Letter to Rostelecom about the refusal of imposed services under the article “Antenna” and the ban on processing a person

About company

Initially, PJSC Rostelecom was a home telephony provider. It was a state organization servicing almost all city numbers. It was also a cable television provider. All these services were paid for using a single payment document for utilities. Every year the company became larger and expanded the cities in which it provided services. This happened both through the opening of new branches and the acquisition of less powerful operators.

As for organizational issues, the key figures of the enterprise are Mikhail Osseevsky and Sergey Ivanov. It is impossible not to note the dry numbers from the official reports presented in 2019. According to them, the equity capital of the PJSC is about 262 billion. The value of all assets is estimated at 728 billion. And the net profit this year amounted to just over 16 billion rubles.

Thus, by 2021, Rostelecom is the largest provider of digital services in Russia. This includes home Internet, several types of television, home and mobile communications, smart home, business services and much more. All this can be connected in most populated areas of the country. Although the interactive television service has long been popular among subscribers, Rostelecom still supports cable television.

Tariff plan

Cable television from Rostelecom has only one tariff plan, valid for all users. It involves connecting the user’s TV using a special cable going into the apartment from a collective antenna standing on the roof. The tariff is automatically included in the single payment document for utilities. This became possible thanks to the cooperation of Rostelecom, the MFC of Moscow and the bank PJSC VTB.

The tariff includes about 50 main TV channels in Russia and the world. And it costs 245 rubles per month. All taxes are already included in the price.

Analog TV from Rostelecom

The All-Russian telecommunications provider gave its analogue television service the very original name “Antenna”. The service is available for connection to all interested subscribers. After its activation, clients gain access to a wide range of television channels, which, although broadcast in an analog signal, have impeccable image quality.

By connecting to TV, subscribers can expect access to all the most popular and in-demand television channels on a variety of topics. Among them there are such popular channels as:

  • First;
  • STS;
  • NTV;
  • Russia 1;
  • REN-TV;
  • Match TV;
  • Paramount Comedy;
  • Sports plus.

And the list of available TV shows is not limited to this list at all, including at least several TV channels of each topic.

As for the network coverage area, Rostelecom’s analog signal covers most of the Russian Federation, being available in most regions. Therefore, if you want to save money on television, but do not want to give it up completely, we recommend that you consider connecting to the “Antenna” option from Rostelecom.

One of the main advantages of using the “Antenna” option is that invoices for its payment are sent to subscribers along with a single payment document (UPD) for utilities and rent. This is very convenient, and many RT subscribers take this aspect into account when connecting to a provider.

In addition, it is noted that the company offers preferential discounts to some categories of its subscribers, which amount to 50% of the monthly subscription fee. The following clients fall under the category of subscribers who can count on benefits:

  • Low-income and single pensioners who receive a subsidy;
  • Disabled people living independently;
  • Heroes of Labor;
  • Heroes of the Russian Federation;
  • Knights of the Order of Glory;
  • Families of pensioners who receive a subsidy.

Benefits for certain groups of citizens

Some Russian residents can count on an impressive discount. Namely 50%. Every month, half of the subscription fee will be automatically deducted. The following groups of citizens can apply for such benefits:

  • Heroes of the Soviet Union;
  • Pensioners who are forced to live alone, as well as those who have appropriate benefits for housing and communal services;
  • Other pensioners receiving a discount on housing and communal services;
  • Disabled people who have to live alone in an apartment;
  • Heroes of Russia;
  • Winners of the military award of the Soviet Union.

How to connect cable TV Rostelecom in Moscow

Every resident of a Soviet-style apartment building must have cable TV connected, if it has not been disconnected previously. To check, you can either call the provider’s customer service line and clarify the question, or wait for the postman with a document to pay for utilities. If there is an item with analog TV, then you can safely use it. All that remains is to lay the cable and connect it to the TV.

If your home does not have a collective antenna from Rostelecom installed (for example, it is new), then the connection procedure becomes significantly more complicated. The device itself is expensive and is not connected for the sake of one resident. It is necessary to collect the subscriptions of the majority of residents and contact the Rostelecom support service. Specialists will install the antenna and lay cables in each apartment. However, it is important to note that all of this comes at a cost. We will consider the cost of the services of the masters later.

If there is a collective antenna at home, but you are not connected to the service, then you just need to go to the Rostelecom sales office in person, fill out the appropriate application and start using cable TV. Again, if there is no cable in the apartment, you will have to pay specialists to install it.

Analog or digital TV

Until October 2021, there were officially two TV broadcast formats in the Russian Federation:

  • analog signal;
  • digital signal.

The first of them has a continuous structure and today is considered an outdated format due to its vulnerability to interference, which directly affects the quality of the picture and sound.

The digital format is based on encoding a signal that is easier to transmit. By eliminating information loss, the picture quality becomes an order of magnitude higher and high image clarity is ensured.

Despite the complete transition of all regions of the country to digital, analogue broadcasting has not been completely interrupted, and the number of analogue channels is not large (about 10), while at least 50 stations are available in digital broadcasting.

To receive both analog and digital signals, you need an antenna (digital signals simply require an additional device for decoding the encoded signal). In order for the TV to show a picture, you need to connect it to a receiver, which can be a collective antenna from Rostelecom.

    • The image quality leaves much to be desired;
    • There is only one tariff plan. There is nothing to choose from, and you cannot connect additional channel packages;
    • There are no functions inherent in interactive television (viewing control, multi-screen, etc.);
    • Often the service is included in a single payment document even if the client does not use it. Therefore, you need to go personally to the nearest Rostelecom office and disconnect, which takes time and effort.
