According to clause 6 of Article 168 of the Housing Code, the procedure for preparing the relevant program and collecting the necessary information is established on the basis of legislative acts and norms of housing law. The sequence of major repairs

How to put an apartment building on the queue for major repairs

  • explosions, accidents, fires or earthquakes;
  • uneven soil subsidence;

  • environmental changes affecting compliance with hygienic and sanitary-epidemiological requirements.

Buildings are recognized as unsafe and subject to demolition if restoration work is impossible for technical reasons or economically unfeasible.

Major renovation of apartment buildings in Moscow: explanations and recommendations

The main task for the near future is to have time to hold a general meeting of owners of apartment building premises (OSB). To do this, the owners must initiate such a meeting and resolve the issues raised at it. Those apartment buildings that do not hold a meeting and do not report decisions made to the Moscow Housing Inspectorate within the established time frame (before the end of May 2015) will automatically fall into the “common boiler” category (option No. 2) and the funds collected in these buildings will be used for major repairs to the account of the regional operator.

  • cast iron - about 20 years.

According to MDK_2_04.2004, the standard list of measures required to modernize the entrance of an apartment building includes:

  • updating the appearance of walls/ceilings (whitewashing/painting/plastering);
  • replacement of glass and window fittings;
  • repair of damaged areas of flooring;
  • painting the surface of metal equipment (heating systems);
  • restoration of the entrance group (replacement of the porch/door leaf);
  • repair of boxes intended for collecting/storing mail;
  • replacement of lighting fixtures (wall/ceiling);
  • updating handrails;
  • arrangement of canopies over the entrance.

This list is incomplete and can be supplemented depending on the needs of the owners of the apartment building and the type of entrance (presence of a garbage chute, elevator, large hall, etc.).

How to find out when major repairs will be carried out

As follows from Decree of the Government of the Russian Federation dated August 13, 2006 No. 491, all information about the composition and condition of common property is reflected in the documents for the house. These include acts:

  • acceptance of the results of current repairs and provision of services for the maintenance of common property;
  • inspection of the technical condition of utilities and equipment;
  • testing the structural parts of the house: roof, floors, load-bearing structures.

This list is not exhaustive. The owner of the property has the right to familiarize himself with this information.

After analyzing the available information, the time frame for completing the major repair work is calculated. This also includes:

  • preparation of pre-project and design documentation;
  • technical condition monitoring;
  • actual repairs;
  • restoration work;

Frequency of repairs to the entrance to the apartment building

The general housing stock, including the entrance, is subject to routine repairs - once every five years/three years, capital repairs - once every 20 years, taking into account:

  • type of building/entrance;

Most apartment buildings built 30 years ago or earlier require urgent partial or complete overhaul. This forces owners to initiate work completion ahead of the deadlines specified in the regional program.

Art. 189 of the RF Housing Code explains how to carry out major repairs of an apartment building ahead of schedule. The decision is made at a general meeting of residents of the house and is reflected in the minutes. Both the owners themselves and the management company can take the initiative.

It is not prohibited to finance urgent repairs of apartment buildings in the same way. Bank interest will speed up the start of work if the funds accumulated by residents are not yet sufficient.

If money is accumulated in a special account, the residents of the house, on the basis of a general decision, can dispose of it without the consent of anyone.

How to refuse major repairs

In case of repeated violation, the consumer may demand payment of a penalty in the amount of 3% of the price of uncompleted work for each day of delay.

Time frames for major renovations of apartment buildings

To begin major repairs, an order from the organization responsible for the repair and maintenance of the apartment building is required. The basis for such an order may be the end of the service life of individual elements of the building or the demand of residents in connection with the malfunction of a structural element.

Only organizations that have the necessary licenses have the right to carry out the repair work themselves, since this is very responsible work. It should also be noted that officials and legal entities managing an apartment building are responsible for its safe operation.
