And the amount to be paid will increase by 1.4, that is, if a rate of 25 rubles is set for one m3, then the amount of payment will be equal to (16 * 25) * 1.4 = 560 rubles per person.

The full amount of the fee is set based on the number of registered people, the average per capita rate, and the coefficient. Thus, if 3 people are registered in the apartment, then an amount equal to 560 * 3 = 1680 rubles is payable. The more people, the higher the fee.
