Until the beginning of 2021, the Unified State Register stored such important information about real estate as:

  • Data on restrictions and encumbrances imposed on the property and their characteristics.

The State Property Committee contained information about the same real estate, but of a slightly different nature:

  • Information about the boundaries of settlements, municipalities, land plots;
  • Cadastral maps of various real estate objects;
  • Characteristics of sites and buildings (for example, number of storeys of buildings);
  • Data on the established cadastral value of real estate;
  • And other registry information.

It is obvious that the Unified State Register and the State Property Committee described the same objects (sites, buildings, etc.) in slightly different contexts. To avoid unnecessary confusion and paperwork when applying first to one register and then to another, they decided to abolish them, replacing them with one common USRN. Accordingly, the Unified State Register contains all the information listed above, simultaneously performing both the functions of the Unified State Register and the functions of the State Property Committee.

The main task of the new register is to combine all available information about each property located on the territory of the Russian Federation. The presence of such a database allows you to easily trace the history of a particular object, find out about all the transactions that have been concluded, check the ownership rights of the owner, obtain information about all restrictions and encumbrances, and, of course, identify all the officially registered characteristics of the object. Such a comprehensive database allows you to:

  • Prove and protect your ownership rights to plots, apartments, houses and so on;
  • Provide buyers with comprehensive information about the property when selling it;
  • Check all data provided by the seller about the object when purchasing it;
  • Check and ensure the legal purity of all concluded transactions that are in one way or another related to real estate.

Differences and similarities

Based on the above, it can be noted that the USRN extract in the form of one document informs the recipient immediately about information from the state cadastre and about proprietary rights with encumbrances. Previously, to obtain them, you had to make two different requests, pay twice the state fee and spend more time. As a result, even having two documents in hand, their information content was still less than that of the current certificate from the Unified State Register of Real Estate. This is the only difference between the Unified State Register and the newly introduced unified consolidated register.

Thanks to the innovation, the work of Rosreestr has been simplified. At the same time, the benefits affected not only the reduction in the time required for processing documents. Information security and protection against fraudulent activities have increased. The original documents from which the data was entered into a single database must be stored in the archives in paper form. In addition, even outdated electronic records will not be deleted. They will be transferred to an electronic archive, maintaining access to them if necessary.

Answering the question, what is the difference between the Unified State Register and the Unified State Register of Real Estate, the most important nuance will still be the information content. In addition, the USRN extract, just like a similar USRE, valid from July 2021 to January 2021, is now also a title document, replacing the certificate of state registration of property rights.

What is the difference between the two government agencies?

Exactly 20 years have passed since the obligation to carry out state registration of rights to real estate, as well as transactions carried out with it, was introduced in 1998. Just a year ago, to make transactions it was necessary to obtain two documents:

  1. In the Unified State Register of Real Estate Rights (USRE);
  2. In the State Real Estate Cadastre (GKN).

Today, the procedure has been simplified, and instead of the two previous organizations, one was created - the Unified State Register of Real Estate (USRN), which took on the responsibility of combining the work of the two structures and issuing one complete document and registering real estate through one application, but in two directions. Thus, paperwork was reduced and ordinary citizens were able to reduce the documentary burden in the process of collecting papers for re-registration of real estate.

In general, it turns out that the new organization has become more competent, issuing a single document on the basis of two previously operating structures. That is, they are identical in their tasks.

Since the State Property Committee, also known as the state real estate cadastre, and the Unified State Register of Real Estate have been combined into the Unified State Register of Real Estate, the latter includes not only textual information.
