How to become a participant in the “Resettlement of Communal Apartments” program
The operator of the program “Resettlement of communal apartments” is the St. Petersburg State Budgetary Institution “Gorzhilobmen”.
You can become a participant if you own a room in a communal apartment or rent such housing from the state under a social tenancy agreement, regardless of whether you are on the city waiting list or not. It is not necessary for neighbors to agree to move in to participate in the program. But first, the state will provide assistance to the inhabitants of those communal apartments where everyone agrees to settle.
Selecting the type of assistance under the program
The program provides for four types of assistance: budget subsidies, purchase of rooms in the city housing stock, exchanges, resettlement of communal apartments with the involvement of an investor.
Only those on the city waiting list can receive subsidies. Using the money provided by the state, adding your own funds, you must purchase an apartment within a year on the primary or secondary market of St. Petersburg and the Leningrad region.
Those on the waiting list can be the first to apply for the purchase of vacant rooms from the state in your communal apartment, and they will receive good discounts on them. The rest will have to purchase rooms at market value.
The third type of assistance is exchanges, in which Gorzhilobmen has specialized since Soviet times.
Attracting an investor is possible only with the consent of all residents to resettle. If all the rooms are privately owned, the residents can negotiate with the investor themselves and notify officials who will monitor how the parties fulfill their obligations.
If some of the rooms in your communal apartment are rented from the state, then the apartment will go to the city competition to attract investors, which is organized by Smolny officials.

What documents will be required
The package of required documents depends on the type of government assistance you choose.

The Housing Committee issued an order dated 04/07/2020 No. 339-r, according to which the validity period of all certificates for the provision of social payments, which expires from 04/01/2020 to 09/30/2020, will be extended without application by issuing orders of the Housing Committee for each recipient of social payments for upon expiration of the 12-month validity period of the certificates.

You take the collected set of documents to the district administration at your place of residence. She hands over the papers to the Housing Committee. All apartments that are resettled with the help of the state must be included in the so-called consolidated list. It is compiled by the Housing Committee. You can receive social benefits within two to three months, after your utility is included in the consolidated list. But relocating a communal apartment with the involvement of investors is not so easy. The wait may drag on for several years.
