How to get a temporary passport


Form 2P and what it is

VUL is the 2P form. Often “people” use such a concept as “certificate 2P”. But there is only a temporary identity card, which is filled out strictly according to the template regulated by law. It has full legal force. A “certificate in form 2P” is also not issued.

To confirm your identity, you must have at least one document from the list:

  • passport for foreign travel;
  • license confirming driving status;
  • military ID;
  • certificate of criminal record - issued only to those persons who have been in prison and have completely paid off their sentence;
  • certificate confirming the fact of birth;
  • "maritime" certificate.

Together with the VUL, at the initiative of the applicant, a certificate is issued, which confirms that the main document is at the production stage, and form 2P was issued legally. There are no clear instructions prescribed by law for filling out such a document.

Cases in which a VUL is issued

A temporary identity card when replacing a passport is issued under the following circumstances:

  • Loss. According to the law, migration service employees consider this reason as negligence. This will result in a fine of 100 to 300 rubles.
  • Theft. In such circumstances, you must first contact the local police station, and only then - the territorial branch of the migration service. You must have a certificate on hand confirming the fact of theft.
  • The replacement is relevant when making any amendments to the citizen’s personal data.
  • Change upon expiration. Also, the reason for its replacement is reaching the age threshold of 20 and 45 years.
  • Damage to a document. It is prohibited to use a passport if it contains blurred stamps, torn or crumpled sheets, or entries that were not made by migration service employees.

The passport must be urgently replaced if any data inconsistencies are found in it. Therefore, carefully check each entry made by authorized migration service employees and the entire document for correct completion.

Validity period of the certificate and other nuances

A temporary identity card is equal in level to a passport of a citizen of the Russian Federation. Having this document with you, you can freely move around the country, purchase tickets for various types of transport, and carry out other actions. But! The certificate does not confirm the fact of registration at the place of residence, and it is also impossible to register a residence permit using it.

In accordance with the law, a “temporary temporary residence” is issued for two months. However, the period of a temporary identity card can be extended at the request of a person. A note about this is entered in a special column on the last page.

The temporary identity card of the Russian Federation is valid only on the territory of Russia. This document will not be valid abroad, and you will not be able to leave the country using it. As soon as you receive your new passport, your ID must be returned. There is no penalty if it is lost.

Rights and restrictions in the application of VUL

Although a temporary identity card filled out in Form 2P is a legal replacement for a passport, there are some nuances in its use. Let's look at the entire list of restrictions in more detail.

Employment

There are no restrictions on the use of VUL when applying for a job. The only thing is to provide documents proving your residence permit, registration of an official marriage, and the presence of children. However, some employers may refuse to provide a job position on the basis that only Form 2P is available. But this will be an illegal action.

Therefore, a refusal may serve as a basis for filing a complaint with the labor inspectorate or the Prosecutor General's Office. You can also file a claim in court against the organization that refused employment or against its employee. With the right approach, you can win the case and receive monetary compensation or a position in the company.

When registering a marriage

When legitimizing a marriage, Form 2P for a temporary identity card is absolutely useless. It cannot be used in this case simply because employees will not be able to stamp a registered marriage on the small VUL form.

In other government institutions, namely, in clinics, military registration and enlistment offices, post offices, there should be no refusals due to the provision of VUL.

Purchasing a ticket for passenger air transportation

Upon presentation of the VUL, no airline will sell a ticket for a domestic Russian flight. It’s another matter if, without having a basic identification document, you provide an airport employee with a foreign passport. Then there will be no problems. Please note that this restriction does not apply to the sale of train tickets.

Solving financial issues in banks

To resolve any financial issue, bank employees will require you to present your passport. They will not provide service if you provide a temporary ID. Of course, such a restriction is not stated anywhere at the legal level. It is dictated solely by security issues. Since the sample form 2 P is printed on plain paper, which can be easily obtained, the VUL is easy to forge and only a migration service employee can identify its authenticity.

Conducting notarial transactions

Providing notary services upon presentation of a certificate of form 2P is a common procedure with which there are no problems. The only thing is that when performing actions such as buying or selling real estate or a car, passport data will be required to be included in the purchase and sale agreement.

Is it possible to get a job with a temporary identity card of a citizen of the Russian Federation?

According to the employment requirements prescribed in Article 65 of the Labor Code of the Russian Federation , a citizen has every right to get a job by providing any identification document. Since a certificate issued temporarily replaces a passport, it is also suitable as such documentation.

An employer cannot refuse a Russian, and must register him as a member of staff if the employee will work officially. During unofficial employment, management does not look at the documents provided at all.

Obtaining a VUL when replacing a passport

Is marriage registration possible?

I would like to note that the registry office will refuse to register your marriage using a temporary identity card. And it will be legal. You will ask why? It's simple. The Family Code states that marriage is registered on the basis of a passport or other identity document. But, on the other hand, when registering a union, they put a corresponding stamp in the passport.

Where should I put it on my temporary ID? Such an action is simply not intended. The passport may have a stamp indicating divorce or marriage. Without it, you will not be able to confirm or deny information. And the registry office employee is obliged to check whether you are married even when submitting the application. This means that the only option is to wait for the passport to be issued.

So it turns out that, whatever one may say, a temporary identity card has certain limitations, although at some point in time it certifies who you are.

Procedure for issuing VUL form 2P

The procedure for issuing a VUL is quite simple. There are no pitfalls or restrictions for citizens of the Russian Federation. Let’s take a closer look at how exactly to obtain the 2P form.

Where to go and what documents are needed

VUL can be obtained at the territorial offices of migration services. All that remains is to choose which one to contact. There shouldn't be any problems with this either. But it is recommended to go directly to the department to which the citizen belongs geographically at his place of residence.

To obtain a VUL, you must have with you any document with which you can prove your identity. If you do not have one with you, then authorized employees will need some time to establish the authenticity of your identity. Please note that for adult citizens, a birth certificate is not such a document.

A photograph of 3.5 cm x 4.5 cm printed on matte photo paper is required. You will also need to fill out an application, but it is already issued on the spot. A sample to fill out will also be provided. In case of theft, you must attach a certificate issued by the police department when filling out an application and drawing up a report.

Dates of issue and validity

Form 2P is issued when applying to the authorized bodies. But only if the citizen can prove the authenticity of his identity by the presence of some other document. The entire operation takes no more than 10 minutes. Another thing is the queues that you need to stand in before you get an appointment with an employee of the territorial branch of the migration service.

A temporary certificate is issued for a period of 10 days if you apply at the place of official registration. This period increases to 60 days if you applied to the compulsory medical insurance at your actual location.

Reasons for refusal

Refusal to issue a VUL to a citizen is an illegal action. If compulsory medical insurance employees refuse such a service, citing the fact that it is necessary to verify the identity in advance, this is illegal (if, of course, the person has proven the authenticity of his identity through a document). Such actions are grounds for a complaint against the refusing employee to his management.

Note! If Form 2P was not issued, request the refusal in writing. It is your right. And on this basis, you can safely go to the head of the compulsory medical insurance, who is directly concerned with the quality of work of his employees.

What does a completed sample look like?

Filling out a temporary certificate is regulated by the 2nd Appendix to the Administrative Regulations of the Federal Migration Service of the Russian Federation. The template for filling out a temporary identity card should look like this:

  • form size – 17.6 x 12.5 cm;
  • the source is printed on perforated paper;
  • the name, date of issue and its validity must be indicated on the external part;
  • On the inside there is a photo of the citizen, his data, document number, name of the body, signature of the compulsory medical insurance officer and the necessary stamps.

The part where the extension is noted remains blank. As of January 1 of this year, the sample form 2P of a temporary identity card is relevant, it has not changed.

Extension and subsequent delivery of VUL

The maximum period for which a VUL is issued is 2 months. If for some reason the passport was not restored during this period, then the temporary identity card can be extended. To do this, you need to contact the territorial office of the migration service. Here you will also need to write a statement, and the employee will make a corresponding note on the form.

When receiving a new passport, you must pass the VUL. If your temporary ID is lost or damaged, you must write a statement. In this case, you will not have to pay fines.

How to get a temporary ID card?

According to the law, a citizen has the right to receive a temporary certificate even when he has submitted documents for passport restoration at a location other than his place of registration. Such a document is also issued to those who have lost their passport or become a victim of theft.

You need to contact the FMS at your place of registration. You can use the Internet and avoid standing in lines. However, even if you used a service such as the Unified Portal of State Services when submitting an application for passport restoration, you will still have to receive a temporary identity card of a citizen of the Russian Federation from the Federal Migration Service, since such papers are issued in person. This will become possible when your application receives the accepted status on the website.
