Technological connection to networks: how to connect to water and heating in the Moscow region

How to take readings correctly

Most water meters have eight windows, five of them with black numbers. In the three right-hand windows the numbers are colored red.

The black numbers show the cubic meters of water used. They are what we need. The red numbers are liters of water used. When the value reaches 999 liters plus one more liter, the red part of the water meter is reset to zero, and a unit is added to the cubic meters section.

To obtain information about water consumption, you need to take readings from the black windows. If there are more than 500 liters in the red windows, then you need to round up - add one to the readings.

Water consumption rates: advantages of metering

tap water

After installing metering devices, although the actual consumption will remain the same, the cost of water can be halved. But there are categories of citizens for whom control over water supply is not beneficial. This applies to people who are not registered in the apartment, but live there and use all the utilities provided. When calculating payments, they are not taken into account, and the resources used are divided among all residents of an apartment building, which makes general house expenses much more expensive.

Also, careless residents, using various devices, which is fraud, reduce their water bills. The burden of payments falls on other apartment owners who honestly pay utility bills. Therefore, it is necessary to fight such citizens, bringing them to light and forcing them to pay for all the services they have used.

From the beginning of the summer of 2021, Resolution No. 603 came into force, which changed the conditions for the provision of housing and communal services resources. Citizens who did not install water supply meters in their apartments or did not carry out verification within the recommended period will have their cold and hot water calculated by forty percent more.

How to submit testimony

The contract with the management company or water utility must indicate the date by which the water meter readings must be submitted. It is important not to be late so that utility workers can generate the correct receipt.

There, in the contract, they usually indicate in what ways this can be done. The most common of them:

  • By phone;
  • Via SMS;
  • On the website of the water utility or management company;
  • Through the State Services website.

If you don’t submit your readings on time, then in six months you will be transferred to another form of payment - standard (and not by meters), and you will have to pay much more.

To recalculate the water meter later, you will have to run around to offices, so it’s better to pay right away.

Comments

In accordance with the Rules for calculating the amount of payment for utility services, approved by Decree of the Government of the Russian Federation dated May 6, 2011 No. 354 “On the provision of utility services to owners and users of premises in apartment buildings and residential buildings” (hereinafter referred to as the Rules), consumers pay for cold water supply provided in residential or non-residential premises .

Calculation of charges for cold water supply

Calculation of charges for cold water supply in apartment buildings

In addition, if the owners of an apartment building choose direct management, or the management method is not selected, or the selected management method is not implemented , then consumers pay separately for utilities consumed in the residential or non-residential premises of the apartment building, as well as fees for utilities provided for the maintenance of the common property of such a house - utilities provided for general house needs .

If the owners of the premises choose a management method - a management organization, HOA, housing cooperative or other specialized cooperative , payments for utilities consumed for the maintenance of the common property of an apartment building are included in the housing maintenance fee .

When choosing a methodology for charging for cold water supply in accordance with the Rules, it is necessary to take into account the following: methods of equipping residential premises (apartments) and non-residential premises in an apartment building with individual metering devices for cold water supply, as well as the presence or absence of a common house (collective) metering device at the house.

Below we will discuss the methodology and give examples of calculating the amount of payment for cold water supply in a residential building (apartment) located in an apartment building, as well as payment for cold water supply consumed for the purpose of maintaining common property in an apartment building (ADN), according to the methodology of the Rules.
