What is a local area?
The adjacent area is the area adjacent to a residential high-rise building. It contains: children's playgrounds, football fields, hockey rinks, parking for personal cars, neighbors' garages and more.
According to the law, a plot of land next to an apartment building is the common property of all residents and owners of commercial non-residential premises and warehouses. Its area is clearly defined in cadastral registration documents. All objects located on the territory are also described there.
In addition to the above, these can be: thermal and transformer substations (necessary for decent maintenance of a high-rise building), landscaping and landscaping items.
Thus, the adjacent territory is, in equal share, the property of all residents, and cleaning and maintenance are paid from their pockets. The land plot, according to documents, is inseparable from the high-rise building itself, and therefore is maintained and operated jointly with it.
About ten years ago, amendments were made to the Housing Code of the Russian Federation. According to them, each owner must not only carefully treat the common property and comply with the rules of operation, as before, but also deduct money for its maintenance in an amount depending on the size of the occupied premises in relation to the total area of the apartment building.
Simply put, the larger his individual apartment, the more he will pay for the maintenance of the local area.
Rules for cleaning the local area of MKD
Adjacent is recognized as a space assigned to a separate building (MCD) or several houses. Its boundaries are established on the basis of cadastral registration information.
In the yard there may be various substations, garages, places for vehicles, public gardens, garbage bins and other objects. The courtyard area is intended for public use, so its cleanliness is monitored not by individual citizens, but by organizations involved.
The adjacent territory is serviced together with the apartment building, as it is an inseparable part of it.
Who owns the adjacent territory of the apartment building?
The land located around the apartment building is part of a single property fund, therefore it belongs to:
- condominium/HOA participants (if any);
- management organization (housing and communal services);
- to all citizens who own housing in this apartment building.
None of the owners can donate, sell, or rent out their share of the adjacent land, since it belongs to common property (Resolution of the Government of the Russian Federation No. 491)
How to determine the local area for cleaning?
The boundaries of the land adjacent to the construction are determined at the initial stages of construction, so the area of the area around the apartment building for cleaning can be found out:
- from cadastral documentation;
- from the State Register information.
If a residential building has not passed cadastral registration, then you should contact local municipal authorities to determine the size of the adjacent territory of an apartment building for cleaning.

The standard list of works for cleaning the courtyard area of an apartment building can be supplemented with optional services (only with the approval of the homeowners):
- landscaping/planting new shrubs and other plantings;
- landscaping of the site;
- decorating/improving landscape design;
- construction of architectural buildings, etc.
Cleaning the local area. Who is organizing?
Cleaning work is carried out by the following organizations.
- Service organizations (based on an agreement with management companies).
- External companies with which residents directly entered into an agreement to provide the necessary services. They find workers, and in case of poor performance of cleaning duties, it is they who are responsible to the residents.
The method of organizing the process of cleaning the local area is chosen by the general meeting of all owners of the apartment building, and then, reports its decision to the management company and provides its manager with a copy of the certified document.
Whichever option seems most optimal to you, be sure to enter into an agreement that will spell out all the main points of the contractor’s responsibility in the event of failure to fulfill its obligations.
In addition, the agreement must contain the following points:
- actual address of the apartment building;
- details and data of the management company;
- description of the services provided and the conditions for their provision (in detail);
- rights and obligations of both parties;
- cost of cleaning work;
- liability for failure to fulfill the terms of the agreement;
- duration of the contract and the possibility of its extension.

Cleaning the local area is a subject of constant disputes and conflicts between residents and management companies. Almost a third of the payment for housing maintenance, as a rule, is intended specifically for this type of service. But how conscientiously these services are provided, and whether they are provided at all, every resident of a high-rise building will answer ambiguously.
What does the local area include and how are its boundaries determined?
Today, the work of housing and communal services is based on legislative acts, both of national importance and those specially developed at the regional level. Also, each company develops its own regulations that do not contradict the above documents.
According to the law, who exactly will service the housing is decided by the owners themselves. These can be management companies, homeowners associations, or direct management by the owners themselves. It is the chosen organization that is obliged to carry out maintenance of housing and local area.
The local area is the area around the residential building itself, which is clearly defined by the cadastral passport. These include:
- the area of sidewalks and driveways that are located in the yard or inside the block;
- flower beds and green spaces around sidewalks or between houses;
- children's playground area, places for recreation and sports;
- an area reserved for temporary parking;
- dog walking area;
- an area for household needs and waste collection and removal, as well as other areas that are included in cadastral documents.
General rules for cleaning the area
So, cleaning the local area is a set of measures that is aimed at maintaining all assigned areas in proper condition. Cleaning can be done mechanically, or with the assistance of special personnel from the management company.
Each company sets a clear schedule for cleaning work, which every resident of an apartment building can familiarize themselves with. It is necessary to clearly understand that at each time of the year cleaning will involve different types of work.
There are special standards for cleaning the area. For example, if the territory has driveways and sidewalks more than 3.5 m wide, then cleaning is carried out using special cleaning equipment. The standards also determine what inventory and auxiliary equipment are needed depending on weather conditions.
There are types of work that are performed regardless of the time of year:
- garbage removal;
- cleaning waste collection areas or premises;
- cleaning trash bins on site;
- maintaining house and street number signs in proper form.
The procedure for cleaning the territory and types of work at different times of the year
Cleaning of the territory is carried out in 4 seasons:
- spring - from April 1 to June 1;
- summer - from June 1 to September 1;
- autumn - from September 1 to November 15;
- winter - from November 15 to April 1.
Each period can be changed depending on weather conditions and climatic zones.
Cleaning includes the following general types of work:
- sweeping the area;
- cleaning the entrance to the basement from contamination;
- maintenance of all kinds of architectural forms on the territory: repair, painting, whitewashing, washing, etc.;
- cleaning lawns from various types of debris, incl. and waste products;
- cleaning drains, monitoring the presence and condition of manhole covers.
Summer cleaning of the territory, in addition to the work described above, should include:
- grass mowing and cleaning; grass taller than 15 cm is not allowed on the territory;
- watering flower beds, lawns and plantings;
- at temperatures above 30 degrees - irrigation of driveways, paths and sidewalks.
In the autumn, additional cleaning work should include daily removal of fallen leaves during the period of active leaf fall. Leaves are removed from pedestrian and roadways, areas for games, sports and recreation, and parking lots with artificial turf. The foliage is cleared of inorganic debris and transported within 24 hours to specialized places.
During the winter period, work is carried out both general and seasonal:
- snow and ice removal;
- Sprinkling pedestrian and roadway areas with anti-slip mixtures;
- Snow removal work during snowfall must begin no later than an hour after it began, or when the height of freshly fallen snow has reached 2 cm;
- In addition to roads and sidewalks, the area around the house, all approaches and entrances to garbage sites, benches and other communications must be cleared of snow;
- removing snow and icicles from roofs and porches.
In spring, cleaning includes work on clearing snow, as well as water during the period of active melting. To do this, storm sewers and drainage systems are cleaned. In addition, there will be work on landscaping the territory, lawns, flower beds, whitewashing and cutting down trees, filling sandboxes, and repairing all structures.
Work organization and control
The management company must develop clear instructions for cleaning the territory, which indicate all types of work, their frequency and execution time. Payment order

The Housing Code of the Russian Federation clearly states the procedure for calculating tariffs for servicing land owned by residents of high-rise buildings. As noted earlier, the bill will depend on the area occupied by the owner's apartment.
If the residents of an apartment building regularly pay their payment receipts, but no one comes to clean, or the work is carried out in an insufficient amount and volume, the neighbors have the right to contact the service company with a request to reduce the fee for poor-quality services.

Legal documents
The basic rules for cleaning the local area are prescribed in the following government acts:
- laws at the federal level;
- housing law;
- Instructions for the technical operation of the building stock.

- loosening snow on the lawn and near young plantings;
- daily cleaning of trash bins;
- clearing the approach to the basement of the house;
- freeing the space near sewer hatches from ice;
- ensuring order in children's playgrounds and places specially equipped for active sports;
- Sprinkling footpaths with salt and sand in icy conditions.
The rules clearly regulate the frequency of such procedures: you need to remove snow over 2 centimeters thick 2 times a day (morning and evening), and sprinkle sidewalks once a day.
Maintenance of the local area is part of the entire range of work on the operation and maintenance of the house and is included in the list of measures taken to improve the entire living space.
Landscaping includes activities related to cleaning, landscaping, and the construction of aesthetic and practical architectural structures (benches, flower beds, artificial decorative decorations).
At a meeting of residents, before signing an agreement with the service organization, the list of services (general cleaning and additional duties) for which they are willing to pay money is individually determined. What to do if the local area is not cleaned?
There are cases when all the formalities are completed, the contract is concluded, money is regularly transferred to the account of the service organization, but no one comes to clean up.
In such a situation, residents must submit a corresponding application to one of the following authorities:
- housing inspection;
- management company directorate;
- consumer protection service;
- courts;
- local inspection.
The owners can terminate the contract due to the management company’s negligence in its duties and, at a general meeting, choose a new service organization that will conscientiously fulfill all the clauses of the agreement and clean the local area in a timely manner.
