Information about citizen registration is included in the list of confidential information.
According to Presidential Decree No. 188, these also include:
- service data;
- personal information;
- information about the investigation, trial, commercial and professional activities of citizens.
According to the Personal Data Law, people who receive this information do not have the right to distribute it without the consent of the owner.
But state information resources are in the public domain. Despite legal requirements, address information is often found on the Internet. People freely exchange information about each other and often do not see any problem in this.
How to find out who is registered at an address
There are quite a lot of ways: both via the Internet and through special services. Searching by address can be difficult if the citizen no longer lives in that house. There are both free and paid methods.
Why might this be needed?
This may be needed by both individuals and legal entities.

- When the property is the property of the municipality, registration is only allowed for a few people, based on its size. Who is eligible
Not every person has the right to receive information, because it relates to personal data. Only its owner has the right to find out information about the number of persons registered in the apartment.

Rosreestr website
Provides several certificates of varying length, containing information about:
- Full name of the property owner. In addition to personal data, it contains the certificate number and the date of taking possession. Such an electronic document costs 90 rubles.
- Checking an apartment (real estate) for encumbrances (FSSP arrest, pledge, mortgage, legal disputes regarding the ownership, use and residence of third parties). The price of the document is 290 rubles.
- Standard extract from the Unified State Register of Real Estate. Price – 350 rubles.

At the MFC
The most popular and in demand method of ordering an extract. The only drawback is the need to visit the office of the multifunctional center and the fact that the Unified Housing Document (UZD) is issued only to the owners and persons registered at this address.
The advantages of the information prepared by the MFC include that it is free. Within 1 business day, anyone interested in the name and surname of the owner can receive 13 documents simultaneously, which contain complete information on the object.
Via BTI
Not the most convenient way, since, just like in the MFC, information is provided only to the owners or to the courts when filing a claim for a dispute over a property. The advantage of contacting the BTI is the possibility of obtaining data on objects not included in Rosreestr, that is, commissioned before 1998. Information is provided for a fee. The fee is 200 rubles. To receive information, you will need to fill out an application form, attach a payment receipt and wait up to 5 business days.
At the notary
This method of obtaining information is convenient for those who are involved in registering an inheritance. The notary does not personally own the information contained in the Rosreestr database, but as part of the preparation of the inheritance case, he collects information about the property included in the inheritance estate. In person at Rosreestr
The method is available to residents of settlements where MFC work is not established and who, for some reason, do not want to use online services. The category of people who trust paper documents. Information about the personal data of the owner (full name) at the address may be contained in the databases of organizations processing personal data. But they, without the knowledge of the owner, have no right to disclose and issue them on a commercial basis.
