Tariffs for water and sanitation in Moscow and the Moscow region in 2021

Water tariffs for calculating payments for utility services in the city of Moscow, as well as for the population of the Moscow region supplied by JSC Mosvodokanal, are divided into two periods: tariffs for water supply and sanitation from January 1, 2021 to June 30, 2021 and tariffs for water supply and sanitation from July 1, 2021 year to December 31, 2021.

In Moscow and the Moscow region, the water tariffs presented in the table below apply. All tariffs for drinking water and sanitation are indicated in rubles/cub.m:

A key role in the procedure for calculating tariffs for water and sewerage in Moscow and the Moscow region is played by the presence or absence of metering devices. There are several types of calculation of water consumption:

  • According to the counter.
    The amount of payment for water is calculated using an individual meter installed in the apartment.
  • According to the common house metering device.
    The amount of payment for water consumption in the absence of an individual meter is calculated from the readings of a collective, common house water meter. By calculating the average rate of per capita consumption, according to the number of residents and the standards that are established for each region.
  • For general house needs.
    The amount of payment for water supply provided for general house needs in an apartment building is calculated from the readings of the house meter. This line includes all water costs not related to consumption in apartments. The procedure for application by the Guarantee Supplier of electricity tariffs for the population and equivalent categories of consumers is regulated by clause 5 of the Basic Provisions for the Operation of Retail Electricity Markets, approved by Decree of the Government of the Russian Federation of May 4, 2012 N 442 “On the functioning of retail electricity markets, complete and ( or) partial limitation of the mode of consumption of electrical energy":

— supply of electrical energy (power) to the population and equivalent categories of consumers is carried out at regulated prices (tariffs) established by the executive authority of the constituent entity of the Russian Federation in the field of state regulation of tariffs.

In accordance with paragraph 70 of the Fundamentals of pricing in the field of regulated prices (tariffs) in the electric power industry, approved by Decree of the Government of the Russian Federation of December 29, 2011 N 1178 “On pricing in the field of regulated prices (tariffs) in the electric power industry”, regulated prices (tariffs) for the supply of electrical energy for the population and equivalent categories of consumers are established by the regulatory body simultaneously in 2 options:

— single-rate price (tariff), which includes the cost of supplying 1 kilowatt-hour of electrical energy, taking into account the cost of power;

— a single-rate price (tariff), differentiated by 2 and 3 zones of the day, which includes the cost of supplying 1 kilowatt-hour of electrical energy, taking into account the cost of power.

The intervals of tariff zones of the day (by month of the calendar year) are approved by the Federal Antimonopoly Service.

The choice of price option (tariff) is made by the consumer by sending a written notification to the guaranteeing supplier (energy sales, energy supply organization) from the date specified in the notification, but not earlier than the date of commissioning of the relevant metering devices, allowing to obtain data on electricity consumption by zones of the day (if choosing a single-rate price (tariff) differentiated by 2 and 3 zones of the day).

Electricity tariffs for the population and consumers equated to the population in Moscow for 2021 are established by Order of the Moscow Department of Economic and Economic Regulation No. 359-TR dated December 18, 2020.

In accordance with clause 87 of the Basic Provisions for the Operation of Retail Electricity Markets, approved by Decree of the Government of the Russian Federation dated May 4, 2012 N 442 “On the functioning of retail electricity markets, complete and (or) partial limitation of the mode of consumption of electric energy”, electric energy ( power), with the exception of the sale of electrical energy (power) to the population and equivalent categories of consumers, is sold by guaranteeing suppliers at unregulated prices within the limits of unregulated prices.

The above tariffs are also subject to application in the event that a participant (member) of the SNT of Moscow concludes a direct energy supply agreement with Mosenergosbyt JSC. To confirm participation (membership) in the SNT, it is necessary to submit a certificate or other document issued by the SNT indicating the fact of participation (membership) in the SNT.

When making payments for consumed electrical energy with citizens who are not participants (members) of SNT, who have entered into direct contracts with Mosenergosbyt JSC, tariffs for the “Population” group are subject to application, including taking into account reduction factors if there are grounds for their application.

Calculation methods for hot and cold water meters in Moscow and the region

The cost of hot water in Moscow includes, in addition to the use of the resource, several more consumable items:

  1. The price of electrical energy consumed by the station.
  2. Supplies supplied to homes are subject to regular cleaning in accordance with sanitary and epidemiological standards. This is done with special reagents. Their cost and the cost of cleaning work are included in the tariff.
  3. The wage fund + social contributions of employees are proportionally distributed over the entire volume of liquid consumed.
  4. Additional expenses of the water utility: rental of premises, purchase of equipment, expenses for temporary operation of various equipment. They are also distributed proportionally to all consumers.
  5. Taxes on resources, repair of stations and networks. These expenses are charged similarly to the accounts of owners of apartments and private houses.
  6. In addition, the amounts spent on eliminating the natural results of water use fall on the overall cost indicators. Accordingly, they are included in the tariff.

Price of 1 cubic meter of hot and cold water in Moscow

The cost of a cube of hot and cold water in Moscow for 2021 is regulated by the Russian government. In some regions, local authorities have the power to make minor tariff adjustments.

Prices per cube of hot water and cold water are subject to increase from this year. The increase is carried out in two stages. Since the beginning of 2021, the cost per 1 m3 of liquid has already increased by 1.7%. The second wave of tariff increases is scheduled for July. The price will change by 2.1% upward.

Specifically for Muscovites and residents of the region, the municipality announced prices for 2021 for the first six months of this year:

  • 1 m3 of cold water is 38.06 rubles;
  • one cubic meter of hot water – 125.69 rubles.

Please note: Moscow and Moscow Region are included in the list of regions that have the right to change tariff rates in relation to the entire country. Therefore, the local municipality decided to increase the price of water in the second half of 2021 by 5% compared to the previous reporting period.

Formula for calculating the cost of cold water and hot water in Moscow Region

The price of hot water per cubic meter in Moscow, as well as for cold water, is formed in a similar way. The presence of accounting and measuring equipment (IME) in the apartments significantly influences the final result.

If a resource consumption meter is not installed on a property, then the cost of hot and cold water in Moscow is affected by the number of residents/registered people in the living space.

The average resource consumption per person in a given region is multiplied by the number of citizens. If there is an installed control and measuring device, then the formula for calculating payments includes the number of cubes used multiplied by the tariff.

Calculation example

The settlement system is defined as unified for the entire territory of the Russian Federation, as indicated in the second appendix to PP/354 dated May 6, 2011, in the latest edition of 2021.

The formula looks like this:

The amount for consumed hot water or cold water = the volume of water in quantitative terms for a fixed period is multiplied by the regional tariff for hot and cold supply.

Let's look at a specific situation as an example. We take into account that the resource is supplied to a private apartment located in an apartment building.

At the same time, an accounting and measuring device is installed at the facility:

  1. The volume of hot water that was used in April 2020 is 4 m3.
  2. The tariff for hot water supply in the region is 148 rubles per cubic resource consumption.
  3. Cost of service: 148 x 4 =592 rub.

Therefore, the amount in the April receipt should be 592 rubles.

If a water meter is not installed in the apartment due to the fact that it is technically impossible to install it. Therefore, the amount should be calculated based on the people actually living at the site, both permanent and temporary.

The average consumption per person is set at the regional level. Such indicators must be looked for on administrative websites for the area of ​​residence. The tariff for one cube of cold water and hot water is also posted on the portal of the local city hall.

Next, everything is simple:

Number of people X Average standard for water use by one person, in region X per tariff per 1 cubic meter.

For example, 4 citizens live in an apartment. The rate of hot water consumption is 4.3 m3 per person per month. The price for one cube of resource is 148 rubles.

We get: 4 x 4.3 x 148 = 2545.60 rubles.

In total, this amount will appear in receipts for each month, taking into account the fact that the number of people remains unchanged. The water tariff will remain the same and the resource consumption standard per capita will not undergo adjustments.

Water tariffs in Moscow from July 1, 2021 for the population by meter

In December 2021, the Moscow government adopted acts on the revision of the cost of housing services from January 1, 2021 , the tariff for the maintenance of residential premises will increase by 1.9 rubles, and the contribution for major repairs by 1.19 rubles, said a representative of the press service of the economic policy department and city development.
“Prices and rates for housing services in Moscow have not been revised since 2017, and the indexation provided for by the resolution is due to changes in tax legislation, as well as inflation. It is important that the average increase in the cost of housing services is less than the accumulated inflation over this period,” the service reported.

The cost of cold water and sanitation in Moscow

The cost of a cubic meter of water in 2021 was determined taking into account two periods of consumption:

  • from January 1 to June 30;
  • from July 1 to December 31.

For “old” Moscow, it is established separately from the Troitsky and Novomoskovsky districts.

It should be remembered that the price of the resource is different for the population and organizations. But there is still only one supplier - Mosvodokanal Joint Stock Company.

So, it’s easy to notice that from 07/01/20 not only cold water, but also sewerage will rise in price.

Rates in Troitsky and Novomoskovsky urban districts

In urban districts, the price of resources depends on the administrative unit. This is reflected in the table below, which demonstrates that the cost of water for the population in different settlements fluctuates over a fairly wide range.

New water tariffs from July 1, 2021 will be introduced not only in “old” Moscow, but also in the Troitsky and Novomoskovsky districts.

In many administrative regions, the price of the resource is lower than in the capital. This is due both to the supply system itself and to the differing level of income of the population, respectively, and the ability of the resource supply company to rely on the solvency of the population.

Water supply tariffs are periodically revised, so next year we can expect a new round of cost increases.
