The agency provides services that are conditionally divided into 2 categories: for those who intend to apply for a mortgage (in accordance with the AHML sample), and for those who cannot repay their mortgage debt.
The first case provides the following options:

Anyone who has already taken out a mortgage and is faced with the problem of repaying it can:

- restructure the loan (requires the appropriate application form)
It is worth considering that not every borrower can use the services of AHML. The agency provides assistance only in special cases.
Preferential offers
In addition to standard programs, the bank has implemented special offers for certain groups of the population. The programs imply a reduction in interest rates and even more favorable lending conditions.
Purchasing real estate for the military
The program involves providing a loan for the purchase of an apartment in a new or secondary building. Military personnel who participate in the NIS qualify for the conditions. Mortgage lending with state support for families

Special offer for living social workers in the Moscow region

Regional program with a reduced rate

What categories of citizens can count on help?
First of all, the bank client must be a citizen of the Russian Federation. The agency puts forward the following requirements, subject to which a person has the right to use the organization’s services:
- the borrower must have/care for at least one minor child. The more incapacitated children the debtor has, the greater the chances of approval of the application;
- if the borrower does not have minor children, but is disabled or a combat veteran, the Agency is ready to provide assistance.
A borrower supporting a full-time student under 24 years of age can also count on assistance.
Requirements for the borrower
In order for you to be approved for a mortgage loan at AHML JSC, you need to meet certain requirements:
- be a citizen of the Russian Federation;
- be registered on the territory of the Russian Federation;
- reach 21 years of age, but at the time of repayment of the mortgage be not older than 65 years;
- be officially employed or registered as an individual entrepreneur (or be the owner of a business);
- work for at least 3 months in one organization, be able to confirm break-even activity as an individual entrepreneur for at least two years.
What documents are attached to the AHML application?
Those who intend to apply for mortgage refinancing must provide the following package of documents:
- photocopies of all pages of the passport;
- papers confirming the financial position of the borrower for the last 90 days (copy of the work book, personal income tax form of income certificate, etc.);
- papers confirming the borrower's social category (birth certificate(s) of the child(ren), veteran's ID, etc.);
- photocopies of existing mortgage documents;
- free form application.
Important to remember! The list of documents mentioned is not exhaustive. If necessary, the creditor has the right to demand the provision of additional papers.
Real estate requirements
Real estate purchased with a mortgage must also meet certain requirements.
You must prepare the following documents:
- assessment report (at your expense);
- contract for shared construction if you buy an apartment in a new building;
- purchase and sale agreement (donation), extract from the Unified State Register of Real Estate, registration certificate, if you are purchasing ready-made real estate.
Regional mortgage programs may establish additional requirements. For example, in Moscow and the region, according to regional social mortgages, real estate must have a certain area:
- per resident - no more than 33 sq. m;
- on two - no more than 42 square meters. m;
- for three or more - do not exceed 18 square meters. m per person.

The Housing Mortgage Lending Agency is a government agency that makes the restructuring of mortgage loans easier and faster. The main advantage of AHML mortgage programs is friendly interest rates for any program and focus on clients with different financial capabilities. Conditions for early repayment of mortgage
Early repayment of the loan is made at the request of the borrower. You can submit it through the “Personal Account” on the AHML website (at least 5 working days before the early payment date) or at the VTB Bank office (at least 15 calendar days before the early payment date). In case of partial repayment, the bank, at the choice of the borrower, recalculates the payment schedule towards:
- reducing the term of using the loan;
- reducing the monthly payment amount.
An application is not required if early payment is made at the expense of state support funds (including maternity capital). When these funds are received, the loan term is reduced. CONDITIONS OF PARTICIPATION IN THE STATE PROGRAM AND REQUIREMENTS
The state support program is not available to all citizens, but only to those who find themselves in difficult life situations. All categories are designated in the Resolution dated August 11, 2017. However, by decision of the interdepartmental commission, the conditions can be revised, but within clearly defined limits.

In accordance with paragraph 7 of Resolution No. 961, by decision of the interdepartmental commission, the amount to be reimbursed can be revised and increased at the request of the creditor bank, but not more than twice. In order to become a participant in the program, you must simultaneously meet all the conditions and requirements specified in the law. Their general list looks like this:

- requirements for the mortgaged property;
- criteria of the loan agreement;
- conditions of the borrower's financial condition;
- requirements for your own real estate.
The conditions for obtaining restructuring are specified in paragraph 8 of Resolution No. 961. Moreover, it is established that the borrower must meet all criteria, with the exception of the permitted deviation of 2 points, which will be analyzed by an interdepartmental commission.
WHO CAN APPLY FOR GOVERNMENT SUPPORT?
The following categories of the population can take advantage of financial support for mortgages from AHML:
- Parents or legal guardians with children under the age of majority.
- Persons with disabilities and parents of disabled children.
- Citizens who took part in hostilities.
- Persons whose guardianship includes dependents under 24 years of age (students, students, graduate students, interns, interns, etc.) studying full-time.
- At the same time, there are a number of conditions regarding the client’s financial condition:
- Reduction in monthly income by at least 30%.
- The total average monthly earnings of the borrower and other members of his family for at least 3 months should not exceed the subsistence minimum in double the amount for each person (monthly mortgage payments are taken into account).

REQUIREMENTS FOR A MORTGAGE AGREEMENT
Not every “problem” loan can be restructured. The state has established special requirements and conditions in this regard:
- Increase in the monthly payment amount by 30% or more. The first payment and the last one, which was made before submitting the application, are subject to comparison.
- The lending bank must be a participant in the assistance program.
- The original mortgage must be at least a year old at the time you apply for assistance. Exceptions are cases when a loan was taken to repay a housing loan received more than 12 months before the date of drawing up the restructuring document.
- Providing the bank with an application and a complete package of documents.
Paying attention to paragraph 1, we can conclude that for the most part the restructuring program is aimed at foreign currency mortgages. It is under such agreements that it is quite expected that the payment has increased by a third or more, since the US dollar, in the period from 2014 to 2021, has almost doubled in price. This also follows from the restructuring procedure, where among the simultaneous changes to the loan agreement, “change of currency to rubles” is indicated. However, this condition is not directly stated, that is, if the mortgage is in rubles (including the refinancing of a foreign currency mortgage into rubles), it makes sense to submit an application.
In other cases, as a rule, mortgage agreements imply a fixed or decreasing payment and a single interest rate for the entire payment period, which does not meet the requirements. The contribution amount may be changed due to debt restructuring without adjusting the term, variable rate or other factors.
Important! The total amount of credit debt, including arrears, and previous participation in the restructuring of the agreement do not matter. The client interacts with AHML through an intermediary acting as an agent bank to which the initial application is submitted.
WHAT MORTGAGES CAN BE RESTRUCTURED?
Russian legislation has established certain criteria that property acquired using loan funds must meet. These include the following:
- This living space must be the only one owned by an individual and all members of his family (it is assumed that the borrower and another person from his family have a total share of less than 50% in other real estate).
- The purchased property must be located in one of the populated areas of the Russian Federation and serve as collateral for the mortgage.
- The program applies to all types of living space, including those acquired under an equity participation agreement.
- Criteria for the real estate property itself: one-room apartment in an apartment building - up to 45 sq. m. m., if there are two living rooms - up to 65 sq. m., if the room has three or more rooms - up to 85 sq. m. m.

Participation in the AHML program

- The bank is obliged to provide the mortgage that was drawn up when concluding the primary mortgage agreement. Typically, a request to the bank archive takes from 2 to 4 weeks.
- After completion of all formalities, the package of documents is transferred to Rosreestr for state registration.
Important! Registration with Rosreestr takes 5 working days. This procedure will be the final stage of obtaining a mortgage loan.
Participation in AHML's preferential mortgage lending programs is especially attractive due to its interest rates and focus on categories of citizens with limited financial capabilities. The only drawback is that this procedure can take quite a long time. Borrowers should be aware that they will not be able to solve their credit problems quickly. Therefore, it is necessary to apply for participation in such a program in advance, without waiting for a critical moment.

How to apply?
The internal rules of VTB 24 do not provide for a separate mortgage restructuring program, but you can apply for it through the bank’s official website. Once you visit the website, you need to select the refinancing tab.

Next, an electronic questionnaire will appear before the client’s eyes, the fields of which will need to be filled out:
- Last name, first name, patronymic of the borrower, date of birth, place of permanent residence, passport details and contact information;
- Details of the restructured loan (type - mortgage), amount of the down payment and date of receipt of the loan;
- Documents confirming income;
- Employment or lack thereof.
After filling out and sending the application, it will be considered in the general manner, after which the applicant will be called back at the number specified by him or written by email. It is important to take into account that the service will be provided to the borrower only if he has all the required documents.
You can also submit a handwritten or printed application in two copies on white A4 paper, a sample of which is located at the stand at the branch of the financial institution.
Drawing up an application yourself
Many clients prefer to submit an application for restructuring of mortgage debt, drawing it up in any form. This is not prohibited, but you should not load the text of the document with redundant small details.
Even a free application form is drawn up at a bank branch. The text indicates the prevailing circumstances due to which the borrower needed restructuring and solvency decreased.
In order for such a petition to be approved, it is important to indicate really compelling reasons, without emotional overtones, only facts supported by documents. The debtor's credit history must be impeccable and there must be no previous delinquencies.
So, if during the last three months the borrower has not made monthly payments and interest, he will most likely be denied restructuring. However, no one forbids you to try, besides, filing an application is free, and the bank is more interested in the money than in the mortgaged property.
The structure of the application must contain details of the institution to which it is submitted, the name of the document, information about the loan agreement with the terms of the mortgage and the date of the agreement, the grounds for the application, the date of the first delay, and a specific request regarding the option to change the terms of the agreement.
If a refusal is received
Even if, after submitting an application and documents for mortgage restructuring through VTB 24, a refusal was received, you should not immediately panic. This only means that we need to look for other ways to solve the problem. In particular, you should not discard the option of going to court.
However, before this you need to find out the reason for the refusal from the bank. It is likely that it will be completely removable and the request can be submitted again. If everything is done correctly, taking into account the shortcomings of the last time, VTB 24 may approve the request.
If, even after correction, a refusal is received, there are two options:
- Ask for refinancing (on-lending). Apply for another loan to pay off debt in another banking institution, which is possible in many banks even without leaving home, via the Internet;
- Try to get a new loan without refinancing if the balance is not too high.
The best option in a difficult financial situation is government assistance in the form of benefits in the amount of up to six hundred thousand rubles to repay part of the debt. Government Resolution 373 on support for mortgage borrowers
In the spring of 2015, a meeting of the Government Commission on Economic Development and Integration was held, the purpose of which was to determine a plan of action and measures to ensure sustainable economic development and social stability of society. As a result of consideration of many global and local issues, the Ministry of Construction of the Russian Federation prepared a Decree of the Government of the Russian Federation dated April 20, 2015, or an “anti-crisis plan”, according to which borrowers with a difficult financial situation and an existing mortgage loan will be able to receive assistance from the state.
This regulatory act provides certain categories of the population with the right to debt restructuring.
The support mechanism used has the following characteristics:
- the duration of the period of assistance to borrowers ranges from 6 months to a year;
- the lender (bank) has the right to compensation for lost profits or losses from borrowers with a difficult financial situation;
- the maximum amount of such compensation cannot exceed 200 thousand rubles.
The program is implemented and financed by the Housing Mortgage Lending Agency. The adopted legislative act contributed to an increase in the authorized capital of AHML to 4.5 billion rubles, which will certainly play only a positive role in the process of providing assistance to problem mortgage holders.
At the moment, support is provided through the restructuring of a mortgage loan, which is carried out through the conclusion between the parties (bank and borrower) of an additional agreement to change the terms of the concluded agreement or through the conclusion of a new agreement in order to fully repay the existing debt.
Features of AHML programs
This program was developed back in 2015. However, there were so many people who wanted to solve their mortgage problems with the help of government support that the budget limit was quickly exhausted. Due to this, the program was temporarily closed.
In 2021, the government introduced new legislative changes to the program and it was successfully relaunched.
Now the program has several features:
- Borrowers who find themselves in a difficult financial situation and cannot repay their mortgage debt on time are given the opportunity to restructure. This allows you to reconsider the terms of the loan agreement. In this case, a new agreement with amended terms or an additional agreement to the old agreement is concluded. The purpose of this program is to reduce the financial burden and provide the borrower with conditions under which he can correctly fulfill debt obligations;
- with the help of state support, you can receive funds for partial repayment of the mortgage in the amount of no more than 30% of the amount, while the nominal amount of funds cannot exceed 1.5 million rubles;
- This procedure is provided by the state once and cannot be repeated.
If budget funds are provided as partial repayment of the mortgage debt, the restructuring procedure is carried out by the credit institution on the following conditions:
- mortgage loans issued in foreign currency are subject to re-issuance only in national monetary units, that is, in rubles;
- the interest rate under the terms of refinancing should be no more than 11.5%;
- writing off part of the debt in an amount not exceeding 1.5 million rubles;
- penalties for unpaid amounts are not assessed, except in situations where this decision is made by the judicial authorities;
- the terms of execution of the loan agreement cannot be reduced without the participation of the borrower.
AHML's mortgage programs are in many ways similar to similar products of other credit institutions, but at the same time they have a number of their own individual features. For example, the interest rate for using a loan will depend on standard factors:
- total loan amount;
- validity period of the mortgage agreement;
- the amount of the down payment;
- the value of real estate serving as collateral;
- availability of issued insurance products.
