GIS Housing and Communal Services is a new service that began operating at the beginning of 2016. The abbreviation is used to denote the state information system for housing and communal services. The purpose of creating the portal was to simplify citizens’ access to housing and communal services and the register of information in the field of operation of residential and non-residential real estate.
But today, many citizens have not been able to fully understand how to use the services of the service, as well as what the functions of the organization are.
Where did GIS Housing and Communal Services begin?
The state information system for housing and communal services was created gradually. The need for its formation was due to the following circumstances:
- the management functions of the houses were carried out by various organizations, so a person had to contact different organizations to obtain the necessary information;
- workload of employees and specialists in various companies in the provision of utility and management services, as a result - an increase in labor costs;
- involvement of a large number of intermediaries (homeowners' association, management company) in management functions.
In order to simplify the work of housing and communal organizations, as well as to provide citizens with unlimited access to data (in the field of managing the operation of houses), it was decided to create a special service - the GIS housing and communal services system.
It all started with the fact that the state housing and communal services information system began to perform the following tasks:
- systematization and filling out information about housing facilities;
- placement of data with a list of companies offering their services in the field of real estate management (additionally, a list of works, cost calculations, and procedures for contacting the authorities are indicated);
- communication of a list by the utility service provider, their standards in a particular region and tariffs;
- receiving support for servicing personal premises (generating payment receipts, indicating the status of debt).
Today, this is the only system containing official up-to-date information throughout the Russian Federation.
Step-by-step instructions for working with the system
The administrator of the organization appoints an authorized specialist who will perform various operations in the system.
For RSO
After appointment, the specialist needs to enter into the program the information necessary to optimize the activities of the RSO. Information on apartment buildings and residential buildings, as well as on the premises in them, is entered into the GIS Housing and Communal Services.
The main information that is filled out by the RSO is the data from resource supply contracts. They are entered through the “Management Objects” menu. When filling out, it is necessary to indicate indicators of the quality of services, the planned volume and mode of supply, housing facilities to which the resource is supplied, service consumption standards and data on current tariffs.
After entering information about contracts in the “Management Objects” menu, the following information is additionally entered:
- about the apartment building and the premises in it;
- about personal accounts of service consumers;
- about metering devices and their readings.
After entering basic information on management objects, it becomes possible to charge for the use of utility services taking into account the amount of resources consumed. Information related to the accrual or payment for services is entered in the “Payment for housing and communal services” menu. The register of payment documents is formed using the “Payment documents” item, and the work of checking the payment has been made to the RSO cash desk and acknowledging payments received through the bank is carried out through the “Register of notices of acceptance of orders for execution” item.
Important! In the course of the organization’s activities, it is possible to receive requests from individuals or legal entities. Information about receiving requests or creating your own is filled out through the “Appeals” menu.
In addition to basic data, information about the volume and quality of utilities, as well as the status of settlements, is entered into the “Management Objects” section.

For compulsory medical insurance
After authorization in the GIS Housing and Communal Services, it is necessary to place up-to-date information about the housing and communal services system. To do this, in the “Additional Information” menu indicate:
- laws and regulations governing activities and relations in the housing and communal services sector;
- information about established tariffs in a certain region.
Filling out the section “Management Objects” is carried out according to the general scheme: data is entered on the apartment building with a description of its premises and rooms, social rental agreements, personal accounts of service consumers, metering devices and their readings, and insurance products.
Note! Through the “Payment for Housing and Utilities” section, payment documents for residential properties are generated, but only after entering personal account data, as well as the procedure for acknowledging funds received through banks. The list of paid services is formed based on the information in the management agreement.
In addition, the compulsory medical insurance is required to enter the following information:
- on the implementation of the municipal targeted capital repair program, short-term plans and decisions of the Housing and Communal Services Fund;
- decisions regarding the choice of options for creating a capital repair fund, carrying out repair work and replacing the owner of a special account;
- social support measures;
- open competitions for the selection of a management organization;
- standards

For HOA
After logging into the system, the specialist needs to fill out information about the HOA charter. Without this, work in the system is impossible.
Information about the charter is entered through the “Management Objects” menu in the “Management Agreements” item. When filling out the charter, you must upload the minutes of the meeting of residential premises owners. After entering the data on the charter, it becomes possible to indicate additional information: the amount of payment for residential premises, service consumption standards and tariffs.
After this, it becomes possible to enter information about the apartment building, its premises and entrances. Formation of a register of personal accounts of consumers, including for payment of contributions for major repairs, as well as data from metering devices and their readings are entered through the “Management Objects” menu.
The register of payment documents for the maintenance of residential premises and fees for major repairs, as well as the acknowledgment of payments received through banks, is generated using the “Payment for Housing and Utilities” menu.
In addition to basic information, the HOA is required to reflect in the system:
- list of services provided, work performed, plans and facts of their implementation;
- service agreement and information on agreements for the use of common property;
- HOA reports;
- information on major home repairs, data from the regional capital repair program and short-term plans that reflect houses and the types of work carried out in them;
- data on contracts, procedure for execution and payment for major repairs.
When displaying information about capital repairs, the option of creating a capital repair fund, information about its implementation, establishing the amount of payment for repairs, establishing the size of the capital repair fund, decisions on changing the owner of the personal account, which are confirmed by the minutes of the meeting of owners, are indicated.
Important! The HOA may receive requests from individuals or legal entities. Data on receiving requests or generating your own are filled in through the “Appeals” menu.
In addition to basic data on apartment buildings, the section “Management Objects” includes data on the list of HOA members, energy service agreements, insurance products and the status of settlements.

For management companies housing and communal services
The procedure for filling out information in the system for employees of the housing and communal services management company does not differ from the instructions for homeowners' associations, but there are some nuances.
Differences when working with the system for management companies:
- First you need to fill out information about house management contracts - without this action it is impossible to continue work. Other basic data is entered in the same way as for the HOA.
- You can enter information about the minutes of the general meeting of premises owners.
- It is necessary to enter information about contracts for the provision of solid waste management services.
Working with the system allows you to reduce the workload on employees and systematize information about housing and communal services facilities and the utilities provided. It also ensures transparency in the work of management companies, homeowners associations and compulsory health insurance, preventing fraudulent activities.
Legislation on GIS housing and communal services
Filling out the GIS of housing and communal services, as well as organizing the work of the company, takes into account the requirements of legislation, which regularly changes and is supplemented by new regulations. Thus, as of January 1, 2018, the following documents became the legal basis for the resource’s activities:
- The basis for the formation of a specialized website on the territory of the Russian Federation was Federal Law No. 149, which entered into legal force on July 27, 2006. The document contains instructions for the formation of legal relations between property owners, as well as management companies in the field of operation of houses and apartments.
- The placement of up-to-date information in the GIS Housing and Communal Services, as well as the requirements for how to fill out and post register data, was provided for on February 29, 2014 by the articles of Order of the Ministry of Telecom and Mass Communications No. 74/114. This document remains in effect today and has become the basis for signing municipal ordinances at the local level.
- Federal Law No. 209 of July 21, 2014 was the first legislative act to reflect the requirements for the registration of GIS housing and communal services and its uploading on the territory of various constituent entities of the Federation.
Depending on federal standards, the councils of individual regions were empowered to organize the coordinated work of the State Information System of Housing and Communal Services in the entrusted territory, which was accompanied by the signing of agreements with management organizations and the population, as well as the issuance of appropriate orders.
Information on social protection measures for the population
According to Section 6 of Order No. 74/114/pr, no later than 7 days from the date of official publication of the municipal legal act, information on social support measures for certain categories of citizens is posted in the Housing and Communal Services State Information System. Categories of citizens are established by municipal legal acts in the field of housing and communal services.
No later than 10 days from the date of the decision to provide compensation or subsidies, the compulsory medical insurance publishes information about the provision of compensation and subsidies from local budgets.
15 days from the date of official publication of the municipal legal act are allocated for posting the municipal program in the field of energy saving and increasing energy efficiency in the Housing Information System. At the same time, publishes a report on the progress of the municipal program in the field of energy saving and increasing energy efficiency.

If an apartment building or a residential building is put into operation for use as a hostel, within 15 days the system contains information about balconies, loggias, elevators and in-house heating systems, hot and cold water supply, sewerage, gas and electricity supply.
Local government bodies also post data on appeals on housing and communal services issues without using the system, and on the results of their consideration.

Which sections of the Housing and Communal Services GIS are filled out by management organizations, homeowners' associations and housing cooperatives?
Registration of information should be carried out according to the following categories of information:
- administrative information (payment data of utility companies, number of employees of such companies, details by which money is received for utility bills);
- a list of houses to which a management organization is assigned (indicate the address of the property, the number of residents, available metering devices for used housing and communal services, personal accounts of citizens);
- collection of money for major repairs (amount of deductions, procedure for their payment, as well as receipt details);
- procedure for paying for utility services (standards, tariffs, cost if meters are available).
This information is entered by the service providers themselves. There are a total of ten sections in the database, the remaining of which are filled out by other organizations (for example, GIS HOAs, housing and communal services).
What it is?
As noted above, the integration of the site on the territory of the Russian Federation was due to many reasons. The main one is providing the population with access to information about the operating features of a particular residential building. Today, the purpose of GIS is displayed in the following blocks of information available to citizens:
- planning of repair work and deadlines for their execution;
- monitoring of activities carried out and reporting on them;
- meter readings for water, gas, electricity and individual formulas for charging utility bills;
- a list of all activities related to property management;
- monetary reports that must be filled out by financially responsible officials;
- step-by-step guidance on how to send applications, appeals and complaints to the Criminal Code (in person, by phone);
- reports on inspections carried out as part of received requests from citizens;
- the formation of a unique schedule for meetings of residents of the house and the result of such meetings;
- documents on the basis of which management organizations operate;
- Legislative acts are the basis of the work of the Criminal Code.
To enter the site, you must first register and create a personal account. After entering the necessary data, the system will assign the user (payer) an identifier, which allows automatic creation of personal reports for each citizen separately.
The purpose of creating a GIS LCD
The generated resource must fully meet the following tasks:
- increasing the level of public confidence in the activities of municipal, state and commercial organizations in the field of monitoring the proper operation of housing facilities;
- formation of a single source of information;
- providing access to statistical organizations to generate analytical reports;
- transparency of the management company’s work, as well as the possibility of obtaining full reports on the organization’s activities.
In many ways, the decision to change the work of housing and communal services (by transferring to electronic GIS accounting) was due to the accompanying reforms in the field of Unified State Register of Real Estate. The government decided to expand electronic registers of information to provide citizens with uninterrupted access to the necessary information (for example, cadastral registration was added to the Unified State Register of Real Estate).
What does it mean for citizens?
GIS Housing and Communal Services State Services is one of the forms of payers’ access to information of interest. You can also get the desired registry data on the official GIS website. To do this, you need to log in to the portal using your personal login and password. This continuous access provides citizens with the following benefits:
- timely acquaintance with accrued utility bills;
- depositing funds for used resources without leaving the site;
- entering readings from installed metering meters;
- remote access to the consideration of general house issues (controversial issues are put to a general vote and homeowners/tenants have the right to cast their vote remotely using an electronic service);
- individual control of the activities of management organizations;
- access to signing contracts with service providers remotely;
- sending electronic appeals to local authorities and management organizations.
To perform a number of functions, citizens will be required to obtain an electronic signature.
Response of the Ministry of Telecom and Mass Communications to criticism of the Accounts Chamber
Commenting on the Accounts Chamber's claims, Mikhail Evraev, in a conversation with CNews, questioned their objectivity. “In response to the argument that the GIS Housing and Communal Services is not ready for a full launch due to the low percentage of information being filled out, it should be noted that it has been fully launched for almost a year now,” he noted. In his understanding, criticizing GIS using such arguments is the same as stating the inoperability of the government procurement website due to the fact that several customers did not post notices of tenders.
“It is important that the GIS housing and communal services works efficiently, which is confirmed both by the figures for posting information in the GIS housing and communal services, and by the absence of comments from the Accounts Chamber on the operation of the system itself,” says Evraev. — Filling the GIS housing and communal services with information depends on the organization of work of regional authorities with market participants. As in any business, there are leading regions and lagging regions.”
The first category of Evraev will include approximately 20-30 subjects of our country, in which information is posted almost in full. Among the leaders are Mordovia, Kostroma and Novosibirsk regions, Krasnoyarsk Territory and Tatarstan. Among the problem regions, the situation is worst in Ingushetia, but there are also serious issues with Crimea, Dagestan, the Perm Territory and the Tyumen Region. “The work of regional authorities in them is poorly organized,” states the official.
It is important that the conclusion of the Accounts Chamber does not contain any comments that the legislation was violated during the creation of the GIS Housing and Communal Services. This is an indicator of the quality of the work done.
What does this mean for management companies?
In addition to the fact that HOAs, housing cooperatives and management companies must, within the established terms, enter into the system a complete list of subordinate information, such organizations are also additionally vested with the following rights and powers:
- generation of reports on all work carried out (construction, repair, landscaping of local areas);
- automatic taking of readings from all subscriber meters;
- planning and issuing electronic reports on all upcoming work;
- working with statements from the public without personal audiences;
- signing agreements with resource supply organizations (providing cold and hot water, sewerage, electricity, gas, heating);
- access to the generation of electronic receipts (according to statistics, by gaining access before paying for utilities, citizens have increased the percentage of timely repayment of the cost of services).
Management organizations must monitor the relevance of the submitted data, therefore new information should be displayed in documents no later than 7 calendar days after a specific decision is made or the occurrence of an event.
Is registration required?
The GIS housing and communal services system is the only source of up-to-date information, therefore, certain requirements are put forward to management organizations that monitor the operation of apartment buildings. Such companies must register. Statistics compiled as of October 1, 2018 showed that not all organizations fulfilled this obligation, and therefore the function was extended until the beginning of 2021.
The concept of registration includes the following steps:
- obtaining an electronic signature;
- authorize on the site and click on the “registration” button;
- entering data about the Company (this is an incomplete procedure, and it will not be possible to change the information in the future, so you need to carefully monitor its correctness);
- checking the displayed information and confirming it;
- confirmation of legal entity.
Organizations that violate this requirement face an administrative fine.
History of creation
Briefly about the system. The state housing and communal services information system was created back in 2014 thanks to a special Federal Law and worked in test mode for the first few years. The developers of this system are the Ministry of Construction and the Ministry of Telecom and Mass Communications of Russia.
The creation of GIS housing and communal services began with the adoption of and. Further, in the period from December 2014 to March 2021, joint orders followed from the Ministry of Telecom and Mass Communications and the Ministry of Construction of Russia, which stated:
- functional;
- procedure for processing and storing information;
- electronic document formats;
- the procedure for mutual support of GIS housing and communal services with infrastructure;

Starting from July 1, 2021, the GIS Housing and Communal Services was put into commercial operation. During the work, existing shortcomings and errors were identified.

Multiple excess of planned funding
At the beginning of March 2021, the Accounts Chamber published more detailed information, from which it followed that the audit was carried out at Russian Post from August to December 2021. The new document regarding the GIS housing and communal services states that its initial estimated cost was determined at the level RUB 861.6 million Of these, 328.3 million rubles. should have been spent on creating the system in 2014, and 533.3 million rubles. — for operation until 2021
At the time of the audit, the amount of agreements between Russian Post and Lanit through GIS amounted to 2.29 billion rubles. “The costs of GIS housing and communal services exceed those planned by the technical concept approved by the Ministry of Telecom and Mass Communications by 1.43 billion rubles. or by 166%, including for creation - by 952.3 million rubles. or 290.1%, for operation - by 478.3 million rubles. or by 89.7%,” notes the document of the supervisory agency.
The general position of the Ministry of Telecom and Mass Communications on this issue has been known for a long time. According to the letter of the regulatory documents governing the project, the state-owned Russian Post is implementing the project not with budget funds, but formally with its own money. And according to the assurance of Deputy Head of the Ministry of Telecom and Mass Communications Mikhail Evraev (curator of the GIS Housing and Communal Services at the ministry), the system should one way or another pay for itself by 2022-2023.
Let us note that at the moment, state expenses related to the GIS housing and communal services could be much higher - by 2.42 billion rubles. Let us recall that on June 30, 2021, Post announced a tender for the development of GIS application software, the creation of related payment functionality and software support with an initial contract price of 1.42 billion rubles. However, already on July 19, a notice was posted on the government procurement website about the cancellation of the supplier selection procedure - without indicating the reasons for this step.

In addition, on the same day, Pochta canceled another tender concerning the GIS housing and communal services. It was also launched on June 30th. For 996.6 million rubles. the government customer intended to select a contractor to ensure the functioning of the information system, but abandoned its plans - similarly, without explaining the reasons.
According to CNews, the refusal to hold these tenders was due to a change in the management of the enterprise - on July 7, 2021, it became known that Russian Post would be headed by Deputy Minister of Economic Development Nikolai Podguzov . The chair for him was previously vacated by Dmitry Strashnov , in relation to whom at the end of 2021 the Prosecutor General’s Office discovered that his bonus for 2014 amounted to 95 million rubles. with an average salary for the enterprise of 15-20 thousand rubles.
The new management, before undertaking such large-scale projects, decided to first “look around.” In 2021, according to CNews, the canceled tenders were somehow restarted by the Post Office, but the audit by the Accounts Chamber had already been completed by that time.
