According to the order of the Moscow Government dated August 12, 2020, three stages of relocation of capital residents under the renovation program were approved. According to the new order dated February 10, 2021, another 664 apartment buildings were added to the relocation schedule. Thus, the list of demolished objects became almost final (minus 24 Khrushchev buildings).
Both orders were signed by the head of the Department of Urban Development Policy, the Minister of Government and the head of the Department of Construction of the City of Moscow. They will also monitor the implementation of the program so that the resettlement of citizens takes place taking into account the guarantees provided for by the law of the Russian Federation.

In August 2021, the first version of the resettlement schedule for houses participating in the renovation program was adopted. On October 3, the news was published on the official portal of the Moscow mayor that the list had been approved; there would be no further inclusion of new houses in it.
It is no longer possible to add to the list of addresses, but residents of Khrushchev-era buildings can apply to leave the renovation at any time. True, there is an exception - the conclusion of a relocation agreement. If the agreement is signed by more than 2/3 of the owners, exit from the program is no longer possible.

23 five-story buildings in Southern Tushino and one in the Bogorodsky district were not included in the renovation list. The decision on the time of their demolition will be made later, but no later than the 1st quarter of 2022.
How long will it take to relocate residents from dilapidated five-story buildings?
The construction complex and the Moscow mayor's office plan to complete the renovation of the capital's housing stock by 2032. According to some real estate experts, the resettlement and demolition of dilapidated housing will proceed at a rate of 100 houses per year. This allows us to draw a conclusion about the long-term nature of this project.
The implementation of the program requires significant investments, which the capital’s budget may not be able to handle at certain stages. Lack of funding will require an extension of the demolition deadline for the five-story buildings, and the resettlement order will shift.
What is the essence of the program
At the beginning of this year, the President of the Russian Federation ordered the demolition of all five-story buildings erected during the Khrushchev era. Many believed that this would only apply to situations in which it was impossible to repair the home.
Vladimir Putin announced that:
- on the site of the old, so-called Khrushchev-era buildings in the capital, new multi-apartment housing should be built
- the implementation period for the resolutions should take no more than fifteen years
- The mayor of Moscow was appointed responsible for implementation
Initially, the recognition of an apartment building as unsafe and subject to demolition was planned to apply to 25 million square meters of housing. But, after voting, only 4,062 buildings were included in the program. This was a consequence not only of the technical condition of the housing, but also of the residents’ refusal to participate in the renovation. The law also provides for the right of residents to withdraw from the program by voting “no” at a public meeting. This can be done at any stage of resettlement, but only before the conclusion of the first contract for the provision of housing.
Renovation program in Moscow
The consequences of recognizing a house as unsafe and subject to demolition, when it is an architectural and historical value, was the resettlement of residents, but without demolition of the building. The fate of these objects will be considered separately for each specific case.
Residents of the capital's multi-apartment buildings, which are included in the list of dilapidated and uninhabitable buildings, will be provided with apartments of the same or larger area. The capital authorities claim that there is no alternative to relocating dilapidated buildings. Approximately by 2021, the number of five-story buildings that are in poor technical condition may increase to 2000, and by 2022 to 5000 objects. Therefore, if renovations are not implemented in a timely manner, it will not be possible to provide guaranteed housing for people in the area of their previous residence.

In 2017-2024 The first wave of renovation will take place. It includes the demolition of not only panel Khrushchev buildings, but also five-story buildings of unbearable series, some 9-story buildings and “Stalin” buildings.
The Moscow government has formed a final list of residential buildings for demolition and does not plan to expand it until 2032. However, the approved relocation dates are indicative and can be adjusted as the project is implemented in the future.

Moscow demolition schedule
When drawing up the resettlement schedule, the opinion of citizens and the construction time frame at the launch sites were taken into account. The old five-story buildings will be demolished only after all the residents have moved out.
Before relocation, owners or residents of municipal apartments subject to demolition receive notification. The letter will indicate:
- address of future place of residence;
- area, number of living rooms;
- apartment acceptance procedure;
- office and time to pick up the keys.
From the moment you receive notice of the move, you have five days to inspect the future apartment. If the new housing is satisfactory, then written consent for relocation is issued.
Ownership is registered after signing the exchange agreement. To do this, you must bring an extract from the USRN (or a certificate of state registration of rights) and passports of all those registered to the information center.

Official recognition of the house as unsafe
Officially, a house in disrepair becomes one after the conclusion of a special commission. This is stated in the papers related to a specific building. From this moment on, the building begins a completely different life. More precisely, it ends. The building will have to be demolished - sooner or later this will happen. Each homeowner has the right to receive a copy of the document declaring the premises unsuitable for occupancy. This is not prohibited by law. Further actions should be the initiative not of the residents themselves, but of the local administration and the Management Company servicing a particular building. Important: a building cannot first be declared unsafe and then suddenly revoke the decision (unless the fact of forgery or falsification is proven). If this happens, the action must be challenged in court.
How was the list of houses for renovation formed?
The Moscow authorities took into account many aspects important during resettlement:
- availability of free plots of land near demolished houses for the construction of new residential areas;
- compliance of the selected territory with all urban planning, environmental and sanitary safety standards;
- accessibility of public transport;
- possibility of constructing underground/above-ground parking;
- designing apartments of different layouts and sizes, suitable for all categories of citizens, including disabled people and large families;
- possibility to increase the area of the new apartment if necessary.
The renovation schedule also took into account the readiness of old five-story buildings for demolition, for example, whether it is possible to disconnect them from utility networks without reconstruction. If the house passes all the criteria, it will be listed first for resettlement.
It is also said that if residents of dilapidated houses of the first stage move earlier, then resettlers of the second and third waves will be able to choose a new building closer. Since the starting houses will begin to be built on the site of the demolished Khrushchev buildings of the first period.
Conditions of the renovation program and guarantees for participants
The Moscow government provides the following guarantees to owners of houses included in the resettlement program:
- Equal exchange. Participants will receive new housing that is not inferior to the previous one in terms of area and number of rooms.
- The right to choose. In case of refusal to participate in the program, the citizen is paid monetary compensation. Its amount is equal to the market value of the apartment.
- Territorial reference. The new housing will be located in the same area as the old house. It will not be the case that you lived in the center, but moved to another district of the capital.
- Accommodations. The new buildings will have a clean finish - wallpaper will be hung, laminate flooring will be laid, electricity will be installed, the kitchen and bathroom will have all the necessary plumbing. This solution will save the settlers from unnecessary repair costs.
- Voting right. Not all “sockets” in Moscow are planned to be demolished. Only those in which 2/3 of the apartment owners have expressed consent to move are eligible for renovation. If the majority does not want to participate in the project, then they express their refusal in a written statement and submit the minutes of the residents’ meeting to the district administration. This decision will be considered legal and cannot be disputed.
- Preservation of cultural monuments. Renovation does not include cultural heritage sites, architectural monuments, buildings with historical value and high-quality buildings that can be used after reconstruction.
- Guarantees for owners. If a citizen had the right of ownership, then he automatically becomes the owner of the new home. A person living under a social tenancy agreement can make a choice - to maintain the tenancy agreement at a new place of residence or to become an owner.
- Social help. Muscovites who are entitled to benefits, for example, improved housing conditions, will immediately receive larger apartments in accordance with the composition of their family. Other participants who want to move to an apartment with more rooms are offered a 10% discount, a preferential mortgage or the use of maternity capital.
- Relocation assistance. The city will help disabled people, veterans and other privileged categories of citizens with organizing resettlement. Namely, he will pay for transport and help with unloading and loading things.
- Cancellation of fees. You are exempt from paying for major repairs if your home is included in the renovation program. You will not pay until you receive a new apartment. All money previously contributed to the capital repair fund will go towards the construction of a new facility.
- Accounting for the rights of owners of non-residential premises. If a commercial premises is located in a building subject to renovation, its owner is paid compensation or provided with equivalent premises in the same area.
Where can I find out the timing and procedure for relocating emergency houses?
Each region creates and maintains a database of dilapidated and emergency housing throughout its territory. You can clarify the list of houses included in the resettlement plan directly from the local administration or on the regional website of the regional government authority.
In addition, a federal register of such houses is maintained, which is freely available on the official website “Housing and Communal Services Reform”, where you can find the following information:
- a general database for houses for which there are complaints from citizens about the poor condition of the housing stock and quality control is carried out;
- a list of residential buildings recognized as dilapidated and unsafe, included in the lists for relocation and demolition (for each region separately);
- information about the housing stock under construction as part of the resettlement of residents of houses included in the federal resettlement program, as well as about residential buildings already built and put into operation under the specified program;
- statistics on activities already carried out in accordance with regulations;

How is the renovation going today?
Program participants most often receive apartments with a larger area than their previous housing. The footage is increased due to the spacious kitchen, separate bathroom and loggia.
For many families, renovation means not only moving to a new house, but also getting a separate apartment instead of a room in a communal apartment.
Most new renovation buildings are comfort class - a courtyard without cars, a stroller room in the entrance, high-speed elevators. The premises have been thoroughly renovated, plumbing and electric stoves have been installed, lighting has been installed, and the loggia has been glazed.
Emergency house: main criteria for accidents
According to the laws of our country (Housing Code of Russia), a premises is considered unsafe if its actual wear and tear exceeds 75 percent. In simple terms, this means:
- the foundation is almost completely destroyed;
- the roof and walls of the building are in terrible condition;
- the house is not connected to water and electricity supply systems;
- apartments do not have normal windows;
- the facility is located in an environmentally hazardous area;
- there is a risk of building collapse due to one or more of the above reasons;
- the building faces a very busy road - the noise exceeds the permissible limits;
- the building suffered from a fire or another emergency and was severely damaged.
Another important detail is that if a building is subject to major repairs, it will not be recognized as being in disrepair. This is called subject to restoration.
Launch pads
According to the federal law of July 1, 2021 No. 141-FZ “On Amendments to the Law of the Russian Federation “On the Status of the Capital of the Russian Federation”, the new house will necessarily be located near the old one (with the exception of the Troitsky, Novomoskovsky and Zelenograd administrative districts). Territorial proximity is one of the main conditions of the renovation program. The first residential complexes built show that they are located at a distance of approximately 600 meters from the buildings planned for demolition.
Some construction sites are located closer to the metro and public transport stops. When designing new high-rise buildings, landscaping requirements were taken into account. There will be children's and sports grounds in the courtyards, and parks, squares and recreation areas near the new buildings.
Currently, 489 sites have been selected in Moscow for the construction of houses for renovation. More than 7 million square meters will be built on these sites. m of housing.
Mechanism for selecting launch sites
The search for locations for the construction of launch facilities is still ongoing in the capital. They are selected according to three main criteria:
- the location of new residential complexes should be in the same microdistrict where the five-story buildings are being demolished;
- good transport accessibility (including from the point of view of urban transport);
- developed infrastructure nearby (including schools, kindergartens, higher and secondary educational institutions).
Currently, there are no vacant sites left in areas with five-story buildings. Therefore, the city administration is looking for suitable sites in Integrated Territory Development projects and from third-party owners. In 2021, the Moscow authorities promise to select all the missing construction sites.
At its launch, the renovation program raised a lot of questions and dissatisfaction among Muscovites. But by sticking to the demolition schedule, it is less at risk of becoming a long-term housing reform. The project is gaining momentum, and every month participants celebrate housewarming. All dilapidated residential buildings are planned to be resettled within the period specified by the order.
