The acceptance certificate for a completed construction facility is filled out using form KS-11, which was introduced into the document flow by Decree of the State Statistics Committee of the Russian Federation dated October 30, 1997 No. 71a.
It is used in the process of accepting buildings for industrial or residential purposes of any form of ownership - at the stage when they are built in full accordance with the agreed project or contract. The act is the basis for financial settlements between the customer and the developer. The act of acceptance of the facility into operation is drawn up in the KS-14 form, which is also approved by Resolution of the State Statistics Committee No. 71a. The main difference between the KS-14 form and KS-11 is that the signing of this document requires the participation of official structures, for example, architectural and construction supervision authorities. What precedes the signing of the act
Acceptance of a completed construction project is a complex and responsible process, the professional execution of which determines the safe operation of the building or structure . Therefore, you should approach this process very responsibly:
- First, the contractor informs the customer about the completion of construction work. The contractor submits a certificate of completion of work and technical documentation for the construction project.
- Next, a comprehensive inspection of the facility is carried out. A working commission is created by order of management, which should include representatives from both the customer and the contractor.
- The commission can determine from the first minute of its stay at the facility that it is not yet ready for commissioning or operation. This is indicated in the conclusion. Construction work must be continued and the facility must be completed according to the design documentation.

- The acceptance committee inspects the construction site and checks its level of readiness for operation . If there are no complaints, a corresponding act is drawn up.

Another document in demand in the construction industry is the act of commissioning a temporary structure. The document under consideration is drawn up according to the KS-8 form, approved by Decree of the State Statistics Committee of November 11, 1999 No. 100.
Temporary or non-title structures can be transferred by the developer for safekeeping. The act in form KS-8 is drawn up in 3 copies:
- the first one remains with the developer;
- the second is transferred to the person who accepted the structure for safekeeping;
- the third is given to the developer’s accounting department.

Where is the acceptance certificate for a completed construction of a gas distribution network facility used?
This document does not have an official form, but is quite often used in the gas industry. Its application is provided based on the provisions of Order No. 780 of the Ministry of Regional Development of the Russian Federation dated December 27, 2010. Thus, in clause 10.6.2 of Order No. 780 there is a rule according to which the acceptance of a completed facility within the framework of a gas distribution networks project can be formalized by an act corresponding to the form that is approved in Appendix G to the specified legal acts.
Acceptance of a gas distribution infrastructure facility by signing the act discussed in this section of the article is carried out by:
- chairman of the commission;
- representative of the design organization;
- employee of the operating organization.

Certificate of acceptance of premises after renovation
An agreement to carry out work implies that the contractor (also known as the performer) will perform it for the customer for a contractual fee in a volume determined in advance and agreed upon between the parties.
This indicates one of the mandatory features of such an agreement – remuneration. Confirming the payment can be done quite simply. The party simply needs to present a bank statement confirming the targeted transfer of funds.
But in order to consider a deal “closed”, the completion must be the drawing up and signing of an acceptance certificate for a certain type and scope of work. It is this document that can be considered clear evidence of the fulfillment of obligations under the agreement.
In what order should the acceptance certificate of completed work be signed?
As soon as the contract ends, persons representing the interests of the customer must be invited to the work site.
Together with the representatives of the contractor (performer) present, they inspect and evaluate the results of the work performed.
It is this moment that is a characteristic distinguishing feature of the works, which separates them from the concept of “service”. The latter, unlike works, cannot be directly touched, but can only be felt.
When accepting work, the following characteristics must be assessed:
- first of all, the quality of the work is assessed;
- then compliance with the agreed volume/quantity of work performed is determined;
- further it is established whether the deadline for completing the work was met;
- whether the work performed meets the requirements specified in the agreement.
As soon as the joint inspection and assessment of the work has been completed, representatives from each party draw up and sign an act of a certain format.
From the moment the signatures are affixed, the acts are transferred to the heads of the organizations between which the transaction was concluded for subsequent approval.
When the drawn up acts are fully agreed upon, seals are affixed to the signatures affixed by the authorized parties. It is from this moment that we can assume that the acts are valid and fully certified by the participants.
Since powers of attorney for signing such acts are usually not drawn up, an additional signature of the managers is required, as well as the presence of a “wet” imprint of the corporate seal of the participating organization.
The work completion certificate must be drawn up in two identical copies. One is transferred to the customer, and the second to the contractor.
Form for drawing up an act of completion of work and its structure
The act must be drawn up in free form. The same rule applies to the text of the document. As for the structure, it is clearly defined.
The “header” of such a document is structurally divided into two parts. The right one is necessary to indicate the name of the party acting as the executor, indicating the signature column for the manager (here his full name is deciphered and his position is indicated). On the left is similar data, but relating to the customer.
In the middle part the name of the document is written and the agreement to which it is being drawn up is indicated. Then the locality where the document was drawn up and the current date are indicated.
The text follows. The form of preparation is similar to the contractual one. This is due to the fact that the act is considered an integral part of the contract. The text clearly indicates what kind of work was performed and what its cost was.
The amount is displayed in numerical format and duplicated in words (as an additional decoding). It would be correct to indicate that each of the terms of the agreement regarding the performance of work has been fully fulfilled.
