The AHML assistance program for the Russian Federation was approved on April 20, 2015. With dom.rf, mortgage payments are easier. 4.5 billion rubles were allocated from the federal budget for the restructuring of mortgage loans.

The restructuring procedure took place as follows:

But payments under insurance contracts concluded as part of a mortgage are not restructured and the obligations to pay them remain with the relevant party to the contract.

The interest rate on the restructured loan remains unchanged throughout the entire loan term and cannot exceed 11.5% per annum for foreign currency loans, and in effect at the time of restructuring for mortgages in rubles. Debt on loans in foreign currency is converted into rubles at a rate lower than the current exchange rate of the Central Bank at the time of restructuring.

The terms of the offer were favorable and applications for restructuring the mortgage debt were submitted to Russian banks. The funds allocated by the state were spent before the offer expired. But the program was not closed. A Government Resolution was issued to allocate an additional 2 billion rubles to help needy borrowers. As of May 1, 2018, the balance of allocated funds is 429,094,840.05 rubles, and citizens who took out housing on credit can still participate in the restructuring. Services within the offer are provided free of charge. But not all Russian banks take part in the program. Social mortgages from Dom.rf are issued to doctors, teachers and scientists living and planning to purchase housing in Moscow and the Moscow region.

Mortgage parameters:

  • rate – 8.75% when purchasing an apartment in a new building and 9% for finished properties;
  • repayment period – 10 years;
  • first installment - paid by the Government of the Moscow Region (no more than 50% of the housing price).

Objectives and requirements of AHML

The state will suffer huge losses if citizens suddenly begin en masse to refuse to fulfill the terms of the contract on their part. In order to avoid this, the government decided to allocate part of the money from the state budget to help citizens who have difficulty paying.

Initially, the AHML program provided conditions under which the state would issue 20% of the outstanding loan balance at the time of signing a loan restructuring agreement.   • The duration of the mortgage agreement should not be less than one year from the date of filing the application under the AHML program.

How to get a loan through the Home Mortgage Lending Agency?

In order to receive a mortgage loan at a preferential rate, you must meet the requirements of each specific program. For example, you can get a mortgage at 6% per annum only if the family has children born between 2021 and 2022. The highest rates are provided for home purchase programs on the primary and secondary markets for all categories of borrowers. Only military personnel, large and young families, and public sector employees can count on preferential conditions.

Standards, parameters and conditions

The Agency has developed and applies “Standards for procedures for issuing, refinancing and maintaining mortgage loans.” According to the standards, loans are issued for a period of 36 to 360 months. Requirements for borrowers:

  • The borrower's age is from 21 to 65 years;
  • registration at the place of residence/place of stay in the Russian Federation;
  • capacity;
  • no more than four co-borrowers;
  • experience of at least one year;
  • verified income, meets creditworthiness and solvency requirements.

For a military mortgage:

  • Participation in the NIS is mandatory;
  • citizenship of the Russian Federation;
  • age from 25 years.

For social mortgage:

  • experience of at least three years;
  • highest or first qualification category, academic degree;
  • willingness to enter into an employment agreement for a period of at least 10 years.

AHML provides for certain requirements for borrowers and real estate purchased on credit. For example, it is allowed to purchase only residential premises that comply with the requirements of housing legislation, are not in disrepair and are not registered for major repairs with resettlement. The wear rate of such a building should be no more than 70%.

Interest rates on AHML loans range from 6 to 9.75% per annum in rubles. The lending limit is provided separately for each mortgage program, but on average ranges from 500 thousand to 8-20 million rubles.

The State Agency for Housing Mortgage Lending can issue mortgages only to persons with Russian citizenship whose age at the time of full repayment of the loan will not be more than 65 years.

In case of failure to pay the loan on time, the borrower will be obliged to pay accrued penalties and fines in the amount of 1/366 of the key rate of the Central Bank of the Russian Federation.

In a situation of malicious and systematic violations, the creditor has the right to demand termination of the contract and return of the balance of the debt, as well as foreclose on the collateral.

Non-payment and violation of the terms of the agreement will lead not only to a deterioration in the client’s credit history, but also to additional costs.
