BTI (technical inventory bureau) is an organization authorized to maintain records of real estate objects. To receive a certificate, you must submit a package of documents and a corresponding application.

When is it needed and what does it contain?

A certificate from the BTI is a document of the established form on a strict reporting form, to confirm the authenticity, which has the signature of an authorized person and a wet seal. Contains the number and date of issue, type of transaction, address of the real estate, data on other objects that are owned by the applicant and his personal information.

What does the certificate from the BTI confirm?

The Technical Inventory Bureau issues a certificate containing the inventory price of real estate and its plan, confirmed by an explication.

When a plot or share is registered in the cadastral register, then, as a rule, the documents that are required during the inheritance of a land share contain exclusively the cadastral price. The assessment is carried out so that the heir has the right to alienate, sell, exchange and carry out other transactions with the apartment. At the same time, an appraisal is necessary to register ownership.

It should be taken into account that the notary has the right to offer to indicate the cadastral or market price of the apartment in the certificates - state duties and state registration will cost several times more.

Validity period of the technical inventory bureau certificate

The validity period of the BTI certificate is indicated in it. The property is valued for the heir on the day the testator died. Depending on the intended use of the document, there are several types:

  1. About the presence or absence of real estate. A certificate is required to confirm ownership of the living space. Required for divorce proceedings, as well as for participation in state and regional programs.
  2. For sale, namely for the execution of the relevant contract, mortgage loan agreement, for the transfer of ownership. It is important that all redevelopments carried out are formalized in accordance with the law.
  3. The ownership of real estate allows the owner to enter into purchase/sale transactions, rental of residential premises or land.
  4. To register an inheritance. The certificate contains all the information about the apartment or house that is the subject of legal relations (location, area, type of transaction on the basis of which the property arose).
  5. The family composition certificate contains all the information about those living on the territory of the real estate.
  6. The inventory value is necessary to calculate the price of residential premises. When drawing up an extract from the technical passport, the location of the house or apartment, area, building plan, number of floors, condition, availability of infrastructure and many other factors are taken into account.

How to get it step by step at the MFC

After identifying the need for a certificate, you must choose the method of obtaining a certificate at the BTI, MFC or through the State Services portal.

In order to order the necessary document through the MFC, you should follow the recommendations:

  • Collect a package of papers. An exhaustive list can be found at the MFC branch, at the BTI and their Internet services, and at State Services.
  • Select an organization to contact. This can be done on the official My Documents website or by calling the hotline. Find out the address and opening hours.
  • Use one of the following methods to pre-register for an appointment. Unfortunately, this service is not available in all departments of multifunctional centers. In this case, you must personally appear at the institution at a convenient time and take an appointment ticket from the electronic terminal.
  • When it’s your turn, contact an MFC employee with a package of papers.
  • An employee of the organization will check the availability of all documents and, if necessary, help fill out the application. According to the law, all types of certificates requested from the BTI are issued within 30 days from the date of application; in practice, a document ordered through the MFC will be ready in two to three weeks.

The validity period of each individual certificate, document or extract differs, and can last from several days to a year; the new technical passport is valid indefinitely.

A mandatory aspect for obtaining a document is payment of the production cost; the price of documents ordered from the BTI through the MFC in 2017-2018 varies according to their type.

The amount of payment for BTI services varies depending on the type of document requested:

  • it is produced free of charge for the state commission for acceptance of objects;
  • forms No. 5–212 rub.;
  • on the technical condition of the living space - 110 rubles;
  • about inventory value - 540 rubles;
  • entry into the register - 20 rubles. for one address.

You can pay the state fee in non-cash and cash form by contacting banking institutions, through terminals, using electronic payment systems (Yandex.Money, WebMoney), as well as on the State Services portal. In the latter case, the cost will be reduced by 30%.

Possible problems and ways to solve them

An applicant who has not provided a comprehensive package of documents may be refused a certificate. In this case, you must contact the MFC again, collecting all the papers.

The service may be denied to citizens who have carried out redevelopment and have not completed it in accordance with legal requirements. In this case, you should contact authorized BTI employees who will explain further actions. As a rule, the applicant must complete the appropriate documentation and pay a fine in the amount of 2000 to 2500 rubles. After this, you can apply for help again.

In case of refusal, the MFC employee is obliged to issue an explanation. In addition to the MFC, you can order a certificate directly from the BTI at the place of registration, where you must appear in person with a package of documents and a standard application.

At the same time, it is worth taking into account the days and hours of operation of departments that are authorized to issue documentation and interact with citizens.

The second way to obtain a certificate from the BTI is to fill out an application on the State Services reference and information portal. To do this, you will need access to the Internet and a verified account on the site. You can submit an application by finding Rosreestr in the service catalog. By clicking on it, you must select the reason for the application and, following the prompts, fill out an application and attach scanned copies or photographs of the necessary documents to issue a certificate.

The advantage of this method is the possibility of non-cash payment of state duty with a 30% discount.
