Place of residence – living space where a person is located in accordance with property rights or for other legal reasons (for example, according to a rental agreement). This could be an apartment, a separate house, office premises, a dormitory, or a nursing home.
The legislation of the Russian Federation establishes the following: it is necessary to register at a changed place of residence within a 7-day period from the date of change of address.
Without registration, a person will be forced to face many restrictions. He will not be able to obtain a pension certificate or international passport, obtain a loan or loan from a bank, find employment on an official basis, or seek medical help.
If a child does not have a residence permit, then his parents will not be able to receive child benefits, apply for a compulsory medical insurance policy, or stand in line for enrollment in kindergarten. Registration of a certificate for maternal capital and other benefits will also be unavailable.
Also, the lack of registration entails administrative or criminal liability. The first provides for the imposition of a fine in the amount of 2 to 5 thousand rubles for individuals, from 300 to 800 thousand rubles for legal entities that provide housing to people without registration. People with fictitious registration risk facing criminal liability: they can receive a fine of 100-500 thousand rubles or be imprisoned for up to 3 years.
Banks and credit organizations
Different banks have different requirements and different procedures for notifying about a change of registration address. If you have a simple debit card, some banks may not care in which region you are registered. If you have large loans, the bank may provide in the loan agreement a condition that you are obliged to inform it about a change of residence, specify the timing and procedure for notification. As a rule, the interest rate and the amount of payments from a change of residence do not change.

What documents are needed
In order to register at a new address, you will need to prepare the following documents:
- Statement;
- Passport of the applicant and the owner of the property (if a person is registering in an apartment that does not belong to him);
- Birth certificate, if a new registration is issued for a child under 14 years of age;
- Certificate of registration of the marital union of the parents, when registration is issued for the child;
- A document that establishes the right to use or own housing;
- Written permission from the other owners of the residential premises, if the applicant is registered in someone else’s apartment;
- Departure form;
- If necessary, written permission from the parent who will live separately from the child, and from guardianship officials (when minor children live in the apartment);
- Document establishing paternity or adoption of the child, if available.
The application contains the following information:
- name and address of the institution to which the application is sent;
- information about the applicant: full name, date and address of birth, address of previous place of residence;
- information about the owner of the residential premises;
- the grounds on which the applicant is granted the right to use or own residential premises;
- residential address;
- passport details of the applicant (series, number, when and by whom the document was issued).
When the registration is changed for a child under 14 years of age, an application is drawn up and signed by his legal representatives (for example, parents). A child over the age of 14 has the right to independently fill out an application and put his signature on it, but his parents must also sign.
If a person plans to apply to the Main Department of Migration Affairs of the Ministry of Internal Affairs or the MFC, then he is recommended to fill out an application directly at the institution in order to avoid possible mistakes.
The owner of the property must indicate the following information in his written permission:
- name and address of the institution to which the permit is sent;
- information about yourself: full name, residential address, year of birth, passport details (No., series, when and by whom it was issued);
- consent to move in and register the specified person (full name, date of birth, address of the apartment owner);
- number of copies;
- signature.

- discharge “to nowhere” (does not imply subsequent registration of registration in the near future);

In this section we will dwell on each of the above options and reveal them in more detail.
Change of registration
If immediately after discharge a citizen plans to register in a new place, then there is no need to undergo such a procedure. The fact is that upon re-registration, an extract from the previous place of residence will occur automatically - no additional documents will be required from the applicant (if desired, he can present a departure certificate). Registration registration includes several mandatory steps:
- preparation of documents. In order to update your registration, a citizen will need several papers - a Russian passport, a document proving the existence of rights to living space, as well as a house register (if registration is carried out in a private house). It is necessary to provide both originals and copies of the specified documentation;
Certificate of registration of the right to an apartment - visiting the passport office (you should focus on the office located in the area of your new place of residence). At the department, the employee will provide the citizen with an application in Form 6, in which they will need to fill out both the upper part (dedicated to registration) and the lower part (which will allow deregistration from the previous registration). - setting deadlines. after the employee receives the application and attached documents from the citizen, he will set a date on which the applicant will need to come to the department again;
- checking documentation. Over the next few days, passport office employees will check your documents. This may take them from two weeks to a month, depending on the workload of a particular department;
- issuance of passport. On a pre-agreed day, the citizen should come to the passport office and pick up his passport with updated data.

Extract "to nowhere"
In some cases, people prefer to be discharged without subsequent registration. This happens, for example, when selling a previous property. At the same time, it is important to remember that if a previous permanent registration is “reset”, a citizen will need to acquire a new one - permanent or temporary - in the next few months. Otherwise, a fine may be imposed on him.
A statement to nowhere is often used when selling an apartment
The procedure for deregistration is in many ways similar to the registration procedure and includes several steps that are already familiar to us:
- collection of documents. The only documents required for discharge from a citizen will be an internal passport;
- visit to the passport office. A citizen visits the passport office at his place of residence and fills out an application for deregistration. Since the application form is unified, you will have to indicate a new place of residence in any case, however, this information is not essential for discharge, therefore it is possible to indicate any address;
- handing over papers to an employee. Most passport offices take no more than a week to process an extract;
- obtaining a passport. At the appointed time, the citizen returns to the department and picks up his passport with the information about the discharge entered. In addition to the passport, the employee is also required to provide a departure sheet, which can later be used for re-registration (although its presence is not required). This sheet remains valid for a month.

Extract through a proxy
The involvement of a trusted person is used in extreme cases when the direct presence of the owner of the living space is impossible. Objective reasons for using this option are being in another country, inability to move, etc. In order for the authorized person to achieve his goal, it will be necessary to issue a special power of attorney, since a general power of attorney will not be enough. To obtain this document, please contact a notary.
Due to the fact that this issuance method is often used by fraudsters in their illegal operations, passport office employees are suspicious of such actions. Therefore, in order to avoid unforeseen events, it is recommended to contact the department in advance and notify it about the planned trip. Then the employees will immediately inform the citizen whether such an operation is permissible.
The power of attorney is executed by a notary
If deregistration through a proxy is approved, then this person will need to appear at the passport office and perform all the actions that we described in one of the two previous chapters. In addition to all the basic documents, the authorized representative will also need to provide his passport.
Checkout via the Internet
When extracting via the Internet, the “Government Services” portal is used, which allows you to send many applications without visiting government agencies. However, it is important to take into account that you will have to visit the passport office in any case - it is not possible to make changes to your passport remotely.

- go to the official website gosuslugi.ru;
- find the “Registration at place of residence/stay” section on the main page and click on it;
- find the option “Deregistration”;
- fill out the form provided. In order to enter information into the form, you will need to pre-register on the portal;
- select the appropriate branch where the citizen plans to give his passport;
- On the appointed day, come to the department with original documents.

As a rule, applications are reviewed by employees within 2-3 days, after which the user receives an invitation to the FMS (if his application was completed correctly and was approved).

How to change registration
There are several ways to apply for a new registration.
Through MFC
In order to change your registration at the MFC, you will need to complete the following steps:
- make an appointment by contacting an employee by phone (however, you can take a coupon for the electronic queue when visiting the center directly);
- prepare documents;
- on the specified date, come to the center and hand over the documents to an employee of the institution;
- receive a receipt for documents acceptance, which will indicate the approximate date of service readiness.
On average, the duration of registration of a new registration is up to 8 working days. After this, the person visits the MFC again, and a special stamp is affixed to his passport indicating the citizen’s new place of residence.
When a child’s registration changes, he will receive a certificate in Form No. 8.
Through government services
To use the government services web portal, you need a verified account. After authorization on the service, you will need to perform the following actions:
- Fill out an electronic application, indicating information from the passport, the child’s birth certificate and the document according to which the registration is made;
- Send an application to the Main Department of Migration of the Ministry of Internal Affairs;
- Receive an invitation to visit the Main Department of Migration Affairs of the Ministry of Internal Affairs on a certain date (notification will be sent by email to the user or in a mobile application - at the person’s choice);
- Go to the Main Migration Department of the Ministry of Internal Affairs along with the above package of documents.
A representative of the institution will check the information from the original documents with the information that the person indicated in his application. After this, a note about the new residential address will be placed in the citizen’s passport.

In this case, the person sends documents to change his registration directly to the Main Migration Department of the Ministry of Internal Affairs. An employee of the institution accepts them, after which he informs the applicant about when he will need to come to the department again.
The disadvantages of this method are queues and inconvenient opening hours. However, unlike the MFC, the period for providing the service is a maximum of 3 working days.
Change of registration in another city
What to do if you need to change your registration, but you are not currently at your new permanent residence. In order to change your registration in another city, you will need to contact the passport office or the Federal Migration Service located at your place of residence and submit the appropriate documents.
ATTENTION: This procedure in another city can only be carried out if you have a temporary residence permit. If you live in another place for less than 90 days and, accordingly, do not have a temporary residence permit, then you will need to come to your hometown to change it.
If you completely lack registration, then you have every right to contact any branch of the passport office or the Federal Migration Service on the territory of the Russian Federation.
Please note that the period for changing your registration to a new place of residence from another city may exceed the period for a regular change of registration by two times or more. So, it may take you 1.5-2 months to get the coveted stamp in your passport.
If, according to the law, you are required to register permanently at your new place of residence, but you have not done so within 1 month , then an administrative fine may be imposed on you.

Additional features and nuances
- There is no fee for registering and there is no state fee.
- What documents should I change after stamping my passport? You will need to change the documents for the car by registering it at a new address. Don't change
In some cases, changing the place of permanent registration does not require the citizen’s attention. This applies to the following types of documents:
- birth certificate;
- SNILS;
- temporary certificate;
- driver's license - its validity is not limited to certain regions of the country;
- an individual tax number (TIN) is assigned once for life;
These documents do not require changes when obtaining a new permanent residence permit.
