Citizens of other states coming to Russia are required to go through the registration procedure at their place of primary residence. Russian citizens receive the right to reside on the territory of their country without registration for three months, after which they will still have to register. Otherwise, being in the country will be considered illegal. Moreover, this applies to both foreign migrants and persons holding a Russian passport.
The procedure can be completed in several ways. For example, temporary registration can be done via mail, which is very convenient. Moreover, anyone can use communication services via mail.
What is registration
Registration is considered a mandatory procedure, which is, in essence, registration. According to the law, registration is carried out at the place of actual residence. Formal registration in a residential area where a person does not plan to live is a fiction. This is a violation of the law and is classified as a criminal offense.
There are two types of registration:
- Temporary registration - carried out if the purpose of the trip involves time restrictions.
For example, when a migrant came to Russia for work or on a guest visa. In this case, permanent registration in the previous place is retained. Example of a temporary residence permit - Permanent registration requires a change of residence. It is not suitable for a person visiting the country for a short time. Permanent registration requires mandatory deregistration from the previous place of residence.
Migrants are given a week's time for this. As this period expires, being in the country will be considered illegal. As for Russian citizens, they are given 90 days to complete the procedure.
You can register by mail. The main condition for foreigners is the consent of the owner of the property.
It is important to note that on July 8, 2021, a new law regulating the migration registration of foreign citizens came into force. It contains two fundamentally new amendments. The first concerns the registration of registration at the place of work, the second clarifies who can act as the host. You can find out more and download Federal Law No. 163 dated June 27, 2018 here.
In August 2021, changes were also made to migration legislation. Now the receiving party is responsible for deregistering a foreigner. Citizen of the Russian Federation or legal entity. persons who received a citizen of another country are required to send a notification of his departure to the authorities of the Main Directorate of Migration Affairs of the Ministry of Internal Affairs. In practice, the applicant needs to carry out all the same actions as the first time. That is, collect documents and transfer them to the migration service, only now in person or through the MFC. An application and consent to stay from the owner of the property and his family members will be required.
As for the terms of re-registration, the minimum period is 1 year, and the maximum is 5 years . If the housing is municipal, that is, not privatized, then the maximum period of stay is only six months.

After registration, Ukrainian migrants receive the legal right to reside in the Russian state for 90 days, and immigrants from the LPR and DPR for up to 180 days. In the absence of registration, the violator, namely the receiving party, is subject to a fine, the amount of which varies from 2,000 to 5,000 rubles. Revealing this fact threatens Ukrainians with deportation from the country. The hosts for Ukrainian citizens can be: individuals with permanent registration, foreigners living and working in Russia, hotels and organizations.
There is no fee for temporary registration from Ukrainian citizens.
Belarusian citizens who come to Russia have the right to stay in the country without registration. They also do not need a migration card, and a travel ticket can be used as a supporting document to obtain entry permission. Belarusians are required to register with the GUVM within one month. The registration period provided is 90 days. It can be extended for a year upon concluding an employment agreement.
In order to register, you can actually use the services of the Russian postal service. All other registration rules, including the submission of documents, are no different from the procedure for other foreign citizens.
What does the concept of temporary registration mean?
Temporary registration of citizens by Russian post is not difficult.
Temporary registration is the registration of a citizen at a certain place, that is, the address that is his main place of residence. If a foreign citizen arrives in Russia not as a tourist and is not on a short-term business trip, and his stay in the country is more than a week (but up to three months), he must notify the Migration Service of the Russian Federation about his entry
. On this basis, the FMS carries out migration registration at the place of residence.
Even citizens of the Russian Federation who are registered at one address, but rent an apartment in the same locality, but in a different area, will need to register for a period of time longer than 90 days. (In other cases, it is possible that a departure slip will be required)
. The document indicates the period for which this kind of “registration” applies. This time period is negotiated with the owner of the property and should not be longer than five years (for Russians).
How long will it take to register?
As soon as the addressee receives the papers, the period specified by law begins to count.
This is 3–8 days, which are given to study the documents.
Let’s say the letter arrives by mail in a few days, then the migration service will review the paper for 3-4 days.
It will then take about 1-2 days for the notice to be sent to the applicant and a few more days until the applicant visits the passport office in person.
In total, it turns out that the entire procedure will take about 10 days.
The convenience of this registration method for citizens is that they only need to come to the migration service once.
The main disadvantage is that the procedure takes longer to complete if documents are submitted incorrectly.
Penalties
Living for a long time without temporary registration means that the person will have to pay a certain fine. The violator is obliged to pay 2–3 thousand rubles. sanctions also apply to the citizen who provided him with his housing. The fine is 2–5 thousand rubles.
If the violator is an official, then 25–50 thousand rubles will be collected from him in favor of the state . Organizations pay even more – 250–750 thousand rubles.
To pay the fine, you must contact the bank and fill out a special document form provided for such cases. Two months are given for this, after which, if a person ignores the law, penalties begin to accrue on the fine. The result may be that government authorities file a lawsuit, which will lead to the seizure of the violator’s property.
