of state authorities of the constituent entities of the Russian Federation.

The department proposes to “adjust” the provisions of federal legislation regulating the right of rural teachers to compensation for expenses for living quarters, heating and lighting, simply by excluding these benefits from the Law “On Education in the Russian Federation.”

As officials explain, the abolition of federal benefits for teachers in rural areas is proposed “in connection with previously made decisions to increase wages for teaching staff.” In addition, it follows from the same legislative inventory plan that the issue of excluding a similar measure of social support in relation to medical workers has been worked out.

A member of the State Duma Committee on Agrarian Issues, Arkady Ponomarev, sent a letter (available to the Parliamentary Gazette) to the Ministry of Economic Development with a request to exclude from the published “road map” the clause that would abolish compensation for utility bills for rural doctors and teachers. According to the deputy, the revision of benefits for this category of citizens contradicts the “Strategy for Sustainable Development of Rural Territories of the Russian Federation for the Period until 2030,” approved by the Government in 2015. The document, in particular, prescribes, on the contrary, to expand social support measures for medical workers, attract specialists from other professions to rural areas, and create attractive conditions for living, working and developing the personal potential of Russians living here.

“As you know, utility bills are one of the key items of family expenses,” the deputy’s letter says. — Deprivation of rural doctors and teachers of these compensations will reduce their income level. The lack of young qualified personnel is one of the most pressing problems in rural areas, the parliamentarian notes. Benefits for honored teachers

The honorary title “Honored Teacher” is awarded on the basis of Decree of the President of the Russian Federation dated September 7, 2010 N 1099 for personal merits in teaching, training winners of Olympiads at various levels, retraining or training of teaching staff. As a rule, such status is given no earlier than 20 years from the start of teaching activity.

Regional authorities have the right to independently determine whether benefits will be provided to honored teachers. In most cases, they are paid a premium of 15-20% of the rate.

If, after retirement, a teacher receives the title “Veteran of Labor,” he has the right to take advantage of the following benefits:

In most options, teachers are compensated for the following costs :
