The production characteristic is one of the main documents that is provided by a person in case of passing a medical and social examination. Previously, the production characteristics were prepared for the VTEC (medical labor expert commission), but due to its abolition, the ITU is considering it.

Its main purpose is to obtain information about the functional duties that a person performed for the employer. It must contain the following information:

  1. What direct work was performed by the employee;
  2. How much time the employee spent in one position or another;
  3. How much time was the employee given for rest;
  4. What level of complexity was the duties performed by the employee.

The purpose of its submission to the ITU is:

  1. The commission makes a decision regarding a person to assign him the status of a disabled person;
  2. Establishment by the commission of labor restrictions for a person;
  3. Development of an individual rehabilitation program for a person who already has disabled status.

Who needs the document and in what cases?

  • Clause 1. Indicate full name. a citizen who is sent to undergo the ITU.
  • Clause 2. Name and full address of the legal entity in which the citizen carried out or is currently carrying out labor activities, telephone number.
  • Clause 3. Name of the structural unit (workshop, department).
  • Clause 4. This clause indicates what position the person was working in at the time of referral for examination.
  • Clause 5. Contains information about the employee’s total work experience.
  • Point 6. Here you need to indicate how much work experience exactly in the profession in which the employee was involved.
  • Point 7. Here you need to write down job responsibilities and provide a brief description of the technological operations performed.
  • Clause 8. Designated to display information about working conditions in a given area, consists of three sub-clauses. In the 1st subparagraph, hygienic working conditions are indicated (indoors or outdoors, in a “hot” workshop, etc.). In the 2nd subparagraph, the employer must specify information about the rest and work schedule, in the 3rd subparagraph - about the working position in which the employee is (was) constantly (sitting, standing, moving in space during a shift, etc.).
  • Point 9. Here you need to display the nature of the work. First, they indicate whether there is a neuropsychic load, then whether there is mental or physical stress. For physical activity, it is necessary to register the total mass of lifting loads from the working surface, features of working with moving mechanisms, static load on one and two hands, etc.
  • Item 10. This item is intended to display information about the employee’s labor productivity, whether he fulfills the established standards or not, and whether he copes with the given work.
  • Clause 11. Indicate the specifics of remuneration: rate, hourly or piecework wages.
  • Item 12. It is often filled out by accounting employees. Here you need to describe the amount of wages received by month for the last year.
  • Clause 13. Filled out on the basis of sick leave - the total number of days of illness and separately for each sick leave.
  • Paragraph 14. Here indicate what manifestations of diseases were recorded in the workplace and with what frequency.
  • Paragraph 15. In this paragraph it is necessary to indicate whether there have been cases of a person leaving work before the end of the work shift without receiving sick leave.
  • Clause 16. Are work restrictions established for a specific employee (no night shifts, shortened working hours, etc.).
  • Item 17. Designed to display information about whether the employee was transferred to another job due to illness during the last 12 months (listing positions).

An employee may apply for a medical examination for:

  • changes in working conditions - with a change in position with more lenient working conditions, a reduction in working hours, etc.;
  • leaving the place of work with registration of disability;
  • changes in the degree of disability.

After a comprehensive study of the employee’s health status and working conditions, the ITU (previously these functions were performed by VTEC) makes a decision. An important factor in transferring an employee to easier working conditions is the availability of suitable vacancies in the company. List of required papers to fill out

Before you start filling out the characteristics, you must prepare the entire list of necessary papers.

These papers include:

  1. Sick leave certificates for the person for the last 12 months preceding the application to the ITU;
  2. Extracts from the medical history of the person;
  3. A document confirming the identity of the person applying for the reference;
  4. Work book, which contains information about the position held by the person and length of service;
  5. In the event of an accident that became the basis for carrying out an emergency medical examination, an act of certification;
  6. A request sent to the ITU Bureau for the preparation of a subsequent conclusion.

Rules for writing characteristics

Filling out the form for the ITU differs from the typical characteristics of employees and has a strict form. It is developed and adopted within the enterprise, usually by the personnel department.

The creation of the document is based on Articles 86-90 of the Labor Code of Russia. In completed form, it is provided to the employee at his personal request or at the request of the medical commission of the institution or department.

The characteristics describe the employee’s work activities in great detail. In addition, it contains production standards, wages, a description of personal qualities, etc. These indicators should confirm or refute injury or illness caused by working conditions.

The document contains information related only to a specific person; other circumstances and descriptions of colleagues do not appear in it. The main requirement for filling out the document is a full disclosure of two concepts:

  • employee’s work activity - responsibilities, features of production tasks, career growth, advanced training;
  • working conditions in the organization/institution/company - the most accurate description of the premises, work schedule, temperature and hygienic conditions, etc.

A sample production characteristic for registration of disability should disclose these categories as fully as possible. The document must be drawn up on corporate letterhead. It is filled out directly by the head of the organization and must be certified by at least one more specialist.

The second expert may be the head of the human resources department, an accountant, a deputy director, a trade union representative, or a medical worker of the enterprise. The participation of a second person in the preparation of the characteristics is mandatory. It is important to understand that, despite the participation of several persons who signed the form, the head of the company bears full responsibility for the accuracy of the information provided.

Description of the workplace for medical examination

The legislator has not established a specially established form in which the head of the enterprise is obliged to indicate information about the employee’s workplace. In this regard, when filling out the description, general office work rules are used. The form contains the following information:

  1. About the employer (its organizational and legal form, name and location);
  2. Information about the employee (personal data, information about education, position, qualifications and work experience);
  3. Information about the duration of the working day, indicating breaks;
  4. Employee performance data;
  5. Information about the characteristics of the work (information about the nature of the activity, hygienic characteristics of work is indicated);
  6. Data on the list of injuries and diseases received by the employee in the performance of work duties. Measures taken by the employer to facilitate certain work activities of the employee at the enterprise.

Instructions and rules for compilation

This examination is carried out if an employee is injured or if he has been diagnosed with an occupational disease.

The document is drawn up by the employer, and if the company has a first-aid post, the doctor also takes part in filling it out.

The reference is certified by the signatures of the head of the organization and at least one other specialist (for example, the head of the human resources department).

To correctly fill out the production characteristics for the ITU, the employer must adhere to special rules.

Note! The document must be filled out in two copies, one of which is given to the person who applied for it, and the second copy remains with the employer and is entered into the employee’s personal file.

When filling it out to conduct a medical and social examination, the following rules must be observed:

  1. Filling out is carried out directly by the head of the organization. If there is a medical office, it must be filled out by the head of the enterprise together with the available physician. Remember, the manager has the right to entrust the filling out of the document to a personnel employee, but responsibility for the correctness of entering information rests directly with the manager;
  2. Information is recorded in the past tense when the employee applied for its compilation after dismissal. In the case where the employment relationship is not terminated, the information must be entered in the present tense;
  3. All 13 points of the document must be completed;
  4. At the end of the document, the date of its preparation is required, as well as the personal signature of the head of the enterprise and a seal.

The production characteristics are filled out on a special form. The production characteristics form contains the following mandatory list of information:

  1. Personal data of the person who will provide it to the ITU Bureau;
  2. The full name of the organization in which he carried out or is carrying out labor activities is indicated;
  3. Information about the position held by the person, length of service (experience is calculated only for the time that the person worked for a specific employer and in a specific position), as well as existing qualifications;
  4. Information about the person’s specialty;
  5. Data on the type of employment, indicating information on the list of responsibilities and the type of work (machine or manual labor);
  6. Information about the daily routine (information about the number of days off, the vacation provided, the presence of breaks in the process of working). Information about the work position must be indicated (information about working conditions must be indicated, for example, sedentary work with high psychological stress). The levels of noise and harmfulness in the workplace are indicated, as well as what measures have been taken by the employer related to the protection or improvement of working conditions;
  7. Labor productivity data. The production rate must be indicated in percentage terms, as well as data on the employee’s actual performance in performing job duties;
  8. Information about periods of sick days, as well as the number of vacations for the previous 12 months, must be indicated. If the employee has labor benefits, they must also be indicated by the employer (the right to a shortened working day, the right not to go on business trips, not to work night shifts);
  9. When an employee was transferred to another job for health reasons by the employer, as a result of which the level of his salary changed, this should also be indicated;
  10. When a person is still an employee of the organization, the head of the enterprise must indicate whether he has the opportunity to transfer the person to another position with a lower level of workload due to changes in the person’s health. When this is not possible, the head of the enterprise must make a note about this;
  11. At the end of the document, other data is indicated that is not included in the remaining sections of the completed document. Such data could be, for example, whether the employee has awards, additional skills or abilities at work.

Responsibilities during extraordinary circumstances

These circumstances may be:

  • fire on the assigned territory, in a building or in the neighborhood;

Breakdown into groups by traffic intensity:

  • when traffic is up to 50 people per hour, it is considered first class;
  • with a flow of 50-100 pedestrians - the second;
  • if more than 100 people move along the sidewalk per hour - third.

Yard sidewalks belong to the first class. Lawn areas are not included in any classifications and are considered separately during standardization.

It is customary to divide sidewalks by type of coating:

  • improved (asphalt concrete, paving stones);

  • collecting fallen leaves and removing them to containers or to a special area;
  • watering asphalt in hot weather.

In winter time

The main task of a janitor in winter is to remove ice and snow and sprinkle icy paths with sand or chemicals.

Accordingly, on first-class pedestrian paths, snow removal is carried out once every three days, on the rest - they are removed daily or every other day. When fresh snow falls, cleaning is carried out immediately, regardless of the surface of the sidewalks or the intensity of pedestrian traffic.

Loose, recently fallen snow in a layer of up to 2 cm is swept with a broom, and over 2 cm is moved using a wide scraper or snow shovel. The winter season and snowfall do not relieve the janitor of the responsibility for collecting garbage, which must be taken into account in winter standards.
