What is the queue to receive a land plot?

The concept of a queue to receive a plot of land is a procedure for issuing a plot to certain groups of beneficiaries in a strict manner.
The placement is carried out on a general basis or according to preferences. Benefit recipients have an advantage over “ordinary” citizens. New features of obtaining a land plot and a list of documents are prescribed in Federal Law No. 138. This law amends the Federal Law regulating the development of housing construction. The document notes the need to implement a program to provide land to young and large families.

Who has the right to receive a land plot?

Persons who have not previously joined the queue can receive land for free. A necessary condition for staging is the presence of the status of a socially unprotected group. Depending on the region, these are citizens:

families classified as large - three or more children under 18 years of age;

Dividing the order of priority

Categories of citizens with preferences have priorities depending on the group.

First category

The first owners of the land will be the tenants of the land plot until the USSR Law “On Property” comes into force. They must build a house on the plot. In this case, the property and the adjacent territory are registered as property.

Citizens using an inherited land plot or disposing of it for life have the right to a one-time free registration. The first group also includes plot owners - they have the right of indefinite or lifelong use.

Second group

This category includes:

WWII veterans and disabled members of their family - the land plot can be used for farming or building a residential building;
employees of internal affairs bodies must work for 15 years to receive land for construction;
orphans - the plot must be in the use of the parents.

Important! The rights of persons of the second category are secured by law.

Terms of service

A land plot is issued if citizens comply with the following requirements:

Russian citizenship for all family members;
children - not foster or adopted;
parents officially registered the marriage;
the registration of children coincides with the registration of parents;
one of the spouses must reside in the place where the plot is provided for at least 5 years.

Important! The location and area (6-15 acres) of the plot remain at the discretion of the local government.

Employees of the Armed Forces, the Ministry of Internal Affairs and other structures can receive an allotment exclusively for individual housing construction. Military personnel submit an application with a package of documents to participate in the auction through the State Services website, in person, in electronic form. Federal authorities establish categories of citizens with special privileges. These include:

large families with at least 3 minor children;
families raising a disabled minor child;
WWII veterans and members of their families officially recognized as disabled;
contract military personnel with more than 10 years of service;
police officers who have worked for at least 15 years;
orphans whose parents were previously owners of the land.

Terms of site provision

The period for providing a land plot depends on the method of receipt. A plot of land can be obtained from an auction in 6-12 months. The first priority beneficiaries will be given land in 1 year. Categories of citizens belonging to the general queue will become owners of the plot in 3-10 years.

Receiving free land from the state is a realistic but lengthy procedure. Future owners may wait months or years. To ensure that their turn does not pass, it is recommended to periodically check the progress of applicants.
