After the collapse of the USSR, the rules for entry into Russia for Ukrainians were simplified, because many still had relatives and friends there. To cross the border, residents of Ukraine did not need to obtain a foreign passport, invitation or visa, especially since cultural traditions and economic ties, as well as the absence of a language barrier, only simplified migration. But due to the recent deterioration of interstate relations, the situation has changed: the rules for the stay of Ukrainians in Russia have become stricter. What citizens of Ukraine should pay attention to when crossing the border of the Russian Federation, we will try to consider in this article.
Why do you need migration registration?
All foreign citizens, regardless of the purpose of the visit, are required to undergo the procedure. The main task is to track the movement of persons on Russian territory. It was very difficult to control the place of stay and route of movement of visitors, and this situation cannot but affect security in the country. To cope with this problem, No. 109-FZ was adopted on July 18, 2006. Temporary registration is a notification from the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation about the arrival of a migrant on the territory of Russia. After entering the country, a foreign citizen must register at his place of residence within seven days, for which he must contact the territorial migration service office.

Period of stay of foreign citizens in the Russian Federation
Interstate relations between Ukraine and Russia remain tense. And it’s no secret that the Ukrainian authorities introduced significant tightening for Russians when entering Ukraine: in 2015, it was possible to cross the border only if you had. Now, from January 1, 2021, special control will be introduced for Russians: border guards will register regardless of the presence of a biometric passport. In addition, in the future, before entering Ukraine, you will need to pre-register in the electronic system.
In this regard, it was assumed that the new rules of stay for citizens of Ukraine on the territory of the Russian Federation from January 1, 2021 will also change dramatically, but for now, for Ukrainians, the procedure for entering the country remains the same: you can cross the border using both an internal and a foreign passport.
Some restrictions regarding conditions of stay and conditions have nevertheless appeared. Previously, the rules for the presence of Ukrainians were simplified due to military operations in the Donbass. In 2014, during the period of the internal Ukrainian crisis, a law was passed that allowed residents of Ukraine to stay in the Russian Federation for more than 90 days, for which it was enough to cross the border and return back. Now these rules have become stricter, and the procedure for Ukrainians to stay in Russia for 90 days out of 180 has become an unpleasant surprise.
According to No. 115-FZ dated July 25, 2002 (as amended on December 5, 2017), foreign citizens can stay in Russia continuously (or intermittently) for no more than 90 days (three months) within six months.
If the period comes to an end, the foreigner needs to leave the Russian Federation and the next visit can be made in another half of the year. Conditions for the stay of Ukrainian citizens in Russia for more than 90 days in 2021 are not provided; the entry procedure, alas, will remain the same.
Foreign citizens temporarily staying in the Russian Federation are:
- who crossed the border: on the basis of a visa;
- in a manner that does not require a visa, but in which it is necessary to obtain and fill out upon entry;
Thus, the rights and obligations of Ukrainians during their temporary stay in Russia do not differ from those provided for by federal laws and the Constitution of the Russian Federation for all foreign citizens (except for cases provided for by federal law).
Border crossing procedure
When crossing the border, a foreign citizen needs to be able to clearly indicate the purpose of the visit to the Russian Federation, since in most cases the migration service officer (checkpoint) is interested in the intentions of visiting the territory of Russia. You can stay and reside in the country legally for 90 days, after which the foreigner is obliged to leave it. False information for more than 90 days may result in a sentence of three or more years.

What documents are required
At the checkpoint when entering the Russian Federation, you must prepare the following documents:
- Passport - can be presented both internal (national) and foreign. For children under 16 years of age, such a document is: when crossing the border with one of the parents, the other must give notarized consent to the removal of the child.
- Migration card - it indicates information about yourself and the purpose of the visit, one part of the migration form remains with the Border Guard officer, the second, with a stamp, is returned to the foreigner and kept by him until leaving the Russian Federation.
It will not be superfluous to have with you an invitation from the host party, a return ticket and documents confirming the reservation and payment for housing: this information will prove the intentions of the person entering.
Registration of foreign citizens in the Russian Federation
After a foreign citizen has reached his place of stay, he needs to register for migration with the migration service (FMS/GUVM MVD), which is a procedure for notifying the migration service (GUVM MVD/FMS) about the arrival of a foreigner on Russian territory.

Rules for the stay of Ukrainians in Russia in 2021
The rules for the entry and stay of Ukrainian citizens in the Russian Federation with the collapse of the USSR were simplified. This is due to the fact that many Russian citizens still have relatives in Ukraine. In order to cross the Russian border, Ukrainians do not have to obtain a passport, visa or invitation. However, the deterioration of relations between Ukraine and Russia is leading to the fact that the rules for the stay of Ukrainians in Russia are becoming stricter. In this article we will look at what rules Ukrainians must follow when crossing the Russian border in 2021.

Documents required for a citizen of Ukraine to enter the Russian Federation
To pass border control when entering the Russian Federation, a citizen of Ukraine must have a national internal or foreign passport valid at the time of entry.
If a foreign citizen under 16 years of age crosses the Russian border, then a birth certificate can be a document proving his identity. If a child under 16 years of age is traveling with only one of the parents, then a notarized consent from the other parent is required.
When passing through passport control, a citizen fills out a migration card of the established form, in which he indicates the purpose of his visit, citizenship, full name, as well as other personal information. After filling out the migration card, it is handed over to the border guard, the first part remains with the border service for accounting, and the second (with a stamp indicating that the border has been crossed into the Russian Federation) is returned to the foreigner. You must retain your part of the “migration allowance” until you leave Russia.
If a citizen of Ukraine can provide an invitation from the host party, a hotel/hotel reservation, a return ticket - all this will have a positive effect on entry permission, in case of initial doubts by border guards about the purpose of the foreigner’s visit to Russia.

Rules for entry into Russia for citizens of Ukraine
For Ukrainians, entry into Russian territory is carried out using internal passports, freely, without a visa. This situation is due to the close economic, centuries-old cultural and social ties of our countries. Ukrainians are willing to develop business in our country and use medical and educational services. More than seventy percent of foreign students in Russia come from neighboring countries. Knowledge of the language at the native level, a similar mentality, and often the presence of relatives, make it possible for Ukrainian citizens to easily establish a life and find work in Russia.
Upon entry at the border checkpoint, the person entering fills out a migration card. The text is written in Russian, indicating the final destination. The length of stay in Russia is calculated from the date of crossing the border.
If a migration card is lost, a foreigner must report this to the migration authorities of the Ministry of Internal Affairs of the Russian Federation within three days, where a free duplicate will be issued.
The Vienna Convention on Mutual Recognition of Documents allows car owners to arrive in Russia using personal vehicles. Ukrainian driver's licenses, just like insurance policies of a generally recognized international standard, are valid on the territory of our country without restrictions.

If you have been granted refugee status
If a Ukrainian is a refugee from Ukraine, then he has the right to register for a period of 3 years. To obtain such status, a Ukrainian must contact the Main Migration Department of the Ministry of Internal Affairs. This document details all the reasons that caused a foreign visitor to leave his home country.
It is worth remembering that refugee status has its disadvantages. So, if a Ukrainian is assigned refugee status by employees of the Ministry of Internal Affairs, then his internal passport and migration card are taken by the employees for safekeeping. A Ukrainian will be able to get his documents back only when 3 years have passed or he voluntarily wants to get rid of his refugee status.

Why do you need migration registration?
Crossing the border by foreign tourists, as well as those persons who came to Russia on a private visit to relatives or for the purpose of temporary employment, occurs through the registration procedure. For many countries of the so-called far abroad, with which the Russian Federation has a visa regime, an invitation may also be required.
The migration card for Ukrainians entering Russia is filled out at the border. This could be a border control zone at an airport, a car checkpoint, or a train traveling from Kyiv to Moscow.
The migration card form is filled out upon entry into the Russian Federation and presented upon exit. Despite the fact that this document has duplicate text in English, it must be filled out in Russian. This usually takes a few minutes.
Is crossing the border necessary to update a migration card? If we take into account Russian legislation, according to which the 90/180 norm applies to citizens of Ukraine, then such a procedure has no practical meaning. Receiving a migration card through a short-term trip outside the Russian Federation does not affect the total period of stay of the foreigner. Citizens of Ukraine have the right to stay in Russia for 90 days within six months without contacting the Main Migration Department of the Ministry of Internal Affairs. At the same time, they can leave or enter the country as many times as they want - this does not affect the total period of stay in the Russian Federation.

Permissible length of stay of Ukrainian citizens in Russia
The period of continuous (or total) residence of foreign citizens on the territory of the Russian Federation, as stated above with reference to the Law “On the Legal Status of Foreign Citizens in the Russian Federation,” is 90 days. After the expiration of this period, it can be extended on a general basis. The legal period of stay of Ukrainian citizens in Russia in 2021 without registration is 7 days. It is worth noting that the seven-day period means the total time spent on the territory of the Russian Federation from the moment of crossing the border. If registration documents have not been submitted, this means that the visiting foreigner becomes an illegal immigrant, for which responsibility is provided, which applies to both the illegal migrant and the receiving party.
Grounds for extending the period of stay
The period of stay in the country is extended by re-registering for migration, but only for 3 months (90 days) and in the following cases:
- Received a temporary residence permit, temporary residence permit or (if the documents are accepted for consideration, the period is extended until a decision is received on this application).
- Received or for implementation.
- Issued or .
- Visa extended or concluded.
- Admission to an educational institution in the Russian Federation.
It is also possible to increase the period of stay in the Russian Federation in the event of illness or death of a close relative, for which a copy, a migration card and a document confirming the basis for the extension must be submitted to the migration service authorities, along with an application written in free form.

Since 2021, district divisions of the Directorate for Migration Issues of the Main Directorate of the Ministry of Internal Affairs of Russia for St. Petersburg and the Leningrad Region have been operating on the territory of the Unified Document Center, which previously received citizens wishing to issue a temporary residence permit in the branches of the Directorate for Migration Issues in each district of the city. Documents for temporary residence permit
To obtain a temporary residence permit for citizens of Ukraine, you need to collect a list of documents and submit them to the Federal Migration Service at the place of temporary stay (actual residence).
Thus, a citizen of Ukraine must provide the FMS with the following list of documents:
- Identification document of the migrant (his passport);
- Migrant Card;
- A document indicating that the visiting migrant does not have serious diseases (that can be transmitted to others);
- 4 photographs in color or black and white, 3.5 x 4.5 format;
- A check confirming payment of the state duty;
- Application for a temporary residence permit (completed in two copies);
You can apply for such permission to the FMS office. However, one important nuance should be taken into account: you need to contact the Federal Migration Service of the city where you subsequently plan to stay. You will not be allowed to work in any other city.
To obtain a temporary residence permit you will need the following documentation:
- a citizen of Ukraine is required to submit an identification document (passport);
- migration card completed at the border;
- two photographs made with the same requirements as for a passport. For example, it is forbidden to be photographed wearing a hat and glasses with tinted lenses (for people who wear glasses all the time). As for the quality of the pictures, they should be clear and of the classic size for documents of 3x4 cm.
- two copies of the application;
- a number of medical documents, for the collection of which you are given a period of no more than one month (we are talking about certificates guaranteeing the absence of infections, drug addiction and HIV);
- document confirming payment of the state duty (for 2015, the amount of the duty was 1,600 rubles).
The entire list of documentation provided is carefully studied by representatives of the FMS. Moreover, there is a possibility that the service, at its discretion, will decide to verify the truth of both the documentation you submitted and the data contained in it. Within up to two months, a decision will be made to approve the application, or you will be refused a temporary residence permit.
In a situation where the request has been granted, the Ukrainian is required to undergo the identification procedure using fingerprints. Next you will have to go through the registration process at your residence address in Russia. Its issuance assumes that in the future the foreigner will strive to obtain a residence permit in the Russian Federation, so it is impossible to extend the temporary residence permit.
