What is the queue to receive a land plot?

The concept of a queue to receive a plot of land is a procedure for issuing a plot to certain groups of beneficiaries in a strict manner.
The placement is carried out on a general basis or according to preferences. Benefit recipients have an advantage over “ordinary” citizens. New features of obtaining a land plot and a list of documents are prescribed in Federal Law No. 138. This law amends the Federal Law regulating the development of housing construction. The document notes the need to implement a program to provide land to young and large families.

Categories of citizens with preferences have priorities depending on the group.

First category

The first owners of the land will be the tenants of the land plot until the USSR Law “On Property” comes into force. They must build a house on the plot. In this case, the property and the adjacent territory are registered as property.

Second group

This category includes:

Terms of service

A land plot is issued if citizens comply with the following requirements:

  • Russian citizenship for all family members;
  • children - not foster or adopted;
  • parents officially registered the marriage;
  • the registration of children coincides with the registration of parents;
  • one of the spouses must reside in the place where the plot is provided for at least 5 years.

To register, the applicant must appear in person at the administration and provide:

  • parental passports;
  • birth certificates of children or passports of children over 14 years of age;
  • certificate of income and living conditions;

The applicant writes an application in hand and endorses it with his signature. A mark from the secretary or head of administration confirms the fact of being placed on the queue.

For military personnel

Employees of the Armed Forces, the Ministry of Internal Affairs and other structures can receive an allotment exclusively for individual housing construction. To obtain land ownership or long-term lease, military personnel participate in closed auctions. Bidding begins after the land plot is formed and registered in the cadastral register.

Military personnel submit an application with a package of documents to participate in the auction through the State Services website, in person, in electronic form. You can apply for registration of a land plot in person or through an electronic application. The interests of persons under 14 years of age are represented by the mother or father. For this reason, the list of documents includes parents’ passports, children’s birth certificates, registration certificate and certificate of disability. Representatives of the commission may require other documents - identification of a large family, results of a medical examination.
