What to do after receiving a temporary residence permit

The Russian authorities exercise strict supervision over the migration processes taking place in the country. Every foreigner coming to the Russian Federation is required to register his status. Migrants whose stay in the Russian Federation varies from several months to 3 years must take care of obtaining a temporary residence permit. But not all foreign guests know what to do after receiving a temporary residence permit in 2021. The legislation provides for several options for completing procedures, depending on the goals and plans of coming to Russia.

Migration registration and restrictions on temporary residence permits

Further, on the basis of Federal Law No. 109 “On migration registration of foreign citizens and stateless persons in the Russian Federation” in accordance with Article 20, paragraph 2, paragraph 2, a foreign citizen is required to register within seven working days at his place of residence.

We also remind you that a foreign citizen temporarily residing in the Russian Federation does not have the right, at his own request, to choose his place of residence outside the boundaries of the subject of the Russian Federation in whose territory he is permitted temporary residence.

That is, where they received temporary residence permits, they must live and work there. Also, a foreign citizen does not have the right to independently change his place of residence within the constituent entity of the Russian Federation in which he received a temporary residence permit.

Well, for example, if you received a temporary residence permit in the Moscow region and live in Dolgoprudny, then you cannot move to Odintsovo on your own; you will need to submit an application to the Migration Department. In this case, you must have compelling reasons for changing your place of residence, for example, a change of residence of the spouse of a foreign citizen. Such restrictions are imposed by a temporary residence permit for a foreign citizen.

Confirmation of the legality of temporary stay in the Russian Federation

A foreigner can reside in the Russian Federation for 60 days after completing the registration procedure. Further, the migration service needs evidence that the newcomer is employed and is in the country legally. To do this, you need to confirm the RVP. A certificate from the tax office and a notification are sent to the territorial department of the Federal Migration Service.

After confirmation of a temporary residence permit, a guest from abroad can stay and work in the region where they receive a temporary residence permit for three years.

But the paperwork doesn't end there. If a migrant wants to become a citizen of the Russian Federation, two years after the temporary residence permit is required to obtain a residence permit.

Annual Notices

A foreign citizen temporarily residing in the Russian Federation, within two months from the date of expiration of the next year from the date of receipt of a temporary residence permit, is obliged to submit a notification confirming his residence in the Russian Federation to the territorial unit of the Ministry of Internal Affairs of Russia at the place of receipt of the temporary residence permit .

The notification form for temporary residence permits was approved by Decree of the Government of the Russian Federation dated January 17, 2007 No. 21. A sample notification is available

Documents confirming the amount and source of income of the foreign citizen for the next year from the date of receipt of the temporary residence permit are attached to the notification. This could be a certificate of income, a certificate of a bank deposit, a copy of a tax return or another document.

IMPORTANT!

Failure by a foreign citizen to submit a notification confirming his residence in the Russian Federation is the basis for bringing him to administrative responsibility in accordance with Article 18.8 of the Code of the Russian Federation on Administrative Offences. (imposition of an administrative fine in the amount of five thousand to seven thousand rubles with or without administrative expulsion from the Russian Federation)

Benefits for Belarusians

Residence permits are issued to citizens of the Republic of Belarus at their place of residence upon reaching 18 years of age and having an internal national passport. Minors apply for this document together with their parents.

How long is the residence permit valid? Its legal force remains valid for five years. It is drawn up on a special form, which is not much different from a passport of a citizen of the Russian Federation. In addition, a resident of Belarus can renew his residence permit as many times as he likes. According to the rules, the package of papers is submitted several months before the end of the document’s validity period, because the extension itself often lasts 3–6 months.

Important: the results of medical examinations are valid for only three months, so they are prepared last, when other papers have already been completed.

If I changed my passport, what should I do in such a situation?

For foreign citizens who have received a new foreign passport, it is necessary to transfer the RVP stamp from the old passport to the new one. To rearrange the TRP stamp, you must contact the Department of Internal Affairs of the Ministry of Internal Affairs at the place of issue of the TRP and fill out an application. You must have the following documents with you: 1. new passport; 2. notarized translation of a new foreign passport; 3. if necessary - an old foreign passport with a temporary residence permit mark (the application must indicate the details of the old foreign passport)

Why can they deprive a temporary residence permit?

The grounds for cancellation of a temporary residence permit are described in detail in Article 7 of Federal Law No. 115 “On the legal status of foreign citizens in the Russian Federation.” These are basically all kinds of violations of the criminal code, violations in the field of migration legislation, extremism, and so on.

I would like to draw your attention to the following important points on which a temporary residence permit may be cancelled:

Clause 8 of Article 7 during the next year from the date of issue of the temporary residence permit did not carry out labor activities in the manner established by the legislation of the Russian Federation for one hundred and eighty days or did not receive income or does not have sufficient funds in the amount to support himself and his family members dependent on him

Clause 9 of Article 7, after three years from the date of entry, does not have residential premises in the Russian Federation on the grounds provided for by the legislation of the Russian Federation

p10 art7 left the Russian Federation for a foreign country for permanent residence

p11 Article 7 was outside the Russian Federation for more than six months in total during a calendar year, with the exception of cases of inability to leave the territory of a foreign state due to circumstances related to the need for emergency treatment, serious illness of the foreign citizen or the death of his close relative

How to get a residence permit?

When the procedures related to registration have been completed and a certain time has been maintained, an application for a residence permit is submitted. Procedure after registration of a temporary residence permit

To make it easier for you to navigate the procedure after registering a temporary residence permit, we have prepared a step-by-step algorithm for you, thanks to which you can do everything as quickly and competently as possible.

Registration

The first and most important thing you need to do after receiving a temporary residence permit is to register at your place of residence. You should apply for registration within 7 days after putting the mark, but it is best to apply for everything at once on the same day.

Important! For lack of registration, a foreign citizen with a temporary residence permit in the Russian Federation is subject to a fine of 7,000 rubles. If within 1 year you are brought to administrative responsibility twice on the same grounds, your permit will be revoked and you will be forcibly deported from the country.

How to register:

  1. If you are renting a home, you will have to negotiate with the owner. Apply for registration in another place, because Government employees occasionally check the residence of foreigners at their registration address, coming to “visit” them.
  2. Make an appointment at the Department of Internal Affairs of the Ministry of Internal Affairs at your place of residence. You can do this on the department’s website or through State Services.
  3. Come on the appointed day with the owner of the property and submit documents for registration at your place of residence.

The validity period of the registration is equal to the period of temporary residence permit – 3 years. It is automatically canceled upon termination of the permit.

Documentation

When visiting the Department of Internal Affairs of the Ministry of Internal Affairs to register, you will need:

Document's nameWhere to getValidity
StatementDownload on the InternetBefore actual submission
PassportGovernment agency in a foreign countryBefore receiving a Russian passport
Owner's passportMARRIAGE REGISTRYBefore scheduled replacement
Certificate of ownership or USRN extract for housingMFC1 month
Receipt for payment of state dutyBank or service through which payment is madeUnlimited

In 2021, the state fee for registration at the place of residence is 350 rubles. You can pay it through a Sberbank branch or ATM. If you have a personal account in any other bank, money can be transferred through it.

Obtaining a TIN

If you plan to get a job in the Russian Federation, you will have to issue a TIN - taxpayer identification number. The document is issued in the form of a certificate by the tax service at the place of registration. It's very easy to get it:

  1. We submit documents to the Federal Tax Service.
  2. We pay the state fee.
  3. We receive a completed certificate.

You only need to have your passport with you. A Federal Tax Service specialist will verify all the data and issue you a completed certificate.

Registration of compulsory medical insurance policy

To receive medical care in Russia for free, it is recommended to take out a compulsory medical insurance policy - almost every citizen of the Russian Federation has one. According to it, you will be able to receive services in clinics and hospitals, but some services will still be provided for a fee.

You can expand your health insurance options and buy a voluntary insurance policy. According to it, you will have the right to receive assistance in private clinics and hospitals, which provide the widest range of services. It costs around 7-10,000 rubles. in a year. The compulsory medical insurance policy is issued absolutely free of charge.

To take advantage of compulsory insurance, just do the following:

  1. Choose a suitable insurance company. Under compulsory medical insurance, everyone has approximately the same conditions, so it is better to read the reviews and take out a policy with the most popular insurance company, so that there are no problems with medical services: some institutions often refuse assistance in violation of the law if the patient has a policy from the “wrong” insurance company.
  2. Make an appointment and submit an application. You only need to have your passport with you.

Compulsory medical insurance is issued free of charge 30 days after application.

Annual confirmation of temporary residence permit

If you live in the Russian Federation on the basis of a temporary residence permit, you will have to report annually to the Department of Internal Affairs of the Ministry of Internal Affairs and provide information about your financial solvency. This must be done within two months from the date the permit was issued. If you violate this rule, you will be subject to a fine of 5,000 rubles, for a double violation - cancellation of the temporary residence permit.

Example No. 1: confirmation of stay at the place of registration

The foreign citizen received a temporary residence permit on February 10, 2021. This means he needs to reaffirm it next year between February 10th and April 10th.
