We have a hundred houses in the village, but there are less than 30 registered houses, how can we get gas? | Moscow

Regulatory acts

Subsidies (payments, benefits, compensation) are usually considered as a certain amount, which is significant support (help) from the state.

The main regulations governing relations in this area are the following regulations

current What topics are regulated by the Federal Law of July 17, 1999 No. 178-FZ “On State Welfare”. This Law determines the procedure for providing state support to certain categories of citizens and the conditions for their social support. Federal Law dated March 31, 1999 No. 69-FZ “On gas supply in the Russian Federation.” This law regulates the order of relationships between authorities in this area, the order of development of the gas supply system, requirements for supplied fuel and some other characteristics. Article 159 of the Housing Code of the Russian Federation Determines the list of persons entitled to receive a grant.

Based on the analysis of current legislation, these laws only mention the possibility of obtaining subsidies for gas, but the full solution to this issue is submitted for consideration and approval by local authorities in the regions.

This possibility is considered to be a significant shortcoming, since no specific body has been identified that would allow for proper monitoring of the implementation of all requirements and coordination of activities in this area.

Factors influencing the receipt of benefits

In the region, there is a list of factors that can affect the amount of money:

Presence of city-forming companies in the region. Economic development of the subject and the nature of its budget: Deficit, surplus. Costs for gasification and complexity of the process. Infrastructure of the region. Distance from the center of Russia. Other factors

There is a slight unfairness here regarding gas subsidies. The situation with the level of payments is unclear, the size of which directly depends on a number of factors. For example, an economically developed region with a number of key businesses that is growing independently and helping others will have higher subsidy levels than a region with extreme weather conditions and few businesses. There is a subsidized region that needs help, but the level of subsidies will be much lower.

Connection cost

Gas supply makes it possible to use automatic boilers to heat large areas. Despite the emergence of alternative, more budget-friendly heating methods, boilers remain popular and are found in almost every private home. With their help, it is easy to control the microclimate of the room and regulate the temperature for a comfortable stay.

The average cost of connecting gas to a private home is from 40 to 200 thousand rubles. It depends on your region of residence and area. In most regions of the country where sub-zero temperatures prevail, autonomous heating is considered the only rational way to heat houses. In such areas, they set more favorable heat tariffs because they understand the importance of this service.

The cost of gasification includes payment for the following services:

  • preparation of documents, preparation of technical specifications - up to 50 thousand rubles;
  • gasification design – up to 20 thousand rubles;
  • wiring with pipe laying - within 3 thousand rubles per meter;
  • tie-in to the main pipe – up to 15 thousand rubles;
  • checking connection readiness – up to 2 thousand rubles.

The price fluctuates depending on the distance of the object from the industrial center. The presence of main gas pipelines near a private house is also taken into account. In regions with developed industry, it is cheaper to connect the gas supply. The range in pricing policy is quite large, so the miscalculation is individual. For example, in the Far East the service will cost at least 200 thousand rubles.

When can you take advantage of the benefit?

The service can be used by a citizen in a private home. The fact of living in a holiday home (not an apartment building) does not cancel the right to benefits.

To do this, several conditions must be met:

Lives in an apartment building. This apartment is the property of the person requesting the benefit. This is the only place where you can live.

It is important to know that you may not be able to receive full reimbursement for your expenses. This means that a citizen must first independently pay for the costs of gasification services and only after that apply for compensation.

The amount to which such a person is entitled is determined by the local government based on the level of budget funding and the level of economic development of the enterprise.

You can exercise this right once in your life and only for one property. In other words, if a beneficiary owns several properties at the same time, he can receive the benefit of gasification for only one of them.

The amount of payment is determined based on the cost of gasification, but you should know that in rare cases its amount will exceed 20,000 rubles.

Connecting a private house to gas in the Moscow region will cost from 57 thousand to several million rubles

Having your own house in the Moscow region with all the amenities is a cherished dream for many city residents. But in order to ensure a comfortable life, it is practically necessary to connect the house to gas. The Moscow Region Today correspondent understood the intricacies of this important process.

To connect a private home to gas distribution networks in 2016, there is a standard rate of 57,297.90 rubles, including VAT. But for this, several conditions must be met: gas flow should be no more than five cubic meters per hour, the design operating pressure should not be more than 0.3 MPa, and the distance from the equipment to the gas pipeline should not be more than 200 meters. At the same time, the measures themselves involve only the construction of gas inlet pipelines, that is, without the installation of gas reduction points and gas distribution pipelines in accordance with the approved gas supply scheme for the territory. This information has appeared on the pages of our newspaper more than once and each time it raises a barrage of questions from those for whom connection costs completely different amounts. After all, if the source of gas supply is located at least a hundred meters further, then this radically changes the situation.

– In response to my application to obtain technical conditions from the gas distribution organization, they determined a connection point 375 meters from the border of my site. The price of such a connection is 2,303,554 rubles. And I am very concerned about the question, where did such a huge amount come from and what will this money be used for? – Anatoly Kosachev, a resident of the Zapadny microdistrict in Klin near Moscow, addressed our editorial office.

As the press service of the State Unitary Enterprise MO Mosoblgaz explained to us, the cost of connection is determined according to the federal methodology based on the current standardized tariff rates (STS). These are the values that are generated for each stage of gas pipeline laying. For example, the development of design documentation with a distance from the site boundary to the gas pipeline of 375 meters will cost you about 530 thousand rubles, and if the distance is more than two kilometers, then this amount can reach four million.

The cost of the work also includes the construction of the gas pipeline itself. It can be steel with an overhead or ground installation, or even polyethylene.

As the experts explained, basically everything depends on the source, that is, the gas pipeline to which the connection is made: if the source is steel, then it is impossible to make a tie-in with a polyethylene pipe, they “cut in” with steel, and then they can lay polyethylene. If the source is polyethylene, then you can “cut in” with polyethylene right away. In any case, the choice of material and pipe diameter is determined by the design organization. The final cost also depends on this.

This commission will help you determine the diameter of the pipe you need.

The next step is the construction of a gas control point, which will reduce the gas pressure level for everyday use. Its cost depends on your consumption. If the house has a stove and boiler with a capacity of no more than 43 kW, then the flow rate should not exceed five cubic meters per hour. Then the gas distribution point will cost about one and a half thousand rubles for each cubic meter.

In addition, the technological connection agreement will specify exactly what work you must carry out on your property in order to supply gas to your house. They can be performed by specialists from the State Unitary Enterprise MO Mosoblgaz or another contracting organization, but in the end, before connecting, Mosoblgaz specialists must check the completion of all this work. And this is another standardized tariff rate. This amount will depend on the material and diameter of your gas pipeline. The minimum amount of slightly less than 52 thousand rubles will be required when laying a polyethylene gas pipeline with a diameter of 109 mm or less. And the maximum – almost seven million – when laying a steel pipe with a diameter of 530 mm and above, which is no longer suitable for a private home, but for a large enterprise.

Based on these indicators, the Committee on Prices and Tariffs of the Moscow Region sets the final cost of connection. There it is calculated using special formulas that take into account not only the STS, but also the maximum hourly gas consumption, the length of the gas pipeline under construction and a host of other factors. There are only two such formulas - one for a distance from the site boundary to the gas pipeline of less than 150 meters, and the other for more.

Moreover, if the installation requires cutting down forests, crossing water barriers, or laying a gas pipeline through swamps, rocks or lands of specially protected natural areas, then it will no longer be possible to do this at standard tariff rates. The gas pipeline will have to be laid according to an individual project.

Examples of subjects

Below are various examples of allocation of funds for gas supply in different units. RF:

Name of region Conditions for granting subsidies Perm Territory Grants can be provided to pensioners, disabled people and extended families. Such payment is possible only if the total area of the room is sufficient:

- no more than 66 square meters per person;

— 84 square meters for two people;

- 108 square feet for three;

- 180 square meters for a large family.

Republic of Bashkortostan Benefits can be obtained by connecting to gas networks:

— recipients of old-age pensions;

- recipient of a disability pension.

The amount of compensation should not exceed 30,000 rubles. Funds are provided from the budget of the Republic or the Pension Fund of the Russian Federation (hereinafter referred to as the Pension Fund of the Russian Federation). Pension Fund)

Sverdlovsk Region Pensioners receiving pension benefits can receive benefits. At the same time, such applicants should not work during gasification and submission of documents. Up to 90% of expenses incurred can be paid, but not more than 35,000 rubles. Saratov region For the distribution of funds in the region, the following conditions may be met

1. availability of gas networks.

2. Availability of technological connection in the period from 2008 to 2011.

3. ownership of residential real estate.

A pensioner can register and receive benefits. The amount of the subsidy should not exceed 20,000 rubles.

— Disabled people;

- WWII veterans;

- Pensioner;

— Persons raising disabled children;

- large families.

It is important to know that a grant is only possible if a citizen provides the service of maintaining his own home (cottage).

Procedure for writing an application

An application is written if a positive response is received from local authorities involved in gasification. Additionally, the following package of documents is collected:

  • power of attorney or other document confirming the authority of the representative (initiator);
  • a copy of the location plan of the settlement. Taken from the master plan for land surveying of the district;
  • documents confirming ownership of objects already connected to the gas pipeline and planned areas;
  • preliminary calculations of planned gas consumption. This document is usually ordered from the regional gas office;
  • the same organization also prepares technical conditions for connection, after receiving which you need to contact the design organization, which will prepare the project. The project must be agreed upon with the district administration. They, in turn, can send the project for approval to the regional administration;
  • Then the work is carried out in accordance with the project.

We can summarize the above. Regional gasification development programs do exist and the coverage of gas consumption is growing. However, the growth rate is not so high. Now greater emphasis is being placed on the development of projects in the eastern part of our country.

Conditions under which you can receive a subsidy

Specify the conditions under which the service can be received:

You must have Russian citizenship. You must have ownership of the property and a social tenancy agreement. In a residential area, permanent registration is required. You must not have debt for utilities. Until now, such payments have not been made for other properties.

Citizen with the title Hero of Russia and the title Hero of Russia of the USSR. Large families with more than three children, including adopted children. Veterans work.

Are there gas benefits for pensioners in 2021?

Gas supply services are paid for on a separate receipt and are not included in the cost of utility bills. According to Russian legislation, benefits when paying for gas are provided by personal contact with Gazprom Mezhregiongaz. The following may qualify for a discount:

  • non-working pensioners;
  • large families;
  • disabled people of groups I and II;
  • combat participants and veterans;
  • victims of radiation exposure;
  • veterans of labor and the Great Patriotic War;
  • residents of besieged Leningrad.

In 2021, regional authorities can further determine the categories of beneficiaries and methods of support by adopting their own regulations. Financial assistance is allocated if the budget of the subject of the Federation provides money for this.

An important condition for receiving a regional subsidy, compensation or gas discount for pensioners is that the applicant belongs to the low-income category.

This means that the income for each family member, regardless of age, should not exceed a certain value. As a rule, the indicator is taken as the cost of living budget established for the region of residence of the applicant.

Subsidies are provided to owners of apartments, private houses and other residential premises, as well as citizens who are:

  • members of housing cooperatives;
  • users of residential premises belonging to the state or municipal housing stock;
  • employers.

  • Meat prepared this way is hazardous to health.

What documents will be needed

To obtain permission to connect your home to gas, you need to contact the gas service. To obtain technical conditions, you need to write an application according to the established form. Then the owner needs to verify his identity and provide copies of personal documents. If the house has already been built, prepare the title deed. If you are just starting construction or it is not completed, you will need title documents.

Sample

In the design of an unfinished house, the location of boilers and stoves is indicated. Only after submitting these documents do you have the right to connect your home to gas. If one of the points is not observed, the gas service will send your application for revision and will be able to issue a permit only after the owner of the house has complied with all the rules.

Obtaining technical conditions is a mandatory document that makes it possible to connect an object to gas. Without specifications, the fuel supplier will not be able to serve you.

List of documents. Deadlines

The list of documents is determined as follows:

Application in a specific form. The form can be requested directly from the application website. Paper certifying the right to the service. For example, documents confirming the invalidity or status of extended family. Documents confirming the process of gas formation in the area. Technical conditions for connecting the facility to the gas network. Documents confirming the cost of gasification (contract, certificates, checks, etc.). Gains and losses report. IDENTITY PROOF Document confirming family composition. Documents confirming the purchase of gas appliances. Other security is determined by the local government body.

If these securities are not presented, the applicant will be denied payment.

You need to know that originals and copies of documents are required, since voting will be carried out by a document acceptance specialist.

After receiving the package of documents, the applicant receives a certificate with a mark upon admission.

The law provides for a sixty-day period. It is important to know! These weekends and holidays are not included in this period.

Reasons for refusal

After verification of the submitted securities, the applicant must receive them after this period:

Positive decision and grant agreement. A negative decision containing one of the reasons: Non-compliance of the presented securities with the stated requirements and information of the applicant; There are no conditions for gasification in this area and no gas pipeline is planned; the applicant does not belong to the population group for which the payment is due.

Some receiving problems

Home gasification processes are a process that significantly improves the living conditions of citizens. However, these costs are too high and local authorities are required to provide financial support to vulnerable groups.

However, there is a problem that laws oblige local authorities to support those whose budgets do not allow these amounts to be allocated. In this regard, regional authorities are making every effort to reduce costs for the above measures.

Applicants are often denied a payment order. After receiving such a document, you must apply to protect your rights in court.

Example #1. Providing compensation

In 2021, the Ivanov family's nursing home was connected to the gas network. That same year, they turned to the administration for compensation. The amount of expenses incurred by the Ivanovs amounted to 42,000 rubles. In his opinion, Ivanov D.A ... demanded reimbursement of all expenses incurred. However, by decision of the administration, the Ivanovs paid the maximum possible amount of 25,000 rubles.

The decision to make a payment in this amount contained justification in relation to the regulatory act, which established the amount of payments in the amount of 90% of the total amount, but not more than 25,000 rubles in the Chelyabinsk region.

Answers on questions

Common mistakes

Mistake number one. Payment may be refused if the applicant has provided only documents confirming the validity of the use of gas. The application must be accompanied by documents relating to the expenses incurred, on the basis of which the final calculation of the payment amount is made.

Mistake number two. The service is only possible if the application and documents are submitted on behalf of the apartment owner. There are often situations when a person who has taken on the costs of gas simply lives in the house, takes on the costs of maintenance, takes care of it, has not properly completed the documents for it (no time, no reason, no inheritance, the house is being wasted per child, etc.). In this case, obtaining compensation becomes impossible.
