At what age should I enroll my child in school?

The Law “On Education in the Russian Federation” No. 273-FZ dated December 29, 2012, in Article 67 states that children begin to study at the age of 6.5 years, but not later than they turn 8 years old. All educational institutions are subject to the instructions of this law, therefore:

  • schools in St. Petersburg accept children aged 6.5 to 8 years;
  • If parents want to send their child to study earlier or later than the specified dates, they write an application addressed to the director, who makes a decision: to accept the child or refuse admission.

How to choose a school

You will have to choose a year or two before the start of registration of first-graders for the next school year. In educational organizations, preparatory courses (“preparatory courses”) are held for future young students. Such courses last one or two academic years until the cherished first of September, when children go to first grade for the first time.

  • poor educational performance (low scores of students in the Unified State Exam, Unified State Exam, poor results in Olympiads);

  • It is inconvenient or unsafe for the child to get to school on his own.

Stages of admission to 1st grade

The stages of admitting children to first grade in St. Petersburg were approved by the Education Committee by Order No. 2139-r dated July 22, 2019.

In what periods are future first-graders enrolled:

  • from 12/15/2019 to 09/05/2020 they accept papers from beneficiaries;
  • From January 20, 2020, enrollment in schools began for children living in the territory assigned to the school microsite. Register until June 30, 2020;
  • from 01.07.2020 they will begin to register children not according to registration. Students will be accepted for training only if there are available places.

There are three reliable ways to find out which school a house is attached to in St. Petersburg in 2021.

  3. Find a list of houses assigned to the school microsite. The Department of Education requires schools to display this information on their websites.

  2. Find your district in the sign, open a document with information on assigning micro-sites to educational institutions in this district (these are photocopies of the same orders that are posted on the official pages of St. Petersburg districts, only with faster access).

Entering first grade

The child was supposed to go to first grade in the city of Perm in September, and I was unexpectedly transferred to St. Petersburg for work. “If in our hometown of Perm we had such difficulty entering a normal school (not by registration), then in St. Petersburg it is simply impossible,” that’s what I thought. But she didn’t let go and began to act. I had no acquaintances or friends in St. Petersburg, there was no one to consult with. Therefore, we had to think through the logic of action ourselves. Thanks to my husband, who was there and helped me with everything.

Firstly , we chose my place of work as our starting point. And they started looking for an apartment to rent not far from my work. This is how a list of schools within walking distance was formed (use the 2GIS application).

Secondly , knowing our child - her craving and love for learning, we understood that we needed to choose a good school. Here ratings with schools in the districts of St. Petersburg, of which there are quite a lot on the Internet, came to the rescue. The ratings are mainly based on the results of passing the Unified State Exam, but there are also many real reviews about schools. Thanks to these ratings and reviews, the list of schools has been reduced to 3. This is a very correct number, since it is only 3 schools that you can apply to through the MFC or through the State Services website. We approached one of the schools based on the place where we rented an apartment (by registration), but not the other two.

How to find out what your registered address is? It's quite simple: go to this website https://gu.spb.ru/news/ob-opredelenii-mikrorayonov-obrazovatelnykh-uchrezh/ and choose your area. Then you need to find the latest current Order on assigning territories to budgetary educational institutions. The Appendix to this order contains all the necessary information (school numbers and assigned addresses).

Thirdly , we submitted 3 applications to these schools through the State School website and were immediately rejected (without explanation). The school, which is suitable for the place where we rent an apartment (our temporary residence), immediately sent an invitation that they were waiting for us and would be happy to receive us. The third school also sent a “refusal”, since they accepted us at our place of residence.

Deadlines and methods for submitting an application

Now first-graders are not enrolled in school upon a personal visit to the director’s reception office - the rules for admission to school in 2020-2021 in St. Petersburg provide for two ways to submit an electronic application:

  • through the State Services portal;
  • through MFC specialists.

MFC

At the MFC, an electronic application is filled out by a specialist from the multifunctional center.

What documents should a parent take with them:

  • passport;
  • original birth certificate or document confirming the applicant’s relationship with the child.

An MFC employee will fill out the application and give the parent a receipt indicating how to find out about the status of the application and the result of the application.

Public services

Only parents who have a verified account will be able to submit an application through the portal.

The parent fills out the electronic application form on the portal. Information about the progress of processing the application comes to the parent’s personal account and to his email.

What documents will be needed

When submitting an application through the MFC or the State Services portal, you will only need the parent’s passport and the child’s birth certificate. If the application to study in the first grade at the school is accepted, it is important for parents to bring the original documents to the director’s reception within the specified period.

The rules for admitting children to study are prescribed in Order No. 32 of the Ministry of Education and Science of the Russian Federation “On approval of the Procedure for admitting citizens to study in educational programs of primary general, basic general and secondary general education” dated January 22, 2014. This document contains a list of mandatory documents that parents provide to an educational institution upon enrollment.

  • passport of the parent (legal representative);
  • original birth certificate of the child;
  • original certificate of registration of the child at the place of residence (form No.8) or at the place of stay (form No. 3);
  • documents confirming the benefit (if any).

When enrolling at stage 2 (from January 20, 2020 to June 30, 2020), it is important for parents to provide confirmation that the child is registered at the micro-site of the educational organization (show the original form No. 8 or form No. 3). Remember, if at the second stage you sign up not according to your registration, your documents will simply not be accepted.

How to enroll your child in first grade

First, decide which school your child should go to according to registration. Each educational institution has an assigned address. The list is published by the administration of your municipality.

Choose from the six application methods described above.

Those who submitted an application through the public services portal will have to confirm it at the MFC or at the Municipal Services Center.

In addition to the application for enrollment of the child, parents must present the following documents: their passport, birth certificate of the future first-grader, documents confirming the registration of the child at the place of residence.

The commission will consider the application within 10 working days. After this the status will be set:

"Approved" or "Not Approved".

How long to wait for an admission decision

The waiting period for a decision depends on the stage at which the parents submitted the application. When parents receive a notification to bring documents to the educational organization for enrollment:

  • when enrolling at the 1st stage (from December 15, 2019 to January 19, 2020), documents are submitted no earlier than 10 days before the start of the general acceptance of documents and no later than 30 days from the date the parent submits the application;
  • when enrolling at stage 2 (from 01/20/2020 to 06/30/2020) of children living in the assigned territory, documents are submitted no earlier than 30 days from the start date of admission and no later than 45 days from the date of submission of the application;
  • when enrolling at stage 3 (from 07/01/2020), documents are submitted no earlier than 10 days before the start of admission and no later than 30 days from the date of application.
