Land registry documentation
Information about land plots, territorial zones, their parameters, boundaries, persons having rights to the plots is entered into the state cadastre. The composition of information and documents of the state land cadastre is determined by Federal Law-221 “On the State Cadastre”, a specific list is given in Art. 12.
It is allowed to submit documents to the cadastre authorities in both paper and electronic form.
Documents of the state land cadastre are:
- cadastral affairs;
- cadastral maps.
The requirements for them are established by the federal law “On the State Cadastre”, as well as by-laws. For example:
- Order of the Ministry of Economic Development of Russia dated 02/04/2010 N 42 (as amended on 01/20/2016) “On approval of the Procedure for maintaining the state real estate cadastre”
- Order of the Ministry of Justice of the Russian Federation dated February 20, 2008 N 35 (as amended on March 23, 2009) “On approval of the Procedure for maintaining the state real estate cadastre”
- Decree of the Government of the Russian Federation of May 20, 2014 N 467 “On approval of the Regulations on granting to the federal executive body authorized in the field of state registration of rights to real estate and transactions with it”
- Order of the Ministry of Economic Development of Russia dated May 14, 2010 No. 180 “On establishing the procedure for providing information contained in the Unified State Register of Rights to Real Estate and Transactions with It”
The regulations listed above explain the concept of each term used in them.
Cadastral documentation is divided into basic, derivative and auxiliary.
- the first category includes the register, cadastral files, maps;
- in the second - books of records of documents, issued information, and sets of records about the coordinates of the reference boundary network;
- the third - analytical materials, reports, records of ownership of land of the state or municipalities or regions.

1. Composition and structure of documents of the state land cadastre
Documents of the state land cadastre are divided into main, auxiliary and derivative (see Fig. 1).
The main documents of the state land cadastre are divided into:
— State Register of Lands of the Cadastral Region (GRZ KR);
— Duty cadastral maps (plans);
— Registers of cadastral numbers;
— Cadastral affairs.
The purpose of the main documents and their full and abbreviated names are given in Table 1.

Auxiliary documents of the state land cadastre are divided into:
— books of documents;
— a book of records of issued information;
— catalogs of coordinates of the reference boundary network.
Derivative documents of the state land cadastre are divided into:
— cadastral plans of land plots (extracts from the State Land Register) in the amount corresponding to the nature of the requested information;
— certificates to the tax office issued in accordance with the agreed regulations;
— lists of lands owned by the Russian Federation, constituent entities of the Russian Federation and municipalities;
— statistical reports;
— derived cadastral maps (plans);
— other reference and analytical documents.
2. Basic documents of the State Land Code 2.1. State register of lands of the cadastral region
The State Register of Lands of the Cadastral Region is an integral part of the Unified State Register of Lands of the Russian Federation and is a complex document consisting of State Land Register forms of the Kyrgyz Republic.
GRZ KR forms are simple documents and are created on standard forms, filled out during the state cadastral registration process.
Structurally, the GRZ KR includes sections and subsections containing information about land plots, territorial zones, as well as certain types of real estate, used as characteristics of land plots.
The composition and structure of the State Register of the Kyrgyz Republic cadastral region is shown in Figure 2.

2.2. Duty cadastral maps (plans)
Standby cadastral maps (plans) (DCC) of the cadastral region are complex documents that reproduce in graphic and text form information about the location and boundaries of land plots obtained in the process of state cadastral registration in the territory of the cadastral region. The duty cadastral map (plan) of the cadastral district consists of DCC forms, which are maintained on standard forms. The composition and structure of the DCC of the cadastral region are shown in Figure 3.

2.3. Register of cadastral numbers
The register of cadastral numbers is a simple document that records the cadastral numbers assigned to land plots. The assignment of cadastral numbers to land plots is carried out in the process of their cadastral registration. ZhKN information is grouped by cadastral quarters within the cadastral district.
Forms of the established form are used for journal keeping. The structure of housing and communal services in the cadastral region is shown in Figure 4.

2.4. Cadastral affairs of a land plot
A cadastral file is a set of documents compiled in accordance with the established procedure, confirming the fact of the emergence or termination of the existence of a land plot as an object of state cadastral registration.
The documents contained in the cadastral file are the basis for entering relevant information about the land plot into the State Register of Lands of the cadastral region.
A cadastral file is opened for each land plot that has undergone state cadastral registration. All documents on the basis of which information about land plots are entered into the registration forms of the State Property Register of the Kyrgyz Republic, as well as copies of documents prepared on applications for the issuance of information are placed in the file.
The cadastral file is identified by the cadastral number of the land plot.
If a land plot is liquidated or registration of rights to it is refused, the cadastral file is closed.

3. Supporting documents of the SLC
Document books are used to register incoming documents that are the basis for:
— carrying out state cadastral registration;
— making changes to the information of the state land cadastre;
— preparation of extracts from the civil reserve document and other derivative information.
The following accounting books are kept in the cadastral region:
— book of registration of applications for cadastral registration of land plots;
— a book of records of received extracts from the Unified State Register (certificates of rights).
Document books are kept on established forms.
The book of records of issued information is used to register outgoing documents issued to applicants in accordance with their applications, as well as provided to other organizations of the cadastral region and/or district according to the established regulations.

Catalogs of coordinates of the reference boundary network are a complex document that includes a description of the location of points of the reference boundary network, the values of their coordinates and methods for determining them.
The catalog of coordinates of the reference boundary network is maintained on forms of the established form.
The composition and structure of auxiliary documents of the Civil Land Registration Code in the cadastral region are shown in Figure 6.

4. Derivative documents of the civil contract
Cadastral plans of land plots (extract from the State Land Register) are complex documents consisting of a set of forms for filling out using standard forms.
Information included in cadastral plans of land plots is formed in a volume corresponding to the nature of the requested information.
The composition of the documents for the cadastral plan of a land plot is shown in Figure 7.

Certificates to the tax office are the following types of documents:
1. Certificates of cadastral registration of a land plot - a document consisting of a set of forms filled out on standard forms, the composition and content of which are determined by the requirements of tax legislation;
2. List of taxpayers of the cadastral region - a document made on standard forms, containing brief information about land plots in the cadastral region and their rights holders;
3. Certificates on requests - documents of an unspecified form, prepared in response to non-regulatory requests from tax authorities.
Lists of lands owned by the Russian Federation, constituent entities of the Russian Federation and municipalities are documents of the established form, into which information about all land plots that are, respectively, the property of the Russian Federation, a constituent entity of the Russian Federation, or a municipal entity is entered in a certain order.
Statistical reports are documents generated in the prescribed manner on the basis of information from the Civil Land Registry for the entire cadastral region. Statistical reports are generated on standard forms.
Derived cadastral maps (plans) are graphic documents containing textual explanations (legends) and are compiled on the basis of information from the Civil Land Registry on individual requests.
Register of land plots
The Unified Register of Real Estate is an information database that combines information about plots and buildings, other structures considered capital construction projects.
The register is maintained in electronic form. The country's territory is divided into cadastral districts, districts and quarters. The numbering of plots is based on their digital designation. The law stipulates that information in an electronic database has priority over information stored in paper form.
The register of objects should include:
- category of the property (in this case, land);
- its boundaries with coordinates;
- information about the owner or possessor of the property, his email address;
- address assigned to the site;
- information about the rights to the site that have not been registered, they were learned about during the registration process;
- details of the document confirming rights regardless of the time of issue (during the USSR, for example);
- type of rights to the property (ownership, use, lease, easement, etc.);
- cadastral valuation.
The rules require entering information about the cadastral engineer who carried out the work (full name, work permit number).
When registering, cadastre authorities often do not receive all the required information about the site.
The missing information comes over time either from the owners of the site in connection with the exercise of their rights, or from government bodies. The source of information for the register is any documents on real estate (technical passports, certificates, extracts, acts, etc.).
When registering for cadastral registration, it is not necessary to obtain a power of attorney from the owner; it is enough to submit a package of documents and an application, attaching a copy of your passport.
Cadastral files and maps
Cadastral files are a set of documents generated for all objects in the register.
Objects for which cases are compiled:
- plots;
- boundaries of territorial zones;
- regional boundaries;
- boundaries of settlements;
- municipalities;
- coordinates of the state border.
Information is generated in electronic and paper form. The bulk of the work is carried out by cadastral engineers, their services are paid for by citizens. Budgetary financing of cadastral work is used to form the boundaries of regions, settlements, and municipalities.
Documents for cadastral registration are submitted by citizens in paper form, accompanied by a disk with an electronic version of the description of the object. Rosreestr employees enter information from received documents into the electronic cadastre database and generate copies for cadastral files in paper form.
Cadastral engineers have the right to enter information into the electronic cadastral registration database directly solely for cadastral registration. When carrying out the registration procedure, the engineer must have a power of attorney from the person who ordered the work, certified by a notary. Power of attorney details are also entered into the database to confirm the authority of the engineer.
Everyone knows the public cadastral map, which combines both a graphic description and textual information, accessible to everyone without exception, but there are several other types of maps:
- duty cards - Rosreestr uses them in its work;
- maps of municipalities are used by the municipal administration when exercising powers;
- maps of subjects used by regional authorities also combine municipal maps.
Maps contain all possible information about objects, even temporary ones.
Information from the public map is for reference only and a request is made to officially confirm the information contained therein. But in maps, users are primarily interested in the description of boundaries.
Obtaining information from the state cadastre
Any interested person (including the owner or tenant of a land plot) can obtain an extract from the State Property Committee. The law allows you to receive information from the state cadastre (extract, cadastral passport) without any restrictions.
Applicants receive a statement with the following content:
- to whom the rights to real estate are registered;
- number of the record of registration of rights and date of registration;
- details of the document that served as the basis for registration.
From information about the owner in the public domain, his last name, first name, patronymic. The contents of the documents that serve as the basis for the rights are also not available.
The extract can be obtained in different ways:
- through the management of Rosreestr;
- through the electronic portal of public services;
- through the Rosreestr website.
The statement is sent either to the address in paper form or to the email address specified by the customer. Receiving an extract is possible only after registration has been completed.

Every person who owns real estate should know what a cadastral passport is and what the information it contains means. When it comes to transferring ownership of real estate, its owner provides a fairly large package of documents.

What is the state real estate cadastre?
The State Real Estate Cadastre (GKN) is a system of information about registered real estate in the Russian Federation, as well as about the passage of the State Border of the Russian Federation, about the boundaries between subjects, municipalities, settlements, about territorial zones and zones with special conditions for the use of territories.
Possession of the information contained in the State Tax Code is a prerequisite for conducting all kinds of real estate transactions, and is provided in the following forms:
1. cadastral extract;
2. cadastral passport;
3. copies of the document on the basis of which information was entered into the State Property Committee;
4. cadastral plan of the territory;
5. cadastral certificate.
A regular cadastral passport for a house includes the following data:
- Property location.
— Total area, number of floors. —
Owner's full name.
— The name of the confirming document of ownership of this object.
A cadastral passport is issued without specifying a validity period. However, if the data changes, such as redevelopment of the building or change of owner, it must be re-registered.
What is a cadastral passport?
A cadastral passport is information provided by the state real estate cadastre in the form of an extract, necessary for registering the right to real estate and transactions with it. The contents of the cadastral passport depend on its type. It can be for an apartment (room) or for a plot of land.
Every citizen who owns any real estate should know about the importance of this document. The law establishes that the specified material is an extract from the state cadastral register. It contains the basic data of a land plot or other property. A cadastral passport is necessary for every owner in the event of any real estate transactions.
Types of cadastral passport
There are three main types of cadastral passport:
— to an unfinished construction site;
— for premises of various types;
- on a plot of land.
How to obtain a cadastral passport?
There are several options for submitting an application for registration of this document for a land plot, apartment or house.
1. You can independently contact the regional office of the Cadastral Chamber. Usually this path is the longest, but the most cost-effective. If you do the paperwork yourself, you will only have to pay the state fee.
2. You can turn to professionals, then the amount will increase several times, but this allows you to get rid of a lot of worries. Most law firms today provide services for the preparation of cadastral documents. It is enough just to provide them with all the necessary materials. Then pay for their services and receive your document in your hands after a specified period of time.
3. Now it is possible to order the production of a cadastral passport via the Internet. To do this, you need to visit the Rosreestr website, provide your contact information, fill out an application and pay the required amount. The owner will be able to receive an extract from the register at the territorial office of the Cadastral Chamber in five days. This is the most convenient option.
What's in the document?
When the owner of land or other real estate receives a cadastral passport, here he will be able to find the following information:
- data on the area for residential or non-residential needs, as well as the total area of the facility;
- actual address of the house, apartment or land plot;
- the number of floors of the building where the apartment is located;
- individual number (one of the most important details of the paper);
- the direct purpose of the premises or other property;
- accounting inventory number;
- type of object (meaning a house, separate apartment, room or plot of land);
- number of the specified premises, based on the floor plan of the building.
In addition to the above information, this paper contains a graphic image necessary to indicate the floor plan. Thanks to this document and all the data entered into it, the state can track all officially completed transactions.
Registration cost
The owner of the property will need to pay state duty on the property. The size of these payments directly depends on the status of the person applying, as well as the type of document. If a legal entity applies to the registration service, an ordinary paper document format will cost him approximately 600 rubles. If it is required to be provided electronically, the amount will be 2 times less.
As of September 2021, individuals pay about 200 rubles for the paper provided to them. If you need to provide an electronic cadastral passport, you should prepare 150 rubles.
You can find many organizations that offer their assistance in preparing such documentation. Such services mean that the client is completely freed from collecting the necessary papers, since this is done by the company’s employees. This method is well suited for busy businessmen who do not have the opportunity to devote time to the full registration procedure. If an apartment, house or land plot is already registered, a person can simply contact the Unified State Register and receive an extract there.
The difference between a cadastral passport and a technical one
The documentation passport package for each homeowner should include three main papers:
- certificate confirming ownership;
- cadastral passport;
- technical certificate.
The latter was issued by the BTI, which is now called PIB. A registration certificate must be issued regardless of whether the apartment was purchased in a new building or chosen among secondary housing.
The key purpose of the technical document was a detailed description of the characteristics of real estate. For buildings, this will be a detailed layout of premises, rooms, number of floors of the building, the presence of utilities, their features, as well as the material from which the walls and ceilings are made.
For the site, these will be precisely designated dimensions, locations of structures, and definition of boundaries.
Unlike a technical passport, an extract from the Cadastre does not contain all the technical details; the information is more general in nature. The principle of obtaining the latter comes down to the need for state accounting of real estate, property rights, and registration of legal transactions.
The validity period of the technical passport is not specified by law. However, every five-year period the State Register conducts an inventory of registered real estate, as a result of which the cadastral value of the property may change. Therefore, it is necessary to obtain an update of the document every five years. The expiration date of the extract from the Cadastre occurs 30 days from the date of receipt.
It should be taken into account that encumbrances and other restrictions on rights are not indicated in the cadastral passport. To obtain such information, you will need to send an additional request.
Cadastral passport of a land plot
To obtain this document, you will have to go through the authorities. When carrying out the procedure, it is necessary to follow a strict sequence in order to subsequently privatize your land plot. In order to be able to obtain such a passport, the future owner must contact the Cadastral Chamber. When contacting the institution, you must present the corresponding object number and other necessary materials. Once the document is ready, a notification about its readiness is sent to the contact phone number specified when applying.
To obtain a cadastral passport for a land plot, the following documents are required:
— Boundary plan. A copy of the land plot permit with approval of boundaries.
— Identity document and copies of passports of authorized persons.
— A power of attorney certified by a notary to carry out actions to register the site on behalf of the applicant.
Copies of documents:
— certificate of ownership of this object;
- for the use of land;
- about what category of land this site belongs to.
The difference between a passport and a cadastral extract?
If a cadastral passport is essentially an information extract from the State Property Committee, then what is its difference from a cadastral extract? A cadastral passport is a mandatory document for registering rights to real estate.
The cadastral extract does not fulfill this role. The cadastral passport does not contain the necessary information for the land surveying procedure. It is included in the cadastral extract. The cadastral passport consists of two sheets and sections - general information about the object and its diagram.
There are six sections in the cadastral extract. The cadastral passport does not have geo-data (points of the coordinate system, angles of rotation, length of lines on the site, and so on). They can be found in the cadastral extract.
Passport validity period
The validity period of the cadastral passport for an apartment is not limited. Once received, a real estate document does not lose its relevance over the years (in the absence of redevelopment and re-equipment inside the residential premises).
If the extract from the State Cadastre has not been changed for a long time, problems may arise if it is necessary to use information about the value of the property indicated in this document. There are two options to solve the problem:
- get a new document;
- You can order an extract from the cadastral passport for the apartment about the cost as of the current date.
The document contains a column indicating the date of the last examination. This number is the starting point for the 5-year cycle. It is enough to periodically check your real estate documents in order to replace them on time at an affordable price (200 rubles state duty for individuals).
How long does it take to get a cadastral passport for an apartment?
The length of time you wait for your passport to be ready depends on the chosen method of receipt:
1. Rosreestr. From the moment of contacting the government agency, it will take about 5 days before the applicant receives a notification that the paper is ready (phone call or SMS message).
2. MFC. If a citizen uses, he will be able to receive an extract in 7-8 days. The extension of the period occurs due to the fact that the existing applications are taken by MFC employees to Rosreestr to be filled out, and then picked up and handed over to the recipients themselves.
3. Online. The paper version will be available within 4-5 days from the date of application. If you order an electronic version of an extract from the State Cadastre through State Services or the Rosreestr website, you can receive it in 1-2 days.
Bottom line
The cadastral passport is one of the fundamental documents for any actions with real estate. Owners need to check its availability in their home paper storage, and also check the relevance of the document and promptly replace and make changes to the data.
