In times of crisis, citizens are wondering how to get their mortgage back. In 2015, a decree was issued that allows certain categories of citizens to apply for help in repaying the principal debt on a mortgage.
Thanks to the Federal Mortgage Program, 600 thousand or less can be repaid towards the loan. The list of borrowers is wide, and this means that many average families who find themselves in difficult financial situations can count on participation in the program.
Basic conditions

Scheme of the program
The program participant chooses one of two state assistance schemes. The first option involves transferring the entire subsidy amount towards the mortgage. It is 10% of the total loan amount. It is possible to write off the principal debt on a mortgage up to 600 thousand rubles. Six hundred thousand will be received by the borrower who bought a home for 6 million rubles.
The second option allows you to reduce your monthly payment, but not by more than half. However, it will not be possible to reduce all payments. The borrower will be able to pay the reduced amount for no more than 18 months.
More than 85 banks are participating in the state program. These include non-credit organizations. The deadline for reviewing an application is set independently by each individual bank.
There are conditions regarding the loan that must be changed:
if the mortgage loan was issued in dollars or euros, at the time of assistance under the state program it must be converted into rubles.
The transfer rate is carried out according to the data of the Central Bank of the Russian Federation as of the current date. Funds cannot be converted at the bank's exchange rate;
if the loan was issued in a foreign currency, the interest rate should not exceed 12%, and if the loan was issued in rubles, then the rate is frozen at the moment the agreement on government assistance for the mortgage loan is concluded.
For example, when the borrower submitted documents, the rate was 8%, and it cannot be increased until the state transfers up to 10% of the principal repayment amount.
Debt write-off mechanism, mortgage restructuring
According to the legislation for 2021, the borrower assistance program is paid in two ways:
- the payer’s account receives a one-time sum of 600,000 rubles, which the bank credits to pay off obligations;
- the amount of 600 thousand rubles to repay the mortgage from the state is received in installments, that is, over a certain period of time, part of the obligatory payments is paid.
But it's not that simple. According to internal documents, the state can repay for a citizen an amount equal to 10 or 20 percent of the principal debt. Let's understand what principal debt is.
It means the body of the loan, that is, the balance of the cost of the apartment, as well as mandatory interest (fee for using credit money). Penalties, commissions and other payments that the borrower agreed to when signing the mortgage agreement are not included in the principal debt.
Now you can move on to the amounts that can be repaid. Let's look at this with an example.
The borrower's mortgage principal is 6 million rubles (loan money and interest). That is, the mandatory funds that can be provided by the public service amount to 600 thousand rubles. In fact, this amounts to 10% of the total debt.
The agency can offer such a borrower two options for cooperation.
Mortgage repayment options
The first option is that all funds will be immediately transferred to a bank (mortgage) account, and the bank will use them to pay off the loan body (if the interest has been paid for the most part), or to pay off interest.
In this case, the borrower may not pay the loan for 12 months, but during this time he must improve his financial situation.
The second option is that the government agency will pay most of the obligatory payments for the borrower for 18 months, and he will also contribute funds, but to a lesser extent.
Write-off of mortgage up to 600 thousand rubles
Help is intended only for the most vulnerable segments of the population.
The legislation specifies the conditions that allow you to take advantage of the federal program.
According to Decree of the Russian Federation No. 961 of August 11, 2021, borrowers can receive assistance in the form of:
- debt restructuring by revising the interest rate, not more than 11.5% per annum for foreign currency and not higher than the minimum rate established by the Central Bank for the Russian ruble;
- changing the currency of the loan from foreign to domestic, while the rate in monetary terms should be lower than the previous one;
- reducing the loan amount by partially repaying the remaining loan debt within the established amounts;
- writing off a debt for a penalty that has been accrued by the bank but has not yet been approved by a court decision.
Write-off methods
If you fit the required category and meet all the requirements, you must go to the bank where the mortgage was issued. There, a corresponding application is submitted regarding reimbursement of funds from the state social fund. It must be accompanied by a list of documents, which can be found later in the article.
After the banking institution reviews the submitted papers, the payer will be offered one of the options to choose from:
- Repay part of the mortgage debt at a time - no more than ten percent of the remaining debt and no more than six hundred thousand rubles;
- Convert a dollar loan into national currency at the rate that was in effect at the time the loan was issued;
- Reduce your monthly payment by half for a maximum of 18 months.
Despite the existing requirements, even if you do not meet one of them, you can still apply for participation in this social program. However, an exception is made only if we are talking about a family waiting for a new addition. After the birth of the first child, part of the mortgage debt will be written off in the amount of the cost of 18 square meters of purchased living space.
How to get 600 thousand rubles from the state
To qualify for a subsidy, the borrower must submit the necessary documents to the bank.
AHML reviews all applications and selects borrowers who meet the criteria established by law.
When an application for assistance up to 600 thousand rubles is approved, the debtor, through his creditor, applies for debt forgiveness. All major banks in the country write off debts and then receive compensation.
Financial obligations can be restructured in any convenient way; the bank and its client must choose the best option to resolve the issue.
Government support for mortgage borrowers
The Government of the Russian Federation has approved a special program to assist borrowers who have taken out a housing loan. - Application for restructuring under the state program with a description of the reasons for the unfavorable financial condition.
- Identification documents for the debtor himself, as well as for family members, if necessary.
- In case of marriage, a marriage certificate is provided, in case of divorce, a divorce certificate is provided.
- Documents confirming guardianship.
- When dependent children under 24 years of age studying in higher educational institutions are provided with a certificate of family composition and documents from the educational institution itself.
- Confirmation of disability of the borrower himself or his dependent family members.
- Participants in combat operations must present identification.
- Work record book, as well as a certificate from the place of work.
- Certificate from the employment service in case of temporary loss of job.
- Notification from the Pension Fund about the status of the personal account of a participant in the insurance system.
- Certificate from the social insurance fund about the amount of payments for temporary disability.
- When registering as an individual entrepreneur, you are required to present reporting results and tax returns.
- Loan and mortgage agreement.
- Title and technical documents for mortgaged real estate and other real estate owned by right of ownership.
- Receipts of the loan paid, as well as the remaining balance on the loan.
It should be taken into account that a different list of documents is selected for each borrower. If there is insufficient evidence, AHML may request additional documents.
Which banks offer subsidies for mortgage repayments of 600 thousand?
It is necessary to understand that by writing off part of the mortgage loan debt to the client, in this case the bank does not incur losses. Which apartments are eligible for assistance?
The state has established two main criteria regarding housing. The first concerns the determination of the cost per square meter, the other concerns the determination of the total footage of the collateral object.
The price per square meter should not exceed 60% of the average cost of real estate in the region.
The area of the apartment should not exceed the following indicators:
- one-room apartment no more than 45 sq. m;
- for a two-room apartment no more than 65 square meters. m;
- for a three-room apartment no more than 85 sq. m.

Persons who apply for participation:
- large families;
- war veterans;
- disabled people or parents of disabled children;
- families with two minor children.
In the latest edition, scientific workers, civil servants and participants in social government programs were excluded from this list.

To income
As mentioned above, income should decrease by more than 30%. Also, if you subtract the amount of the monthly payment from the total family income, and the remainder for each family member is less than two subsistence minimums, then participation is acceptable.
IMPORTANT : Persons declared bankrupt by court cannot participate in the program.
There is also a requirement for loan characteristics. It must be targeted. In the case of a mortgage, no questions will arise. It is always a targeted loan. But a loan for an apartment, in some cases, may not be targeted. To participate in the program, documents will have to be reissued.
To the loan amount
The state can provide support in the amount of 20% of the loan amount. But the final figure cannot exceed 600 thousand rubles. That is, if a loan is taken out for 5 million, of which 3 are paid, then the repayment amount will be 400 thousand rubles (20% of the remaining two million).
The recommended loan amount under the program is 8 million rubles. It is from this amount that you can receive compensation in the amount of the indicated 600 thousand.
Also, the cost of the apartment (and therefore the loan amount) cannot exceed by more than 60% the average cost of apartments in a particular area. That is, when purchasing luxury housing, you cannot participate in the program. The cost is not limited if there are more than two minor children in the family.
To real estate
There are a number of restrictions that apply to real estate:
- The apartment must be of a certain size, which is determined by the number of rooms:
- 1 room – 45 sq.m;
- 2 rooms – 65 sq.m;
- 3 rooms – 85 sq.m.
- The apartment must be the only residence . Also, a participant may own no more than half the area of another home.

- The cost per square meter should be the average for the area . Cannot exceed the average cost by more than 60%.
ATTENTION : If there are more than two minor children in a family, the square footage requirements do not apply.
Which banks participate in the program
Most large Russian banks are participants in a program aimed at supporting mortgage holders. The total number of participants includes at least 100 organizations.

Amounts of state aid
There is no fixed amount that a young family can use. There are certain conditions under which it is possible to repay a debt of up to 1 million rubles:

- the birth of a second baby allows you to get help for an additional 18 m² of housing;
