  • Characteristics of sites and buildings (for example, number of storeys of buildings);
  • Data on the established cadastral value of real estate;
  • And other registry information.

It is obvious that the Unified State Register and the State Property Committee described the same objects (sites, buildings, etc.) in slightly different contexts. To avoid unnecessary confusion and paperwork when applying first to one register and then to another, they decided to abolish them, replacing them with one common USRN. Accordingly, the Unified State Register contains all the information listed above, simultaneously performing both the functions of the Unified State Register and the functions of the State Property Committee.

The main task of the new register is to combine all available information about each property located on the territory of the Russian Federation. The presence of such a database allows you to easily trace the history of a particular object, find out about all the transactions that have been concluded, check the ownership rights of the owner, obtain information about all restrictions and encumbrances, and, of course, identify all the officially registered characteristics of the object. Such a comprehensive database allows you to:

Based on the above, it can be noted that the USRN extract in the form of one document informs the recipient immediately about information from the state cadastre and about proprietary rights with encumbrances. Previously, to obtain them, you had to make two different requests, pay twice the state fee and spend more time. As a result, even having two documents in hand, their information content was still less than that of the current certificate from the Unified State Register of Real Estate. This is the only difference between the Unified State Register and the newly introduced unified consolidated register.

Thanks to the innovation, the work of Rosreestr has been simplified. At the same time, the benefits affected not only the reduction in the time required for processing documents. Information security and protection against fraudulent activities have increased. The original documents from which the data was entered into a single database must be stored in the archives in paper form. In addition, even outdated electronic records will not be deleted. They will be transferred to an electronic archive, maintaining access to them if necessary.

In general, it turns out that the new organization has become more competent, issuing a single document on the basis of two previously operating structures. That is, they are identical in their tasks.
