Children's playgrounds are installed by developers if their presence is specified in the improvement project. Thus, during the construction of housing, construction organizations are not required to install playgrounds, but at the same time, in most cases, they indicate playgrounds in the design of new buildings and residential complexes. Accordingly, upon commissioning, playgrounds must be installed. For developers, the benefit of installing playgrounds is that at relatively low costs, they significantly increase the attractiveness of a residential complex, since it is important for parents to have playgrounds nearby for their children.

Who is responsible for installing children's playgrounds in courtyards - in already built residential complexes

Municipal authorities are engaged in the arrangement of children's playgrounds in courtyards . It is the administrations of cities and districts that are allocated budget funds for the improvement of local areas within the framework of various federal and regional programs. At the moment (2019), the “Formation of a Comfortable Urban Environment” program is in effect, as well as the national project “Housing and Urban Environment”. In order to improve the playground in the courtyard, it is necessary to collect the votes of the apartment owners and submit an application to the administration. To do this, you must provide a sketch of the yard with all the objects, both already installed and new. In addition to the sketch, you will also need an inventory passport of the yard, information about the collection of utilities, an estimate, and minutes of the meeting of homeowners.

If the administration refuses to install a playground at the expense of the budget, residents of the yard can buy and install it at their own expense. In this case, the residents themselves determine their budget and the composition of the playground, as well as its design. It will be necessary to design a playground and obtain approval from the administration. After installation and commissioning, responsibility for maintaining the playground falls on the management company, which includes the playground in the technical passport of the house (if the playground is located in the local area).

If the playground is located in a courtyard area and not on a local property, then the question of replacement or modernization will have to be addressed to the municipal authorities, since the management company in this case has nothing to do with the construction of the playground. The law stipulates that the budget must include an amount for the modernization or construction of children's playgrounds. Due to ignorance, few people turn to the authorities with such requests and the funds are wasted for inappropriate use. If the city has its own official website, then often tenders are held on it for the distribution of funds for the construction of sites. In most cases, you can submit an application and, if you win, receive funds and hire a contractor to build or upgrade the site.

To submit an application to the relevant body of municipal authorities, you will need to not only collect signatures, but also organize a house-wide meeting to resolve this issue. The application, which will be sent to the city administration, indicates the number of those present and voting. You can use not only regular mail, but also an electronic portal, where there must be a form of communication with the administration. In most cases, one appeal is not enough, so you shouldn’t give up.

What kind of playgrounds can be installed in the building?

You can install various outdoor children's equipment in the yard: play complexes, sports complexes, equipment for children with disabilities, small play forms. Workout areas and street exercise equipment are also often installed along with the children's playground.

The most common are children's playgrounds and sports grounds, and playgrounds for the disabled are just beginning to appear in courtyards and parks in our country. The development of sports workout grounds combined with street exercise equipment is progressing at a rapid pace.

What laws regulate the installation of children's playgrounds?

Legislative regulation of the installation and operation of children's playgrounds is currently regulated by the Technical Regulations of the Eurasian Economic Union "On the safety of equipment for children's playgrounds." This regulation was adopted in 2017. This regulation is also based on GOSTs for safety that were adopted earlier, and these are about 14 GOSTs. These GOSTs contain safety standards, equipment requirements, test and measurement methods, etc. The technical regulations complement these GOSTs with more careful control over the materials from which children's playgrounds are made. Hygiene control and mandatory certification of children's play equipment are also being introduced.

GOST standards determine what kind of equipment for games should be, what it consists of (ropes, chains, foundation), what risks and hazards should be eliminated (for example, the possibility of hands or feet getting stuck in the structure). These standards must be taken into account when constructing, installing and using children's playgrounds. These standards also provide for regular visual monitoring of equipment and its inspection in order to detect wear, breakdowns, and acts of vandalism. Once a year, a basic inspection should be carried out, based on the results of which a report is drawn up, showing in detail the current technical condition of the playground and its elements.

Maintenance of children's playgrounds and sports grounds should be carried out regularly. It is necessary to lubricate the moving parts of the equipment, check the fastenings and coating of the platforms (for shock-absorbing properties). If necessary, carry out routine repairs and replace worn parts.
