While it is possible to legalize the redevelopment or reconstruction of an apartment, it is impossible to approve a cellar under the balcony - this is a reconstruction of the building, the unauthorized implementation of which is not allowed by law.

Utilities and cost of transporting furniture

Utilities are a separate issue, although this no longer applies to every apartment building. Taking into account the peculiarities of the operation of engineering networks, namely heating systems, as well as hot and cold water supply, residents of the first floors receive better services. So, on the first floors the water pressure is better, and the water, which serves as an energy carrier in the heating system, is hotter than on the upper floors.

Owners of apartments above the “commercial” first level of a new building are faced with only one significant disadvantage - noise penetrating into the premises through the floor slabs.
