Filling out GIS housing and communal services: management agreement, templates and utility resources


Who can do this?

It is mandatory to add the relevant information to persons providing utility services, supplying utility resources and performing those works for which the consumer pays a fee in accordance with the law. Payment information can be added in one of the following ways:

  • Directly through your personal account.
  • Using the interaction of other information systems with GIS housing and communal services.

Organizations that are not direct performers, but through which payment is made, can only use the second method (clause 118 of the Procedure and methods for posting information, approved by the joint order of the Ministry of Telecom and Mass Communications and the Ministry of Construction of Russia No. 589/944/pr dated December 28, 2015).

Management contract status

Sometimes a management agreement upon placement acquires the status “Under approval”. Users who encounter this for the first time do not know what to do or how to continue posting information.

There are several cases in which applications for inclusion of an address in the register of licenses are generated and the posted management agreement acquires the status “Under approval”:

  • for the management agreement, an intersection was found with other agreements previously placed in the system on behalf of other management entities;
  • the control object was not found in the register of licenses of the subject of the Russian Federation;
  • the management period specified in the GIS Housing and Communal Services does not coincide with the data in the register of licenses of a constituent entity of the Russian Federation.

If you are faced with the fact that the posted management agreement has acquired the “Under approval” status, carefully check the dates you indicated and wait for the application to be approved. If the application is not approved within ten days, contact the State Housing Authority with a written statement or by telephone.

An equally pressing problem for information providers is the placement of a register of owners who have signed a management agreement. In previous versions of the system there was no such requirement. Now information providers are interested in what format to upload the register to the GIS Housing and Public Utilities and what data should be in it.

The legislation does not contain requirements for the content of the register of owners who have signed a management agreement. The register of owners is required only for the protocol of OSS of premises in apartment buildings (clause “a”, clause 20 of the Requirements for the preparation of minutes of general meetings of owners of premises in apartment buildings, approved by order of the Ministry of Construction of the Russian Federation dated January 28, 2019 No. 44/pr).

You can attach the register to the management agreement in free form in one of the formats supported by the GIS Housing and Communal Services. We advise you to responsibly approach the issue of depersonalizing personal data in the downloaded document. From July 1, 2021, liability for violation of the Federal Law of July 27, 2006 No. 152-FZ “On Personal Data” has become more stringent.

It happens that one apartment building is simultaneously managed by several organizations. This happened due to the fact that before the introduction of the Housing Code of the Russian Federation there were no clear requirements on how many organizations could manage one apartment building. The opinions of the owners of the premises on the method of management were divided; in some houses, different entrances began to be managed by the HOA and the management company. But GIS Housing and Communal Services allows you to place a house on behalf of only one organization.

In this case, the developers of the GIS housing and communal services acted in accordance with the law. In Part 9 of Art. 161 of the RF Housing Code states that only one management authority can manage an apartment building. In your case, the decisions of the owners made before the introduction of the Housing Code of the Russian Federation contradict the current legislation. To solve the problem, compulsory medical authorities are obliged to ensure the choice of MA.

Where is the list of works?

Below are instructions to help you find the list of works and services and make the necessary updates to it. It takes only a few minutes.

  1. Register on the GIS Housing and Communal Services website.
  2. Log in to the user's personal account.
  3. Find the directory section in the top menu and go to it.
  4. Select works and services on the loaded page.
  5. Proceed to adding services. If the service is standard, then you can use the directory to add it by clicking on the desired line. If you do not find a service in the standard directory, then add it by filling in the required fields.
  6. Save the entered data.
    Important! If you do not save, all entered information will be deleted from the system. Be careful when performing any operations in the Housing and Communal Services GIS so as not to lose important data.

Step-by-step instruction

  1. In the “List of managed objects” you need to hover the cursor over the managed object. In the drop-down menu, select the item: “Change object”.
  2. A window titled: “Change Managed Object” will appear. Click on the button: “Add service”.
  3. A window appears: “Adding a type of utility service.” In it you should click on the field: “Type of utility service” and select the value you need in the drop-down field. Next, you should fill in the fields with an asterisk and save the result. The screen will display detailed information about the added services and the managed object.
  4. All you have to do is click on the button: “Place the terms of the agreement” and confirm the placement.

Information on utility consumption standards

The placement of standards follows the same algorithm. In the drop-down list, instead of selecting information about applicable tariffs, select “Information on utility consumption standards.”

A window will appear with a list of utilities where you can add information about the standard.

You will be able to select the type of standard, utility service, utility resources required to provide the service, and validity period. When the necessary parameters are set, click the “Find” button.

Instructions for adding data on the amount of payment for residential premises

  1. Click on the icon and select the item “Information on the amount of payment for residential premises.” Here you can enter information about standards and tariffs.
  2. A tab will appear on which you should click the “Add” button. Fill out the required fields on the add page.
  3. Click “Add file” and attach the Minutes of the meeting of owners of residential premises as a picture or text document.
  4. After filling out all the fields, post the information using the appropriate button.

  • for mid-rise apartment buildings (50 – 70 apartments) – 3.5 thousand rubles
  • for multi-storey apartment buildings of a later type (from 70 apartments) – 5.5 thousand rubles

It is possible to adjust the cost depending on the total volume of the ordered work, the frequency of updating information, its uniformity, the availability of automated accounting and reporting tools, as well as information already available in the system that was entered before concluding an agreement with us.

In the direction of increase - a larger number of premises and information about them is higher than the average number: - the presence of non-residential premises rented out for use; – availability of a larger number of additional services for premises owners (parking, security, etc.).

Towards a decrease: – the amount of information posted before cooperation with us: – a smaller number of premises and owners compared to the average.

  • One-time (without concluding a subscription agreement) entry of information into the GIS Housing and Communal Services on general meetings of premises owners, including preparation for the meeting and drawing up minutes of the general meeting of premises owners in accordance with the requirements of Order of the Ministry of Construction of Russia No. 937/pr dated December 25, 2015. The procedure for entering information into the GIS Housing and Communal Services

  1. Studying the scope of the work to be done. Duration 1 – 2 days.

  1. Coordination of specific working conditions.

Recording the fact of payment

There is a special tab for this called “Recording of completed works and services.” According to the order of the Ministry of Construction of the Russian Federation dated October 26, 2015 No. 761/pr, the basis for filling it out are acceptance certificates for completed work.

Note! The information must be posted no later than seven days from the time the relevant document was signed. If the act is drawn up for a quarter, then the data is entered separately for each month.

In the “Period” tab, select the month you need. A list of scheduled jobs will open on the screen. The “Quantity” column indicates the number of jobs that were successfully completed. The values ​​in the “Cost” section are calculated automatically. You can upload photos as confirmation of the completion of this or that work.

Please remember that you cannot edit the data entered into the system. They can only be changed by adding new information.

Uploading templates to GIS Housing and Communal Services

Everyone knows that technical errors often occur in GIS housing and communal services. For example, an information provider uploaded a template to the system, the file was accepted for processing, but there was no result. The management of the management company is worried that an audit will come to them and it will be discovered that the information has not been posted. They will decide that the MA is dishonest in posting information. The question arises who will be responsible.

In this case, there is no need to worry prematurely. The legislation establishes a presumption of innocence: a person is subject to administrative liability only for those administrative offenses for which his guilt has been established (Part 1 of Article 1.5 of the Code of Administrative Offenses of the Russian Federation).

A legal entity is found guilty of committing an administrative offense if it is proven that it had the opportunity to comply with the rules and regulations, for violation of which the Code of Administrative Offenses of the Russian Federation provides for administrative liability.
