For citizens with disabilities, having their own car means freedom of movement - in Russia, public transport is almost not equipped with special devices for the disabled. But the state has made sure that each parking lot has special spaces for people with disabilities. Such zones must meet the requirements established at the legislative level.

Number of parking spaces

In accordance with Code of Rules 59.13300, in each parking lot, at least 10% of the total area is allocated for parking spaces for disabled people (but not less than 1 space), including 5% of special spaces for vehicles of disabled persons in a wheelchair. The calculation is carried out as follows:

• up to 100 places – 5%, but not less than one;
• 101-200 – 5 car spaces plus 3%;
• 201-1000 – 8 parking spaces plus 2%;
• From 1001 – 24 spaces and an additional 1% for every subsequent 100 spaces.

Parking for a disabled person: rules, sign action and fine

It is recommended to install the sign at the end of the designated area. The driver who approaches the parking lot must clearly see it. If the sign is placed at the very beginning of the parking lot, then people may think that the entire area is reserved for places for people with disabilities.

The Code of Administrative Violations (Code of Administrative Violations) has an article regulating this issue. So, for the lack of parking for disabled people, a fine of 3,000 to 5,000 rubles is imposed. After this came into force, parking lot owners had a choice: constantly pay a fine or create special parking spaces. Most chose the second option, and it is now rare to find a parking lot that does not have an area for people with disabilities.

Location relative to the ramp

Parking spaces for vehicles of disabled persons are recommended to be located closer to the entrance to the building, but no further than 50 meters; near residential buildings - no further than 100 meters. It is advisable to place them on the side where the ramp is located.

Attention: Stopping areas for special types of public transport intended only for persons with disabilities (social taxis) must be organized no further than 100 m from the entrance to public institutions.

SP 59.13330 indicates the updated dimensions of the parking lot and specifies options for its designation. The marking of car spaces for disabled people in a wheelchair is carried out according to dimensions of 6.0 x 3.5 m - this allows you to create a safe area on the side and behind the car - 1.2 m. These dimensions are due to the presence of an additional path for the possibility of driving in a wheelchair, so that the citizen can fully open the doors, take out a seat, sit in it and drive between other cars.

Penalty for parking for disabled people

Until 2011, the penalty for parking in a disabled person’s space was only 200 rubles. This amount could not stop the drivers, so the administrative penalty was increased significantly. There are no plans to increase fines for such traffic violations in 2021.

Location in different types of parking lots

If the parking lot is multi-level, then parking spaces for people with disabilities must be located on the floor that is closest to the surface of the ground. They need to be grouped near the elevators and exits. Lifts for the movement of disabled citizens in wheelchairs provide connection between the parking lot and other floors of the building. Such special devices must be marked with special symbols.

In addition to separate parking lots, parking for the disabled can also be located along a public roadway. However, several criteria must be met:

1. Specialized parking spaces along transport communications should be located when the road slope is less than 1:50.
2. Parking for disabled persons is not permitted on roadsides. This does not meet safety requirements - a citizen getting out of the car may immediately find himself on the roadway. Parking should be provided only in “pockets” of the road.
3. The dimensions of parking spaces that are parallel to the curb must provide access to the rear of the car for the use of a ramp or lift.

Thus, the dimensions of the sign “Parking for the disabled” according to GOST ensure the optimal organization of a parking space for a disabled citizen. The legislation provides for the provision of parking lots for persons with disabilities.

Rules for parking cars for disabled people

The rules for stopping and parking in areas allocated for vehicles belonging to or transporting disabled people are regulated by Article 12.19, Part 2 of the Administrative Code. It states: violations of the rules for stopping a car at specially designated areas are considered administrative, and a fine of 3,000–5,000 rubles is imposed as punishment.

For parking lots where parking spaces for disabled people are organized, a special device is provided. The width of the site should be at least 3.5 m (usually 2.5 m). This is done so that the driver or passenger can open the door completely, unload the stroller, make U-turns when moving, and drive freely between other cars.

Parking spaces for disabled people are allocated in various parking lots near shopping centers, clinics, hospitals and other socially significant places. Parking spaces for persons with disabilities must be marked with sign 6.4 in combination with a duplicate sign 8.17, as well as corresponding markings 1.24.3. Responsibility for failure to comply with the rules of stopping and parking in places intended for transport of disabled people is provided for in Article 12.19, Part 2 of the Code of Administrative Offenses of the Russian Federation. The traffic rules currently do not provide for special signs giving the right to stop only to vehicles intended for transporting people with disabilities, while parking areas for vehicles for people with disabilities are clearly marked. In the traffic rules there is a sign 8.17 “Disabled”, indicating that the action of the road sign 6.4 “Parking place” applies only to special motorized wheelchairs and cars equipped with a special “Disabled” sticker.

Parking spaces for vehicles driven by disabled people or transporting disabled people should be located near the entrance to an enterprise, organization or institution accessible to people with disabilities, but no further than 50 m , from the entrance to a residential building - no further than 100 m .

Vertical sign in a parking lot

SP 59.13330.2016 - 5.2.3 Each allocated parking space must be marked with road markings and, in addition, in the area near the building - with road signs, inside buildings - with an accessibility sign made on a vertical surface (wall, rack, etc.) at a height from 1.5 to 2.0 m.

Traffic rules of the Russian Federation Sign 7.17 “Disabled people” are used with sign 5.15 . It indicates that parking in this area is permitted for vehicles driven by disabled drivers or transporting disabled people.

Accessibility symbols must be located both on the asphalt (reference size 0.75 x 0.75 m) and in a vertical position in front of each parking space at a height of at least 1.5 m so that they are visible above the cars. A vertical "disabled person" sign in a parking lot is necessary so that a disabled person can easily find a special parking space, even if the road markings are difficult to see (for example, due to snow).

Dimensions of parking spaces for disabled people

SP 59.13330.2016 - 5.2.4 The marking of the parking space (parking) for vehicles of a disabled person in a wheelchair should be provided with dimensions of 6.0 x 6.0 m, which makes it possible to create a safe area on the side and behind the car.

If the parking lot provides space for regular parking of disabled vehicles in wheelchairs, the width of the side approaches to these vehicles must be at least 2.5 m .

Special parking spaces must be wider than a standard parking space. Disabled people in a wheelchair or a support person will not be able to park in a standard parking space 2.5-3 m wide. When getting out, a disabled person must fully open the car door, place a wheelchair nearby (either independently or with the help of an accompanying person) and, after transferring into it, turn around to go to the in the right direction.

The free area next to the machine must be at least 1.2 m . An expanded passage is also necessary for disabled people who move with the help of walkers and crutches (support aids). It is permissible to make one pass for two parking spaces.

Parking spaces are marked, but the dimensions are not observed.

If there is a ramp onto the sidewalk , then it is necessary to install a ramp. It should be convenient for entering a parking lot or road: - the ramp is created by lowering the curb;

— the width of the ramp should be at least 90 cm, preferably more;

— the curb should be in the corner of the parking lot;

For pedestrian paths in cramped conditions along the edge of the parking lot (parking lot), it is necessary to provide measures to prevent the possibility of vehicles leaving and partially or completely placing within the dimensions of these pedestrian paths.
