In order to maintain the legal status of movement within the country, a citizen of the Russian Federation must register with migration authorities and receive the appropriate document at the place of stay. Concepts of registration and registration
The word “registration”, which has come into use, has not been a legal term since 1993. Then a law was adopted, on the basis of which the approach to the population registration system completely changed.
The permissive nature of registration changed to notification, and instead of the terms “permanent/temporary registration” new concepts appeared: “registration at the place of residence” and “registration at the place of stay”. In other words, registration has ceased to have legal significance.
The law now obliges citizens to register. This is also necessary to register citizens, but the measure itself is of a notification nature, only confirming the location of the person within the state.
Failure to register entails sanctions in the form of a fine based on Article 19.15.
Registration can be established at the place of residence (address of permanent residence) or at the place of stay (address of actual location, usually temporary).

Reasons for doubting the authenticity of registration
Registration at the place of residence is formalized in the form of a mark in the civil passport of the Russian Federation (for citizens over 14 years of age) or in the form of a certificate of registration at the place of residence (children under 14 years of age and foreign citizens).
The registration authorities are the territorial departments of the Main Directorate for Migration Issues (GUVM) of the Ministry of Internal Affairs of Russia. Checking the validity of a residence permit is carried out at the request of third parties submitted to the Ministry of Internal Affairs in writing, indicating the basis and purpose of clarifying this information.
The owner of the registration can verify its authenticity himself. Of course, if the procedure was carried out legally, there is nothing to fear, but if you had to turn to intermediaries to complete urgent registration, a check will not be superfluous.
Basic methods of verifying the authenticity of registration
Information on registration of citizens is subject to storage in a unified electronic database of the migration service. Important: the service for determining the authenticity of registration has not yet been fully debugged, so its operation may fail, which is a huge drawback of this method.
Personal visit to the territorial unit of the Main Department of Migration Affairs of the Ministry of Internal Affairs
If checking your registration using your passport online is unsuccessful, you can pay a visit to the territorial division of the migration department. Each subject of the Russian Federation has its own Migration Department and official website. A complete list is available on the main website at
On the regional website of the Ministry of Internal Affairs, in the “Contacts” section, the addresses and opening hours of the regional service units are published. The schedule for receiving visitors is located in the “Reception of Citizens” section, which contains information about the authorized person, days and hours of reception, and contact numbers.
When visiting, you must have a passport with a registration stamp or a registration certificate.
The big advantage of this method is its reliability and information content. If the registration turns out to be fake, the document will be confiscated and the owner will be held accountable.

If an applicant doubts the authenticity of his registration, he can simply call the migration service. The only, but significant, disadvantage of this method is the duration of the procedure: controllers can detect the fictitiousness of the registration before the response arrives.
Authentication methods
There are several ways to check temporary registration with the Main Migration Department of the Ministry of Internal Affairs. It can be done:
- by contacting the department in person;
- by sending a letter;
- by online check on the website;
- when the police (employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs) personally visit the citizen according to the registration indicated in the document;
- by phone.
Remember, information will be provided only if the identity of the citizen requesting the data, as well as the right to such information, is confirmed.
By place of stay
It is considered one of the simplest methods. Registration checks at the place of stay are carried out by local police officers or employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs.
If a citizen is absent from home or if registration is discovered at the address of a non-residential premises, an administrative protocol is drawn up. The procedure is similar when receiving information from the owner that a particular citizen has not registered at his place of registration.
Typically, an investigation into a fictitious registration ends with an investigation into violations of the law and the initiation of legal liability proceedings.
Based on the Federal Migration Service (GUVM)
Verification of registration with the Federal Migration Service (GUVM Ministry of Internal Affairs) can be carried out by personal application. The simplest and most progressive way to establish the legitimacy of registration is online verification. Before you can verify the authenticity of a foreign citizen's registration online, you will need to complete several steps.

It should be noted that checking registration for authenticity online is an information service. To obtain an official document, you will need to personally contact the Main Migration Department of the Ministry of Internal Affairs.

Written request
The most common way to obtain information. The letter with the application is addressed to the Main Department of Migration of the Ministry of Internal Affairs. Up to 30 days are allotted for its consideration. The procedure is paid, so you will need to attach a document confirming payment of the state fee.
The response is sent in writing to the address indicated on the envelope.
The applicant is required to confirm his identity, indicate his data, and the purpose of confirming registration.
Checking the authenticity of the registration stamp
According to , the result of the state service for registration of citizens of the Russian Federation at the place of residence is a stamp that is affixed to the passport of a citizen over 14 years of age in the “Place of Residence” section from pages 5 to 12.
In addition to the correct location of the stamp, the authenticity of the registration in the passport can be verified by the stamp itself. Its sample, form No. 5P, is approved by the Administrative Regulations for the provision of services for issuing and replacing passports of the Russian Federation ().
Please note the key points:
- the stamp is an even rectangle with a width of 70 mm;
- “REGISTERED” is printed in capital letters in the center of the stamp header;
- the date of registration at the place of residence is indicated under the heading;
- Next, the address of residence is written down: region, point, district, street, house, apartment;
- the next entry is the name of the body that carried out the registration;
- the bottom line contains the following information: on the left - the code of the territorial unit for migration issues of the Ministry of Internal Affairs that issued the stamp;
- on the right is the signature of the official in the “Certified” column.
The stamp imprint is applied with a special printer with gray ink and only the official’s signature is placed with a black gel pen.
An unclear print, uneven borders of the frame or letters, spelling errors, a different format for recording dates and addresses from the sample, or a different color of ink should raise suspicion about the authenticity of the mark.
The absence of a department code in some cases is justified and is not evidence of counterfeiting. This happens if the registration is affixed to the passport in a department other than the place of residence.
Search on your own
Information about a citizen’s registration address can be obtained independently; it is enough to know the full name of the individual. Available options include:
- using a telephone directory;
- submitting an application to the Federal Migration Service;
- contacting the passport office;
- using the capabilities of the Internet.

Each of the above options has its own advantages, but all of them allow you to quickly obtain the necessary information.
Telephone directory information
In the telephone directory you can find a person by name, phone number and city of residence. Such information will be sufficient to obtain information about the citizen’s residential address. The disadvantage of this option is considered to be low information content, since the directory usually only contains the data of the owner of the property.
This nuance does not make it possible to view information about residents, and in many cases the information turns out to be irrelevant.
Submitting a request to the FMS
A request to the FMS is considered one of the most effective ways to obtain taxpayer registration information. Current legislation obliges all citizens to undergo a similar procedure, and the information is entered into a single database. To generate a request you will need to perform the following steps:
- come to the FMS department;
- provide identification;
- fill out the application form;
- indicate the grounds and reason for the request.
After submitting the application, a deadline will be assigned after which it will be possible to obtain the necessary information. On average, it varies from 15 to 30 days, after which the citizen receives the full amount of information. An alternative to submitting a document in person is sending a request online and by registered mail.
How to submit a request to the help desk
Information desks today provide citizens with various types of information. Today, the telephone number and address of such agencies can easily be found on the Internet. To receive the service, you will need to visit the department, fill out an application and come at the appointed time to receive the request data.
Using the Internet
Today, the majority of citizens actively use social networks, and some of the most popular and in demand include Odnoklassniki, VKontakte and Facebook. Often, visitors leave real data when registering, including their residential address and mobile phone number. How to check your registration:

- enter the person's last name;
- analyze the list of accounts.
The difficulty is that the query results will return a large amount of data about people with the same last name. Not all pages will contain photographs and reliable information, but there is always a chance of getting the desired result with this method.
If other information about a citizen is known, but there is no information about his full name, then you can use data from official sources. For example, the traffic police website will help if you have information about the license plate number of the car. The most popular way to find out the necessary identification information today is to access the Rosreestr portal.
By TIN
Information about the TIN allows you to obtain a large amount of information about a person. Today, the encoding of details corresponds to certain rules, so each digit of numbers has its own meaning. Today the following guidelines exist:
- the first 4 digits indicate the issuing region;
- the next 6 characters indicate the personal data of the individual;
- the last 2 characters provide access to simplified information.
Information about a person by TIN is available in the tax service, but a limited number of citizens have access to it. Only the owners of the premises can submit a request, and confirmation of ownership will be required with official documents.
The owner can delegate his powers to receive data upon request to another person, but for this purpose a power of attorney must be issued in advance. The document specifies a list of operations that the representative is allowed to carry out on behalf of the citizen.

Consequences of fictitious registration
Fictitious registration is an offense that involves administrative (Article 19.15.2 of the Code of Administrative Offenses of the Russian Federation) or criminal liability (Article 322.2, 322.3).
According to the Code of Administrative Offenses, fictitious registration entails fines:
- up to 5,000 rubles for citizens;
- up to 50,000 rubles for officials;
- up to 750,000 for legal entities.
In federal cities, the fine is higher.
The Criminal Code of the Russian Federation provides for higher amounts (up to 500,000 rubles), deprivation of the right to hold a certain position, forced labor and even imprisonment for up to three years.
The choice of punishment and type of legal liability depends on the offense and the specific case.
The grounds for recognizing a registration as fictitious are listed in Art. 2:
- providing false information or fake documents for registration;
- lack of intention to reside/stay in the premises in which registration takes place;
- lack of intention of the owner/tenant of the housing in which the citizen is registered to provide it for residence/stay of the specified person.
