Gas safety in an apartment: what residents need to know


Main changes to the 2021 decree on emergency dispatch service in the housing and communal services sector

The regulations on the emergency dispatch service of the management company contain amendments to the Rules for the implementation of activities for the management of apartment buildings, approved by the RF Government of May 15, 2013 No. 416 (hereinafter referred to as Rules No. 416).

The new edition of clause 10 of Rules No. 416 describes in more detail the activities of the ADS, which:

  • monitors the operation of intra-building engineering systems of apartment buildings;
  • controls the quality of communal resources at the interface between elements of in-house engineering systems and centralized networks of engineering and technical support;
  • registers around the clock and monitors the implementation, within the time limits established by paragraph 13 of Rules No. 416, of applications from owners and users of premises in the apartment building for the provision of services, maintenance of common property in the house, elimination of malfunctions and damage to in-house engineering systems and the fulfillment of other obligations of the management organization specified in the contract ;
  • promptly takes measures to ensure the safety of citizens in the event of emergencies or possible threats.

The new rules say that emergency dispatch service is the responsibility of management organizations. They must ensure peace and quiet for citizens in accordance with the requirements of regulatory legal acts of the Russian Federation.

Clause 17 establishes a new name for the journal of applications from owners - the Journal for recording applications of owners and users of premises in apartment buildings. The rules for maintaining and storing the journal remain the same.

An additional requirement in accordance with clause 29 of Rules 416 is the reception of owners and users of premises in apartment buildings by the head of the management organization or other authorized persons at least once a month.

The gas sector of an enterprise (organization) includes:

  • branches from gas distribution pipelines to the territory of the enterprise;
  • means of protection against electrochemical corrosion;
  • GRP (GRU);
  • inter-shop and intra-shop gas pipelines;
  • gas-using installations;
  • equipment for gasified production facilities, boiler rooms and other buildings located on the territory of the enterprise.

Gas-using installations include: industrial furnaces, boilers, technological lines, waste heaters and other installations that use gas as fuel to generate thermal energy, for centralized heating, hot water supply and technology for various industries.

For gas supply systems of industrial enterprises, a mandatory condition is an examination of industrial safety at gas supply facilities and approval of a gas supply project.

The construction of a gas supply system for an industrial enterprise depends on gas pressure, the location of production shops, boiler houses and other gas consumers, technology requirements, volume and mode of gas consumption.

The layout of inter-shop gas pipelines and their parameters are determined by the number, type and location of the hydraulic fracturing unit. Typically, when gas of the same pressure is used in all production structures of an enterprise, one hydraulic fracturing station is provided, and several gas fracturing stations are built if it is necessary to provide different levels of gas pressure in the workshops.

Large industrial and agricultural enterprises, whose gas consumption is more than 1 thousand m3 per hour, organize their own gas services. These services, as a rule, are created under the department of the chief power engineer and work in contact with territorial gas services.

Engineers and technical workers who have undergone special training and passed an exam with the participation of a representative of Rostechnadzor are appointed as managers of the gas service of enterprises. Service personnel must also undergo training and pass an exam.

In small enterprises where gas services are not created and gas services are provided under contracts with territorial operating organizations, enterprises responsible for the gas services are also appointed.

The responsibilities of managers and those responsible for the gas economy of enterprises include: managing the gas supply of the enterprise, ensuring safety measures when servicing gas equipment, monitoring the activities of persons responsible for the gas economy of workshops, boiler houses and other gas-consuming structures of the enterprise, coordinating instructions for the gas economy.

Most of the work performed by gas service personnel at enterprises is gas hazardous, that is, performed in a gas environment or in which gas may escape. Therefore, the most important task is the ability to perform gas-hazardous work efficiently and without accidents.

Gas-hazardous work includes: maintenance and repair of existing internal and external gas pipelines, hydraulic fracturing and gas distribution equipment, gas-using installations, equipment of pump-compressor and filling departments, drain racks of gas-filling stations.

To carry out gas-hazardous work, a permit is issued, which provides for the development and implementation of measures for the preparation and safe conduct of such work. These works must be performed by a team of at least two people.

Permits for carrying out hazardous gas work must be issued in advance for the necessary preparation for work. The work order specifies its validity period, start and end times of work.

Before starting work, the person responsible for carrying out the work must instruct all workers on the necessary safety measures, after which each worker who has received the instructions signs the work order.

Persons who have the right to issue orders are determined by order of the enterprise and are appointed from among specialists who have passed the exam in accordance with the requirements of safety rules in the gas industry.

Engineering and technical workers and workers who are trained and have passed exams on knowledge of labor safety rules, technologies for carrying out gas hazardous work, who have undergone practical training in performing gas hazardous work, who know how to use personal protective equipment and who know how to provide first aid are allowed to perform gas-hazardous work.

The knowledge of workers is checked annually, and of engineering and technical workers - once every three years. The results of the exams are documented in a special protocol, which indicates what types of work the employees who have passed the test are allowed to perform. Certificates are issued based on the protocol. In addition, before admission, each employee must undergo training on labor safety in the workplace.

Periodically repeating gas-hazardous work performed under similar conditions, as a rule, by a permanent staff, can be carried out without issuing a permit. In this case, at each enterprise, it is necessary for the chief engineer to approve a list of gas-hazardous work, which indicates the work performed without issuing an approval order in accordance with the production instructions approved for each type of work, ensuring their safe implementation.

What changes do management companies and homeowners associations need to make to the emergency dispatch service program?

Answer the call

According to the emergency service regulations for the housing and communal services sector, an ADS employee must answer the owner’s call within 5 minutes. If you do not have time to answer during this time, you need to call back within 10 minutes from the moment the call was received. Another option is for the owner to leave a voice or email message. It must be reviewed within 10 minutes of admission.

It is difficult to track deadlines manually. The Housing Standard ACS accounting program contains a module designed to organize and automate the work of the emergency dispatch service. It meets new requirements and helps management organizations establish productive work of the ADS. With its help, the employee will be able to process the application on time.

Registration of applications

After registering the application, within 30 minutes you need to estimate the deadline for its completion and inform the applicant. The time for eliminating major accidents is stipulated in the regulations on the dispatch service in housing and communal services, and minor faults are agreed upon with the applicants. ADS works around the clock, so the time can be any.

According to the regulation on ADS of the management company, from March 1, 2019, dispatch services will be able to choose the method of registering applications - in the application log or electronically in the application registration system. The general condition is the use of telephone conversation records, which must be stored for 3 months. ACS "Housing Standard" allows you to create logs if necessary and quickly upload data about work and performers.

Procedure upon receipt of an application

  1. Find out the reason and nature of the appeal.
  2. Decide whether assistance from emergency repair services will be needed.
  3. Record the decision made in the application log. If it is maintained in the GIS Housing and Communal Services, place the data there.
  4. Inform the applicant of the registration number of the application, deadlines and list of activities.
  5. Organize the execution of the application within the appropriate time frame.

Troubleshooting time

It takes half an hour from the moment of registration of the application to localize accidents in hot and cold water supply, sewerage, heating and electricity systems. It takes up to 2 hours to clear blockages in the sewer, but not earlier than 8 hours and no later than 23 hours if applications are accepted around the clock. The systems must be fully operational no longer than 3 days from the date of damage.

The operating regulations of the dispatch service in the management company establish deadlines for the supply of utility services, which should not violate the established duration of interruptions in provision.

The ADS must inform the local government body on whose territory the house is located what specific emergency damage to the system occurred and when the organization will repair it.

Site visit

Employees of the emergency dispatch service must take with them on departure the necessary equipment and materials, an official identification card, disposable shoe covers and an identification mark in the form of a badge, stripes on clothing indicating the organization, full name and professional specialization.

If repairs are necessary inside the apartment building, the emergency dispatcher of the housing and communal services must notify the owner in advance, name the date and time of arrival of the emergency crew, and the full names of the employees.

Control over the execution of the application

The results of processing the application must be monitored. The contractor takes photographs of his work, and the results are entered into the application log or GIS housing and communal services. Applications can be submitted to performers through a mobile application, with which they can take photos and upload them to the emergency dispatch service database.

Qualified gas emergency service staff

The staff is approved by the director of the gas enterprise and consists of:

  • head of service;
  • repair teams;
  • gas-electric welders;
  • repairmen.

The main tasks put forward to emergency gas services :

  1. Strictly monitor the uninterrupted supply of natural or liquefied gas to gas systems.
  2. Monitor the gas supply pressure.
  3. Ensuring the safe and reliable operation of all gas appliances and equipment.
  4. Maintaining documentation for maintenance of all gas supply systems and repair work performed.
  5. Timely and promptly respond to any breakdowns in the gas supply system.
  6. Perform gas-hazardous repair and installation work efficiently and carefully.
  7. Monitor the condition of gas systems, carry out timely inspections of routes, wells and other gas structures.
  8. Participate in disconnecting or, conversely, connecting gas appliances and buffer heating systems.
  9. Regularly check gas levels in boiler rooms and other premises in their possession.
  10. Carry out technical control in gas facilities of contracting organizations.
  11. Timely inform enterprises and the population about innovations and changes in gas supply regimes.
  12. Elimination of emergency situations at enterprises or gas pipelines.
  13. Carrying out restoration and rescue work.
