The main essence of the program to support young professionals is to provide this category of citizens with special benefits and additional privileges. All of them should lead to the fact that young specialists will become interested in the proposals presented and agree to carry out their work activities in remote corners of the country.
One of the main criteria of this program, of course, is the possibility of providing young specialists with preferential housing. If you consider that in our country the issue of acquiring your own square meters is too acute, you can understand that such a privilege is truly significant and tempting.
Legislative regulations established certain requirements for candidates for the benefit program. The main ones include:
- The applicant must be of a certain age, namely not older than 35 years.

- employment in the village must be registered no later than within a year after graduation in the specialty;
- Work experience or practice is not required. Having it is a small advantage.
Under what conditions are young specialists ready to stay in rural areas?
Payments to young professionals
In addition to the main type of assistance associated with the provision of housing on preferential terms, young professionals in our country can also be given additional benefits, expressed in the establishment of certain payments. These payments should act as regular financial support to stimulate this category of employees.
This type of support can be provided on the basis of departmental industry agreements. In most cases, the availability of such payments is provided for at state or municipal enterprises. As for private companies, this type of assistance may also be available there. However, in this case, material support must be established by various local acts of the organization, including collective agreements or other documents. Each new employee should be familiarized with such papers during his official employment with the company. These provisions indicate not only the regular amounts of accrued payments, but also the procedure for establishing them, as well as other important nuances.
In most cases, allowances for young specialists are calculated based on an indicator such as the number of basic units. For example, employees who have a diploma of secondary or higher vocational education are assigned an additional payment of 6 basic units. Specialists who have completed their studies with honors can apply for a bonus of 8 basic units. Other rules may be established by internal regulations of various enterprises. The main thing is that these acts do not worsen the current situation of employees.
If we talk about such a value as a basic unit, its exact size is established by the current Budget Law. Moreover, various amendments may be made to this amount regularly, in accordance with the decision of the authorized body.
List of documents
Receiving financial assistance in 2021 involves writing an appropriate application and providing the established package of documentation:
- documents confirming the identity of all family members (passports and birth certificates);
- original and copy of state diploma;
- an extract confirming social status (marriage or divorce certificate).

Additional payments for young specialists
As mentioned above, modern legislative norms provide for a fairly large number of various benefits and privileges for young professionals. These, for example, include compensation for travel expenses incurred by employees. In accordance with the established rules, each young specialist has the right to claim exactly 50% of the total amount of transportation expenses for a certain time period.
Separate mention should be made of the procedure for assigning this type of compensation. First of all, the young specialist himself must take the initiative by writing a corresponding application addressed to his immediate supervisor. It should be noted that the right to obtain such compensation applies only to those employees whose age has not yet reached 30 years. Upon reaching this age, the right to receive such payment is automatically canceled.
As for the scope of this compensation, it applies to almost all types of public transport. The exception will be a taxi; you will not be able to receive money for its services.
It should be noted that even in the capital region certain additional payments are provided for young specialists. For example, in Moscow, as well as in St. Petersburg, such an employee can receive an increase of 40% to the basic amount of the regular salary. If a specialist previously completed his studies with honors, the amount of the bonus due to him increases by another 10%.
And finally, special privileges for young professionals also apply in the field of healthcare. In this area, this category of employees is also offered additional benefits and compensation. However, it should be noted that this rule will only apply if the specialist was sent to a rural area to subsequently perform his professional duties there.
Types of payments and social programs for support
Financial assistance from the state provides a one-time payment as a “lift” to a new place. However, there are other financing options. Social benefits are usually divided into two categories:
- One-time.
- Lifting.
Educators and teachers can receive a monthly salary increase for 3 years. In some cases, legislation provides for additional payment throughout the entire period of employment.
A one-time payment has been made since 2012. It is issued in the first month from the moment of signing the employment contract. The amount of funding directly depends on the position held and the place of direct work. If in the future a person resigns of his own free will, he may be asked to return the funds provided.
The issue of calculating financial assistance must be dealt with by the direct employer. The assigned payment, on average, can cover about 70 percent of the cost of housing in rural areas. Accordingly, in order to receive financial assistance from the state, a citizen must have in hand the remaining 30 percent for the purchase of living space.
Additional payments for young specialists
There are a large number of different social benefits for young professionals.
Thus, citizens can qualify for 50 percent compensation for transportation costs for a specified period. Social assistance is not provided to everyone. The specialist first needs to independently express his desire and submit an application addressed to his immediate supervisor.
An important condition is that the citizen must be under 30 years of age. Upon reaching the specified age, the right to receive compensation is automatically canceled.
Citizens working in rural areas also enjoy special privileges in the field of healthcare. They are also provided with additional social assistance and compensation payments.
Housing for young professionals
Besides social support, the most important privilege of young professionals is purchasing housing on favorable terms. You can use the program within 3 years after completing your specialty training. However, this period may be extended if the following conditions are met:
- the citizen was called up for military service;
- the specialist decided to receive additional education after graduation;
- The specialist went on maternity leave. The period is extended until the child reaches 3 years of age.

In these cases, the benefit period is doubled.
What benefits are provided?
The main advantage of the program is that the citizen receives financial assistance from the state in the amount of 70% of the cost of housing. He must pay the remaining 30% himself. The calculation takes into account the full price of the living space, which is stated in the purchase and sale agreement.

Of course, in order to obtain the right to financial support, a citizen will need to not only collect the established amount, but also a significant package of documentation. Of primary importance is a statement stating that the specialist does not own any living space. Otherwise the result will be negative.
With official approval, the participant can receive a mortgage at 5% for a period of 10 years. Subsidies are calculated based on the total area of housing per number of family members.
Also, a young professional can count on help from the state:
- when purchasing housing in a village with a service life of no more than 5 years;
- to build your own home or to complete what has already been started;
- when purchasing an apartment in an apartment building located in a village.
Rights of a young specialist
When officially employed, young professionals can count on additional privileges. Special rights include:
- graduates of institutes are not required to undergo a probationary period;
- according to the program to support young personnel, upon employment they are entitled to a financial payment in the amount of three salaries;
- the salary of an established professional must be at least 80 percent of the income of already employed employees;
- specialists receive established financial assistance from the enterprise, benefits for marriage, the birth of a child, or the death of a close relative;
- The employer is prohibited from dismissing on his own initiative employees who have worked in the organization for less than 2 years. Exception: closure of an enterprise, or loss of ability to work by an employee.
Unfortunately, in most cases, not all employers are able to provide a young specialist with a full package of additional social support.
Young specialist in the village
Existing statistics show that rural areas of our country have a particular shortage of personnel. The biggest shortages there are health care workers, as well as teachers and other specialists. To solve such problems, a special program was created, which provides specialists from villages with a fairly large number of various benefits and privileges. The main ones include:
- providing young professionals with temporary housing located as close as possible to the area of their direct work;

In order to be able to take advantage of the above program, a specialist will first need to go through the official employment procedure in a new place. In addition, in order to obtain a legal opportunity to register for subsidized housing, the interested person will need to have in hand documentary evidence of the fact that his personal territory is not available for residence. In addition, special attention must be paid to the following important conditions:
- the young specialist must formally agree that after receiving a housing subsidy, he will continue to perform his professional duties in this location for at least 5 years. In case of violation of this rule, all rights to receive additional benefits by such employee may be revoked;
- in addition, the citizen will be required to live in this village for a certain period of time after using the subsidy due to him;
- and finally, the specialist must have available funds in the amount of at least 30% of the total cost of the purchased housing. If the required amount is not available, the citizen’s right to receive this benefit may be revoked.
Housing for young professionals
The opportunity to obtain personal housing on preferential terms is, of course, the main privilege of young professionals. It should be noted that this status is retained by the employee only for 3 years, after completion of the appropriate training. In some cases, the period of its preservation may be extended, for example, in the following cases:
- conscription for military service;
- upon admission to additional training, after receiving higher education;
- when taking maternity leave, until the child reaches three years of age.
In all of the above situations, the period of validity of the status of a young specialist can be increased exactly twice.

However, it should be remembered that the fact that the state provides a significant subsidy does not mean that the specialist will get the apartment practically free of charge. Modern housing prices are quite high, even when it comes to remote areas of our country and rural areas. That is why the interested person should first take care of accumulating mandatory capital, the minimum amount of which will be 30% of the total cost of a particular home.
In addition, registration of this benefit involves the preliminary collection of a mandatory package of documents. First of all, it includes papers that can confirm the fact that the citizen does not own any other real estate. Otherwise, if there is one, the authorized person will definitely make a negative decision on this individual’s application.
