Definition of the concept
Registration is the residence address of a citizen, a specific place where he is permanently located and which is indicated in the passport. Every person is required to register at their place of residence. Even if he has been discharged from his old place of residence, he must apply for a new registration no later than a week.
Registration is necessary for the state to keep records of the number of residents living in a certain territory. It can be permanent or temporary. The latter is required for those who live in one place for more than 90 days. Registration is needed to get a job, receive benefits and medical care. If a person violates the registration deadlines, he faces administrative punishment (fine).
How to officially register in Moscow
To achieve registration, you need to do the following:
- Contact the territorial division of the migration service located in your area.
- At the migration service department you will need to write an application indicating that the person will reside in Moscow for more than 90 days.
- If everything is in order with the documents, the procedure for obtaining a certificate will take no more than three days, after which you will need to contact the selected department again and receive a certificate.
Since the registration procedure according to the law is solely of a notification nature, if necessary, the registration procedure can be carried out remotely via the Internet. To do this, just go to the State Services website and select the option that allows you to register online.
Is it legal to buy a residence permit?
In Russia, registration for money exists; such an action is not prohibited by law. A citizen of the Russian Federation can move another person into the apartment and register him there. The owner quite legally sells several square meters of space, and the buyer has the right to fit into them. The transaction is recognized as legal, because the law does not limit the share limit.
In most cases, the question “How to register for money?” it is solved very simply. You can buy on the basis of a lease agreement for premises, and such an action will be completely legal and recognized by the authorities of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs.
Legal nuances of registration
It is the legality of the transaction that worries all visitors. After all, most of them are afraid of getting caught by scammers or unscrupulous homeowners. The main rules that will protect you from deception and help you legally register temporarily for money are not to give money to the apartment owner in advance, hoping for his honesty, and be sure to formalize the procedure with the Main Directorate for Migration.
Legal registration
During the investigation, you should act in accordance with the requirements of the law: to register with the Main Department of Migration of the Ministry of Internal Affairs, come together with the owner of the apartment and prepare all the documents. The law can regard the purchase of registration in two ways. On the one hand, if the procedure follows all the rules, then the registration is legal, but the fact that they paid for it may entail a fine and recognition of the registration as fictitious.
To make registration in Moscow legal, you must adhere to the rules and carefully choose a person or company that provides such services:
- Only the owner can register in the apartment, so you should verify his right to the property;
- the contract specifically states the amount, validity period and other points of the transaction;
- under no circumstances give money in advance;
- bail should not be given.
In order for the registration to be recognized as valid, all registration rules must be followed. In this case, the money transferred will be considered only as gratitude, and registration will become legal.
Illegal residence
Living in housing without registration is illegal. But many use this option at their own peril and risk. Living illegally, especially if it becomes known to federal authorities, may result in a fine.
Addresses provided for registration
Legal centers providing registration services may offer the following addresses for registration:
- in dorm;
- in a private house;
- in the country;
- in public housing;
- in an apartment owned by the owner.
All types of housing are suitable for temporary registration and differ in cost and area of application.
The search for a registration location should be based on the following parameters:
1. Determine why registration is needed. If for a specific purpose: to enroll a child in a school in a certain area, to gain territorial access to a clinic, then it is necessary to register at this particular district facility.
2. To obtain loans, obtain a driver's license, obtain a tax identification number and a passport, including a foreign one, the address requirements are not so specific
. In this case, it is only necessary that the address is not included in the list of “black” addresses in the FMS dossier and is located within the city.
3. Temporary registration purchased for employment is issued both in the city and in the region. Typically, employers are not critical of the territorial basis of registration - it needs to be located a short distance from the workplace.
4. It is worth making sure that the address provided by the company actually exists. One hundred percent reliable information about whether you are registered can only be obtained at the FMS office, which is not always realistic
. Therefore, you should check the received address yourself by visiting the specified location.
Do you know that
For those who do not have time or find it difficult to register, specialized companies are ready to provide their services. By applying there, the customer receives a registration document for the required period for a certain amount
.
It is difficult to determine how reliable and legal the registration is. The main factors of trust in a law firm are:
- recommendations from friends;
- location of the company at a permanent address;
- concluding a service agreement with you.
None of these parameters gives complete confidence that the certificate of registration at the place of residence will be real. Therefore, it is worth contacting such centers in completely hopeless situations.
Remember that by providing premises under a lease agreement, the owner is actually obliged to provide you with the opportunity to temporarily register with him. The law provides for administrative liability for evading such action.
. Therefore, to obtain legal registration, it is preferable to reach an agreement with the owner of the property.

What is the difference between registration at the place of residence and registration at the place of stay?
Place of residence is housing in which a person lives as an owner, under a rental agreement (sublease), under a rental agreement for specialized residential premises, or on some other basis permanently (primarily). The place of stay is, accordingly, the housing that a person occupies on the same basis, but temporarily.
A change of place of residence must be reported to the Main Directorate for Migration Affairs of the Ministry of Internal Affairs within seven days. Registration at the place of stay must be completed only if you plan to live in a new place for more than 90 days.
Registration, both at the place of residence and at the place of stay, is carried out within three to eight days, depending on the method of submitting documents.
Is the consent of other residents required to obtain temporary registration?
If you are the owner of the property (or a share thereof) in which you want to register, you do not need to obtain anyone's consent. If not, you will have to obtain permission from all owners of the premises.
If the housing is in a state or municipal fund and you are its only user, you also do not need anyone’s consent for temporary registration. But if other people are already registered at the premises, you will need the permission of those who have reached the age of majority.
If you want to obtain temporary registration in housing that is state or municipal property, but are not its tenant, you will have to enter into a sublease agreement. This agreement will serve as the basis for temporary registration.
When registering at the place of stay in a communal apartment, the consent of all owners and tenants living in the apartment is required.
The consent of the owners or users of the housing provided to you is expressed in writing at a personal meeting with the registration authorities. If it is not possible to be present in person, the consent can be notarized.
What documents are needed?
To register at your place of stay you will need:
- identification document; application for registration at the place of stay (form No. 1, completed at a personal appointment);
- a document that is the basis for temporary residence at the specified address (this can be a rental agreement, social lease, sublease of housing;
- certificate of ownership of the living space, if you are its owner (co-owner); statement of the person providing housing or other document).
The owner or user of the housing (if you are not the owner or are not indicated in the rental agreement), in turn, will need to have with him:
- identification document;
- a document confirming the right to own (use) this housing.
Where to apply?
You can submit documents for registration at your place of residence:
- online, through the portal of government services of the Russian Federation;
- in the area where the housing is located;
- at the management company of your home, if it provides passport office services.
If you submit documents in person, you will have to come twice: first to submit documents, then to receive them. On your first visit, both you and those who provide housing (if you are not the owner) will have to come to submit documents.
. The second time, only you can come to receive a registration certificate.
If you submit an application through the Russian government services portal, you will receive an invitation to receive a certificate of registration at your place of residence within three days. Both you and those who provide you with living space will have to come
. You need to have with you:
- identification documents;
- a document confirming the right to own (use) this housing;
- a document that serves as the basis for your temporary residence at the specified address.

For how long can temporary registration be issued?
Registration at the place of residence can be issued for any period, but it must be agreed upon with the owners of the residential premises.
Users of state or municipal housing stock can temporarily register citizens in their residential premises for a period not exceeding the term of the social tenancy agreement. If the citizen who needs to be registered at the specified address does not occupy the living space under a sublease agreement, but is a temporary resident, registration can only be issued for a period not exceeding six months.

Which houses are you not allowed to register in?
If the apartment is located in a building that is designated for demolition, it is impossible to register in it. Registration is terminated after the issuance of a decree from the Moscow Government on the demolition of a particular house.
The registration procedure has many features, some of which are directly prescribed in the current legislation, while others are marked by long-term practice.
Ignorance of even some subtleties can ultimately lead to a significant delay in obtaining a residence permit or even a refusal to provide it, and therefore knowledge of them is extremely important for interested citizens.
That is why you need to correctly understand how registration is carried out in 2021 and what difficulties you may encounter in the process of obtaining it.
How to register for money
How much it costs to obtain temporary or permanent registration depends on the region where you need to register. In more remote regions the price will be lower, in the capital it will be higher.
Stages of registration:
- write a statement to the GUVM authorities;
- collect documents (passport, military ID, document on removal from the previous place of registration);
- the owner of the property provides a statement of consent to the procedure and provides documents (passport, ownership of the apartment);
- written consent of the other homeowners is required.
Documents must be drawn up together with the owner of the living space or his authorized representative. It is better to choose an apartment without utility debts or creditor claims.
Cost of providing the service
Demand creates supply, which is why in Russia today there are many companies providing similar services. You can contact legal centers or ask ordinary citizens. The price of temporary registration depends on the region and the intermediary company, because official companies will charge a higher fee.
How much does temporary registration cost? The approximate cost per year in Moscow is 2000-3000 rubles. To live without additional renewal of papers for 5 years, you will have to pay about 25 thousand rubles in Moscow, and several thousand less in St. Petersburg.
Temporary registration
Specially created legal centers will help you buy temporary registration. The price depends on the selected city and duration of registration.
To the question “How much does temporary registration in Moscow cost?” It’s difficult to answer, because companies charge different prices for their services. The approximate price ranges from 3500-5000 rubles per year. For small cities, the cost of registration for 5 years is no more than 5-6 thousand rubles.
Permanent registration
To buy a residence permit on a permanent basis, you will have to pay a lot more, since it provides its owner with a full range of social guarantees. You can find the service in intermediary companies or through advertisements from ordinary citizens.
How much does permanent registration cost? Depends on many factors: type of property, living conditions, region. In Moscow, the price for the service can reach 80 thousand rubles per year, in cities remote from the capital, the cost is more affordable - 45-40 thousand per year.
Cost of temporary registration
According to the norms established by law, the cost of temporary or permanent registration is equal to the state duty, which, based on the resolution of the Government of the Russian Federation, is not charged.
The only condition necessary to obtain a residence permit is to provide the complete document package to the registrar. If a citizen does not have the required set of papers, he can turn to intermediaries who will provide them as soon as possible.
When using the services of real estate companies and private intermediaries, you should always be careful and consider the following risks:
- the danger of registering citizens as homeowners in the “Rubber Apartment”. The legislator does not clearly define how many people can be registered in privatized living space. Since the cost of services makes the registration business quite profitable, the owners can register more than one ten citizens in the apartment, for which they charge a substantial amount from each. However, at any time, persons registered at such an address may be forcibly evicted by a court decision or at the request of the new owner;
- buying fake documents. It doesn’t matter whether a citizen needs to register for a month or a year, the owners of residential premises set a fairly high price for documents. Wanting to save money, some people turn to unscrupulous intermediaries who will sell documents with false information. The presence of such documents in the package of papers upon submission may become a direct basis for refusal to register, and in some situations, a reason for initiating a criminal case for forgery of documents;
- temporary registration in Moscow, issued on letterhead or with a stamp in the passport, but not entered into the general database of the Ministry of Internal Affairs. Such registration can be done by unscrupulous intermediaries. The presence of a fictitious registration does not give the right to obtain legal work, register children in kindergarten and school, or receive certain benefits entitled to a person. If such a stamp is detected by representatives of the Ministry of Internal Affairs, the person will be recognized as a violator of migration legislation and will be fined in the amount of 2 thousand rubles to 7 thousand rubles, depending on the region of residence. You can check the registration for fictitiousness by contacting the Ministry of Internal Affairs in person, or by filling out a form on the State Services portal. This service is free.
This is important to know: What documents are needed for registration: a complete list
Intermediaries can prepare registration documents within up to 3 days. The price depends on:
- status of the city, selected registration area, distance from the center, availability of infrastructure;
- the period during which the owner will register the citizen at the place of temporary or permanent residence;
- type of real estate: apartment, private house, dormitory.
Citizens have different motives and reasons for registering in specific cities and regions:
- to place a minor in a specific educational institution. To attend school or kindergarten, the child must have registration in the same area. Considering the fact that children must be registered only at the place of residence of one of the parents, it is impossible to do without the help of intermediaries and the purchase of documents in such a situation;
- for permanent registration of a vehicle, obtaining permanent documents for engaging in entrepreneurial activity;
- to conclude an employment contract. Many employers do not want to hire migrant workers who do not have temporary or permanent registration at their location.
Intermediaries providing services related to the preparation of documents include in the cost of their services:
- payment to owners for their permission to accommodate third parties;
- own intermediary services;
- if the apartment was specifically purchased for migrant registration, the cost of such housing;
- payment of utilities;
- if necessary, notary fees.
Registration through a law firm
Law firms and legal centers offer registration services to all citizens. The centers are more reliable and charge much less for registration. The operating principle of such companies is similar: the intermediary looks for living space and handles paperwork, and the client pays for the services.
The cost of registration in an apartment depends on the type of living space, period, and city. With the help of companies you can obtain registration in:
- private house;
- hostel;
- communal or ordinary apartment;
- in the country.
If the intermediary is a private person, it is recommended to discuss in advance all the nuances of the transaction, the responsibilities of each party, and transfer payment only after all stages have been completed.
How to obtain temporary registration?
The procedure for obtaining temporary registration has its own characteristics:
- Registration in a privatized apartment is carried out with the consent of the owner of the property. Registration also requires the consent of other registered persons. If there are several owners, then the personal presence of each when submitting documents or a notarized permission is required.
- In social housing, registration is allowed for a period not exceeding six months. Next, re-registration takes place
.
The consent of the landlord is required - the municipality or other government body that provided the housing for use
. The exception is the registration of minor citizens. - Registration in an apartment purchased under a mortgage program is carried out with the consent of the banking institution, if this is provided for in the agreement. In other cases, only notification to the bank about the person’s registration in the living space is required.
- If a person stays in a medical or sanatorium-resort institution for a long time, more than 3 months, then temporary registration is required. The document is prepared by the responsible person (chief physician or director of the institution).
Registration is done for the period of stay at the specified location. To register, the following documents are required:
- A document confirming the identity of the applicant.
- Extract from the Real Estate Register on ownership of the property.
- Passports and written permissions of all registered persons and owners.
- Completed application for registration.
- Real estate lease agreement.
When registering in a private household, a house register is required, which is kept by the owner. Staying in a hotel, hospital, hostel for more than three months requires registration and registration. The procedure requires:
- Passport or birth certificate.
- A document confirming your stay in a populated area for a certain period of time. For example, a training agreement for 3 years or a travel certificate.
Registration records are maintained by the Main Department of Migration Affairs of the Ministry of Internal Affairs. Other organizations do not have the right to carry out accounting.
You can submit documents:
- By mail. In this case, preliminary certification of all papers is required
. The finished document is received at the FMS office or sent to the specified address, if such an action is provided for by the internal regulations. - Through the website of municipal and government services. Documents are provided electronically
. An electronic signature must be provided. After receiving the papers, the applicant is called by a FMS employee to complete and receive registration.
The document contains information about the registered person, the period of validity of registration, information about the authority that issued the document.
Registration by purchasing a share of real estate
Buying a few meters of residential real estate and legally registering in it is another way to obtain registration. Until recently, the law did not specify restrictions on the share of real estate that allows a new tenant to be assigned. This led to the fact that one citizen was able to register about 2 thousand foreigners in his living space.
You can register in an apartment only if you comply with the living space registration norm. If for each new tenant there is less than the specified norm, then it will not be possible to move in a third person. It is realistic to buy a house for registration together with another citizen, while the foreign buyer can obtain temporary registration.
Consequences of registration
The lack of registration limits a person and does not allow him to feel part of society. After receiving temporary or permanent registration, the following opportunities are provided:
- send your child to kindergarten or school;
- social benefits, benefits;
- free medical care;
- obtaining IP, INN, SNILS certificates;
- official employment;
- obtaining insurance or a driver's license.
If the owner of the apartment has registered another person, then he has no rights to dispose of the living space. He can only live in it.
Purchasing registration from intermediaries
When the desired job, place of study, obtaining a place in kindergarten, obtaining a loan, driver's license, international passport is impossible without presenting a certificate of temporary registration at the address required by the employer or the relevant institution, the solution will be registration at the address found with the help of intermediaries. Although you can change your passport even at a location other than your place of registration.
In this case, two questions arise;
- how much does it cost to register temporarily?
- What are the guarantees of the legality of the result obtained?
Since this problem is extremely relevant, especially in large cities, there is no shortage of offers - many companies provide the opportunity to buy temporary registration in Moscow.
Having decided to contact such an organization, you must remember that this method has certain risks:
- the danger of registration at a mass address, where dozens of other people will be registered besides you. Such addresses are identified, their owners are punished, and registered ones are deregistered by court decision;
- for providing false information, there is liability in the form of fines imposed on both the person who provided the apartment and the fictitiously registered tenant;
- Particularly unscrupulous organizations can simply sell a “false” registration form with fake seals of the registration authority and a lack of information about it in the FMS.
If you contacted a company whose services provide temporary registration based on a recommendation and trust its reputation, then after paying the cost, the result will be that you receive a certificate of registration at your place of residence within 3 days. Before contacting the legal center for this service, you should find out how much temporary registration costs
. In Moscow, St. Petersburg and other cities, the cost is very different. The difference even within one city is tens of times.
How to avoid being scammed
To avoid being deceived by intermediary companies, you should read reviews about them in advance and choose only a company with a good reputation.
To avoid falling for scammers, you should:
- find a company that provides this service, read reviews;
- check all documents (for housing, whether the owner of the apartment has a residence permit);
- visit representatives of the migration service for consultation;
- check the presence of a registration stamp or temporary registration insert;
- The document must bear the seal of the migration service.
Registration services are quite expensive, so you should be wary of offers with too low a price. And it is better to entrust the issue of finding housing to a law company than to negotiate with the owner yourself. Indeed, in the latter option, no one will guarantee that the transaction will take place legally and honestly.
