Note! Real estate transactions in the Russian Federation are subject to special control by government agencies. The transfer of rights to such objects is reflected in the registry.
The following rights are subject to mandatory state registration:
- ownership of real estate upon receipt legally;
- rental of real estate for a period of 1 year;
- right of economic management (and operational management);
- right of perpetual use.
When registering ownership of an apartment, state registration is required in the following cases:
- purchase and sale or participation in shared construction;
- donation;
- exchange;
- registration of inheritance;
- privatization.
Registration of ownership of an apartment through State Services is the easiest and fastest way to register ownership.

On the website “Electronic government. Government services" gosuslugi . ru you can submit documents for several services related to real estate.
Where to begin
First of all, indicate your location (city and region). After that, type in the search bar the phrase: “Purchase of real estate, property.” A flag fluttering in the wind means that the necessary information has not yet been loaded. When a list of services appears on the screen, select the ones you need. You can act differently: immediately go to the “Authorities” section and from there go to the “Federal Service for State Registration, Cadastre and Cartography” page.
1. Obtain an extract from the State Register
So, what can a government services website offer? For example, obtain an extract from the Unified State Register of Rights to Real Estate and Transactions with It - for example, with information about the persons who received information about the property to which you have rights. On the page of the Federal Service for State Registration, Cadastre and Cartography you will find a list of required documents. Once you have collected your documents, you can submit them in several ways: in person, by mail, through an authorized representative, IFC, or through this website. You need to appear in person once - in order to receive documents.

2. Register the land
Use the website to submit documents for registration of a land plot with the state cadastral register. You can also request an extract about the property, a passport for it, a site plan, etc. The procedure is the same: study the list of documents, methods of sending a request and receiving a response, deadlines, cost of services. 3. Register the transaction and ownership
Through the government services website, you can submit an application to register ownership of an apartment or house. On the portal you can also register a housing lease agreement, a mortgage agreement, an agreement for participation in shared construction and more than 50 types of transactions. In addition, here you can submit documents for permanent registration at your place of residence.
4. Pay for housing and communal services
Here you can pay utility bills, electricity and gas. If you are in a hurry, open your “Personal Account” and enter the “Accruals” section, then go to the “Payment for Services” tab. Select the region and service provider (this information is indicated on the receipt), enter the payer code (account number) and make payment. If you plan to pay bills on the website regularly and receive information about new charges, link account numbers (payer codes) in the “Personal Account”, in the “Personal Accounts” tab of the “Accruals” section. This way you won’t have to enter additional details every time.
5. Submit a tax return and receive a deduction
You can also submit a tax return and an application for a tax deduction through the government services portal. However, in practice, after you fill out a long form on the website and come to the tax office, you will have to do the same on paper. So the site is not very convenient for this purpose.

What documents are needed to register real estate rights?
The legislation establishes a list of documents that must be provided in order to register as the owner of real estate. It includes the following papers:
- Statement.
- Identity document: passport of a citizen of the Russian Federation.
- A receipt or check confirming payment of the state fee.
- Documents confirming the legal basis for the acquisition of property: contracts, permission to put the house into operation, transfer deeds, and so on.
The list in each specific case can be clarified on the State Services website.
In order to register an apartment with the cadastral register, you do not need to register. Public services provide for the possibility of registering without a personal visit to the authorities, so you can register later at any time.
Required documents
To carry out the procedure, a person must post on the portal:
- statement;
- internal Russian passport;
- power of attorney for a representative, if any;
- a receipt confirming payment of the state duty;
- contract (purchase and sale of property, donation, exchange);
- a document confirming that the real estate belongs to its seller;
- consent from the husband or wife to carry out registration activities with the property;
- a loan agreement together with a mortgage, if there is a mortgage;
- a transfer deed together with a document on putting the house into operation and an extract on its registration if housing is purchased in a new building as part of shared participation.
If a minor is involved in the transaction, then the applicant will additionally need to obtain consent from the guardianship authority to carry out the procedure. It is also attached to the general list. It is mandatory to provide all documents included in the list.
Sample application
This document is filled out in accordance with the requirements of the Order dated December 8, 2015, number 920. The act was adopted by the Ministry of Economic Development. The application must contain:
- the name of the service where the document is sent;
- please register ownership of the home and provide an extract from the Unified State Register of Real Estate;
- description of the property (its cadastral number, address);
- information about the applicant (his full name, passport details, residence address);
- information about the representative (if he submits the document instead of the applicant);
- list of additional papers;
- date along with signature.

If the applicant intends to register through State Services, then in the application he checks the appropriate box in the “Method of Submission” section. He also indicates the option of receiving ready-made papers. The following sample application is used when submitting.

Based on the application and provided documents, the authorized body (Rosreestr) makes one of the possible decisions:
- On registration of property rights.
- About suspension of registration.
- On refusal of registration.

How to pay a fee in State Services
To complete this procedure step by step you will need:
- Go to the Rosreestr website and form a request for a special code (UIN). It contains 20 digits.
- Receive the UIN by email.
- By clicking on the State Services portal, find a link with payments intended for Rosreestr.
- Enter the UIN numbers and click on “Next”.
- Enter information about who pays the fee (full name).
- Click on “Proceed to payment”, check all the details and click on the “Return to input” section.
- Select the payment option that suits you best and click on “Pay”.
A citizen has the opportunity to receive a receipt by email. The service will be paid. It can be ordered through State Services.
The fee must be paid no later than 5 days from the moment the registration papers were uploaded to State Services.
State duty amount
The cost of the service is fixed in Chapter 25.3 of the Tax Code. To register ownership of housing, a citizen will need to pay a state fee of 2,000 rubles. Applicant organizations are assessed a fee of 22,000 rubles.
Registration of ownership of an apartment under a shared participation agreement
When participating in shared-equity construction (DDU), registration of housing becomes possible when:
- the house is put into operation;
- a protocol on the distribution of residential premises was drawn up;
- the transfer and acceptance certificate of the object is ready and signed;
- The house is registered with Rosreestr and has a postal address.
The instructions on how to apply for registration with Rosreestr through State Services when participating in the DDU are the same as for regular registration.
Important! You cannot register ownership of an apartment if there is no technical passport for the building.
How to register ownership of an apartment through State Services
The citizen first needs authorization on the portal. You need to go to the site. It is called gosuslugi.ru. Next you will need to create an account. You need to click on the tab called “Personal Account”. To register for State Services, you will need to enter your first and last name in the fields. You will also need a mobile number and email. Then click the “Register” button.
After online registration, you must provide additional information in the generated user profile. In order for the Personal Account on State Services to begin functioning, confirmation of the user’s identity will be required. To do this, a citizen contacts a special one.
There you will receive an electronic signature certificate for a fee. You can also confirm your identity by requesting a password by email. After confirming the identity, the user can begin registering property through State Services.
Privatization of an apartment through State Services
The procedure is similar to the registration of housing when purchasing, exchanging or donating it. You need to do the following:
- Go to State Services and log in.
- Log in to your Personal Account.
- Click on .
- Fill out the application in the format provided by the portal.
- Attach additional papers by uploading them to State Services.
- Send documents.
Registration of ownership of an apartment during privatization involves the provision of such documentation as:
- social rent agreement;
- an agreement under which the municipality transfers living space to the applicant free of charge;
- certificates from persons entitled to privatization measures, but who refused them;
- internal Russian passport;
- certificate of family composition and from all persons living in the privatized dwelling.
The applicant will also need to upload a certificate to the State Services, which will confirm that he has not previously participated in privatization measures to obtain housing ownership.
