How to register and change your place of residence on State Services

Registration at the place of residence is not just a stamp in a passport. It is quite significant. Registration determines how a citizen will receive certain services from the state. In addition, by law, everyone must register at their residential address, otherwise they risk receiving a fine.

Like many issues with documents, registration can take a lot of time visiting various departments, including the passport office. Therefore, many are interested in whether it is possible to reduce the number of visits to departments. Yes, registration through State Services significantly reduces this service to one visit to the Ministry of Internal Affairs (formerly the FMS). This method is much more convenient.

Registration nuances

If we are talking about your own real estate, registering in it through State Services or in another way is not a problem. There will be no restrictions, even if we are talking about a share in the premises. But if registration is carried out on someone else’s property, then the consent of the owner is required. He must give his consent to this, expressed by a statement.

If the premises have several co-owners, consent from each will be required. An exception is if we are talking about the child of one of the owners or the child of another person who is already registered in this premises.

Through State Services, you can submit an application for registration not only for yourself, but also for your child under 14 years of age. In this case, the child can be registered at the place of registration of one of his parents, regardless of whether they are the owners or not. According to Russian legislation, children under 14 years of age are registered without barriers in the same place where their parents are registered.

You can register your child under 14 years of age through State Services

If we are talking about a child 14-18 years old, in this case it is no longer the parent, but he himself who submits the application for registration. That is, if a minor wants to do this through State Services, he must have his own verified account. If it is not there, then registration is issued using standard non-remote methods.

The level of service here is now quite high; you don’t even need to leave your home to connect to the global web. All of the above matters apply to any new owners. But there are certain actions that need to be taken after purchasing an apartment in a new building. Most often, an apartment is purchased directly from the developer through an equity participation agreement.

Step-by-step instructions for obtaining registration at your place of residence

Almost every individual has access to the State Services service.
If you still do not have an account, we recommend that you register on the official website of government services and confirm your account. To register at your place of residence through the State Services portal, you need to follow a few simple steps. The step-by-step instructions describe all the steps to obtain the service.

Step #1. Login to the user's personal account

To enter the user interface, you first need to go to the main page of the State Services website. Here you need to click on the “Personal Account” link. A sign will open in which you enter your login and password. After this, click on the “Login” button.

Step #2. Looking for the required service

searched quite often. There are several ways to do this:

  1. Go to the “Popular on the portal” section.
  2. By entering the desired phrase into the search bar.
  3. By following the direct link https://www.gosuslugi.ru/10050/1/form. (We recommend using the direct link to receive registration services at your place of residence through State Services).

Step #3. Filling out an application

After going to the page with the form, you need to start filling out the application. On the State Services portal it includes several sections. Their number is directly dependent on the category to which the applicant belongs.

The first section is necessary to determine the type of applicant. Registration registration can be carried out:

  • on the applicant himself, who is already 18 years old;
  • for an applicant whose age ranges from fourteen to eighteen years;
  • for a child under the age of majority;
  • to a person declared incompetent.

The choice is marked with a check mark, which is placed opposite the desired section. In cases where the applicant is the legal owner, he will have to provide an explanation regarding his relationship with the registered persons. In this case, the person receiving the service is the ward, and not the person submitting the application.

The second section contains information about the applicant’s last name, first name and patronymic and possible options for contacting him. If the user has a fully completed personal profile, then all fields are filled in automatically.

Passport data from the profile is automatically transferred to the third section.

In order of information!

The amount of information entered by the system without his participation directly depends on how completely the user has filled out his profile.

The fourth section contains information about your existing registration. We must answer whether there is one or not. If yes, then enter the address and registration date.

The fifth section contains the new address at which the person will be registered.

The sixth section contains information related to the statement from the previous address. In case of deregistration, “yes” is selected, otherwise “no”.

Seventh section. The owner of the property enters information about himself. If he is not the owner, then all the owner’s data is entered and it is indicated whether he has family ties with the recipient of the service.

Eighth section. The document that serves as the basis. Select the one you need from the list provided:

  • certificate confirming ownership;
  • rental agreement;
  • lease agreement;
  • court verdict certifying the right to use real estate.

After submitting an online application for registration

If a citizen has installed the mobile application of the State Services portal, then he will receive a notification on his phone that the Ministry of Internal Affairs has accepted the application and is waiting for the citizen to transfer the original documents. If the application is not installed, then the information will be sent to the applicant’s email and will also be reflected in the personal account on the State Services.

A notification that you need to visit the Ministry of Internal Affairs will be sent to your email or app.

You collect a package of documents and visit the department of the Ministry of Internal Affairs specified when registering. You need a passport and a document on the basis of which registration is carried out, this could be:

  • a document for one’s own property where the citizen is registered;
  • social rental agreement;
  • court decision recognizing the right to use residential premises;
  • if registration is carried out in someone else's premises, his statement is his consent to this. If there are several owners, they all write consent.

If we are talking about someone else’s housing, then all the owners of the premises go to the Ministry of Internal Affairs, who draw up and sign a statement of consent.

After checking and completing the formalities, if everything is in order, registration is carried out. A corresponding stamp is affixed to the citizen’s passport. The registration service is free of charge and takes 3 business days.

Terms and cost of registration on the portal

The wait is not long; the application must be accepted and a decision on the application for registration must be made within three days. The service is free. After the time has passed, a notification about the results of the inspection will be sent to your page and a date will be set for visiting the institution with a list of required original papers.

Important: When registering with another person, if the applicant is not the owner of the premises, he needs to take with him the owner of the apartment or other real estate with a passport and the consent of other residents to reduce the available square meters per person.

In addition, you will need a “statement from the person who provided the living quarters.” Read about where to get it and how to fill it out by clicking on the link.

How to register a child through State Services

If we are talking about a child who is not yet 14 years old, the parent can apply for registration for him through the government services portal. If registration is carried out at the place of registration of one of the parents, the consent of the owners is not required.

In this case, at the very first stage of submitting an online application, the citizen immediately indicates that he is submitting an application for his (or supervised) child under 14 years of age and then notes the degree of relationship. After the system automatically enters the applicant’s data, a field opens below for specifying the child’s data. The parent indicates his contacts:

data of the registered person

Below, a field opens for entering information about the child’s birth certificate. You also need to indicate your country and region of birth here:

birth certificate details

The rest of the form fields are standard. You must indicate the address of the previous registration, if there was one, whether the child was deregistered, whether he is registered in the territory where the parent is registered, etc.

Then everything also goes according to the standard scheme, but there is no need to involve the owners. After receiving notification of acceptance of the application, the minor’s representative can be sent to the Ministry of Internal Affairs with his passport and the child’s birth certificate.

You need to have your passport and child’s birth certificate with you

So, you can register both yourself and your child through State Services. But we are only talking about the application itself. You can’t do without a visit to the Ministry of Internal Affairs.

What difficulties do users face?

DifficultiesTo work with the portal, you need the Internet and minimal computer knowledge.
Reviews about registration through the State Services portal are overwhelmingly only positive. Difficulties arise mainly when you inattentively fill out the relevant fields, during registration on the portal itself, with insufficient Internet skills, or in the absence of any necessary documents.

Online registration through the State Services portal will save time and avoid standing in queues and the hassle associated with the procedure for submitting documents. You should not hope that the entire procedure will take place remotely. You will have to visit the Federal Migration Service once, but this is only once and will take only a short time.
