The basic requirements for the arrangement of sites for garbage disposals, the number of containers, and the regularity of garbage collection are described in the following legal acts:
SanPiN 2.1.2.2645-10 (clause 8.2) establishes the basic requirements for sites for garbage containers for apartment buildings without a garbage chute.

SNiP 30-02-97 (section 5.11) regulates the procedure for arranging waste collection sites on the territory of gardening organizations.

RF PP No. 1039 dated August 31//18 approves the rules for the arrangement of solid waste accumulation sites and the organization of sites for waste containers.

Federal Law FZ-89 “On Waste” establishes and specifies the basic principles for the management of MSW (municipal solid waste).

Requirements for organizing space for garbage containers

When installing garbage containers, SanPiN must be applied, adopted in 2010, 2.1.2.2645-10. They regulate:

  • how often waste should be removed;
  • how the location of garbage cans is chosen;
  • properly arrange a special place for waste collection and access to it;
  • how many garbage containers are placed;
  • what should be the distance from various objects.

More detailed requirements are given in the outdated SanPiN 42-128-4690-88. They are basically guided by them. But only for problems that are not regulated by the new rules, or in cases where the regulations do not contradict each other.

When choosing a place where a special area for waste collection and removal is set up, it is necessary to take into account a number of requirements:

  • special equipment must approach freely;
  • a flat asphalted or concreted surface, elevated by 100-200 mm, can have a minimal slope towards the open side, from where special equipment approaches. This makes it easier to remove garbage;
  • fences with a height of more than 100 cm should be equipped with three sides;
  • arrange a green area of ​​trees and/or shrubs around;
  • install tanks of appropriate sizes to meet the needs in a certain area;
  • Storage tanks must have tight lids to prevent precipitation from entering. Otherwise, rotting processes will rapidly develop, which will significantly complicate the sanitary situation in the surrounding area;
  • the distance to buildings and other objects is, if possible, within 20-100 meters. If it is impossible to comply with it, a special decision is made. the commission created on this occasion;
  • do not place more than five containers;
  • remove waste at intervals of at least once a week;
  • It is undesirable to set up a waste collection/removal area near flower beds, narrow passages, pedestrian paths and highways. Naturally, compliance with such a requirement is often difficult.

Solid waste sites

When installing a container site for collecting solid waste (solid household waste), its dimensions are determined. This is based on how many residents will be served. As usual, for small container sites, a couple of small tanks with a volume of 0.8 - 1 m3 are sufficient. It may be necessary to maintain an area from which a large amount of waste is removed. Then the special facility is equipped with strong and high fences and more spacious containers.

At the same time, it should be placed so as not to complicate the access for garbage trucks. It is possible to equip the waste collection area with a lockable gate. When installing the roof, it is advisable to ensure air circulation. To do this, the fence and roof are separated by a gap.

MSW sites

Compliance with waste container regulations is extremely important where large numbers of people work or are served. In the vicinity of supermarkets and hypermarkets, buildings used for offices, sites are always needed to collect municipal solid waste (MSW)

There is no way to get by with standard containers of minimum capacity. Therefore, current norms and rules allow the installation of waste bins with a larger capacity, five-cube and eight-cube.

Tanks of even greater capacity are installed in industrial zones and construction sites. There they can reach a capacity of 20 m3 and even 27 m3.

Despite the significant density of urban development, such a site must be set aside at the required distance from residential buildings.

Data required for counting solid waste containers

To correctly calculate the number of garbage containers, you need to know the following indicators:

  • The number of people living in the house who will throw away garbage.
  • How much waste does one person produce per year? This is the average indicator of MSW accumulation per cubic meter. m, which is approved by government decree.
  • The period for filling containers is how many days later the garbage is removed according to schedule.
  • The volume of containers installed on the site. Different models of tanks are used to collect waste. The smaller the volume of one, the more containers will need to be supplied.
  • Garbage container filling coefficients are constant values ​​that take into account the uneven filling of the container. For example, when calculating, it is taken into account that the tank will not be filled to the top, but to a maximum of three quarters. This makes it possible to calculate the number of tanks with a reserve and avoid overfilling them in the future.

Having collected the data necessary for the calculation, you can calculate the number of solid waste containers using established formulas.

Distance to home or infrastructure

Residents are most interested in the question of the distance to garbage containers. When the distance from garbage cans to a residential building is small, this greatly simplifies the removal of garbage. But it creates problems with unpleasant odors in the heat and other, more serious problems. The collection area for household waste should not be separated from a residential building by more than 100 m, so as not to create inconvenience for residents. And it is advisable to place it not from the front entrance. But it is not allowed to be located closer than 20 meters. Otherwise, fumes and odors will significantly ruin the life of the residents of the house.

Up to a multi-story building

In areas of multi-storey buildings, waste container sites can be installed next to each other. The main thing is that the requirements regarding free access for special equipment are met. The side free of opaque, waterproof and non-flammable barriers will be common in this case.

Such a waste disposal area will be placed 20-100 meters from buildings, behind or to the side.

There are no regulations regarding proximity to car garages. There is enough space for travel and maneuvering.

Distance from kindergarten, school and playground

In places where there are always a lot of children, the presence of garbage cans becomes a necessity. However, in order to prevent deterioration of the sanitary and hygienic situation, the containers are located at least 20 meters from the sports or children's playground.

In kindergartens and schools, waste collection areas are located where children are not allowed. The distance to it is measured from the back door, utility block, workshops, sports ground.

If there is no maintenance yard in the kindergarten, the safe distance to garbage cans is measured from the fence surrounding the walking area.

To the store and public institutions

For retail outlets, sanitary standards require the placement of their own garbage collection bins. This makes sense, as stores are required to maintain the cleanliness of the surrounding area. They are placed on the back side of the building, where there is no passage for customers.

It is not prohibited for shops and public institutions to install garbage containers next to the containers displayed near residential buildings. But it is advisable to obtain the consent of the management company serving them. The minimum distance between the waste disposal area and public buildings and shops cannot be less than 20 meters. However, the distance should not be such as to cause difficulties when it is necessary to dispose of household waste.

To a private house

When installing garbage containers in the private sector, it is difficult to maintain a minimum 20-meter distance from housing in most cases. The existing rules for installing garbage containers also suggest taking into account:

  • fences around buildings;
  • sources from which drinking water is obtained;
  • a red line defining where the boundary of the public territory lies;
  • underground engineering networks and communications. It is prohibited to place tanks above them, so as not to block access and prevent damage;
  • sidewalks.

A distance of 20 meters is measured from the wall of the house, and from the fence (fence of the site) the container can stand at a distance of one meter.

Since the order of placement of garbage collection tanks in low-rise buildings is not easy to follow, it is necessary to assemble a commission with the participation of:

  • sanitary doctor;
  • utility service representatives;
  • deputies and members of local government bodies.

By decision of the commission, the minimum distance to housing can be reduced to 9 meters.

In rural areas and urban settlements

The installation of waste containers causes similar problems in villages and towns. The decision on choosing a location for garbage containers is made by the village council or town council

They have to take into account regulations for the placement of garbage cans, taking into account:

  • maintaining a minimum 9-meter distance from the electrical substation and gas distribution center;
  • away from the railway embankment at a distance of 20 meters. In this case, it is necessary to install a fence on the side of the highway;
  • coordination with environmental organizations if there is a forest or nature reserve nearby.

Formula for calculating the volume of garbage

How much garbage accumulates in one day (cubic m/day) is determined by the following formula:

C = (P*N*Kn)/365

  • C – determined volume of MSW accumulation per day.
  • P – the number of residents of an apartment building who will throw away household waste.
  • N is the annual rate of solid waste accumulation per person living in the house.
  • Kn – waste accumulation coefficient 1.25. Shows uneven accumulation of solid waste.
  • 365 is the number of days in a year.

The numerical value of the norm N is established by government decree and depends on the nature of the housing stock:

  • comfortable houses - 1.32 cubic meters. m;
  • houses without running water and sewerage - 1.5 cubic meters. m;
  • private sector households - 2 cubic meters. m.

Formula for calculating the number of solid waste containers

Containers are counted using the following formula (pieces):

N = (C*T*Kr)/(V*Kz), where:

  • N – number of containers (pcs.).
  • C – daily volume of waste.
  • T – maximum time of accumulation of solid waste in the collection. In winter, waste is removed less frequently than in summer - once every three days, so the maximum time is T = 3.
  • Kr is an adjustment factor that takes into account the refilling of the tank with garbage remaining after unloading. Kr=1.05.
  • Kz is a coefficient that provides for filling the container with waste not to the top, but to three-quarters. Kz=0.75.

An example of calculating the number of waste bins

For example, let’s calculate the number of garbage containers for a comfortable high-rise building housing 200 people.

  1. We determine how much MSW (municipal solid waste) per day will accumulate at the facility:

C = (P*N*Kn)/365 = (200*1.32*1.25)/365 = 247.5 / 365 = 0.904 (cubic m/day)

  1. Let's calculate how many containers are needed, the volume of each is 2 cubic meters. m:

N= (C*T*Kr)/(V*Kz) = (0.904*3*1.05)/(2*0.75) = 2.8/1.5 = 1.89.

We round the resulting value and get 2 containers (2 cubic meters each).

Another way to count

How many garbage bins are needed in the yard near a comfortable apartment building can be calculated using another formula:

N = 1.25*P*T/E

What to consider when calculating

When choosing a model and calculating how many waste bins are needed on the site, take into account in what places they will be located. Different standards for filling containers have been established for the following categories of objects:

  • comfortable apartment buildings;
  • trading enterprises (shops, supermarkets, markets);
  • passenger transport enterprises;
  • administrative buildings, offices, institutions;
  • medical institutions, healthcare facilities, hospitals, clinics;

Even neighboring high-rise buildings may have different numbers of trash cans in the yard depending on how many people live in the building. At the same time, the number of adjacent tanks on one site is limited by SNiP standards - one tank for food waste and no more than four for inorganic waste.

Knowledge of the principles and calculation formulas will help determine the volume of garbage that is thrown out by residents of an apartment building and correctly calculate how many containers will need to be installed.

Requirements for the maintenance of waste container sites

In accordance with paragraphs 3.7.1, 3.7.4 of the Resolution of the State Construction Committee of the Russian Federation dated September 27, 2003 No. 170 “On approval of the Rules and Standards for the Technical Operation of the Housing Stock,” housing maintenance organizations are required to provide:

  • installation of collection facilities for solid waste in the serviced area;
  • timely cleaning of the territory and systematic monitoring of its sanitary condition;
  • organizing waste removal and monitoring compliance with the waste disposal schedule;
  • free access and lighting near sites for the installation of containers and waste bins;
  • maintaining containers and waste bins in good condition (except for containers and bins owned by other organizations) without overfilling or polluting the area.

Garbage containers of all types must be installed on a concrete or asphalt site, usually with a fence made of standard reinforced concrete products or other materials with shrubs planted around the site.

There are several objects near which it is not allowed to install solid waste containers. This includes roadways, pedestrian paths, arches, lawns and narrow passages. If construction or renovation is underway in a residential area, then according to current rules, a special container for collecting construction waste can be placed there.

Order No. 601 of the USSR Ministry of Construction and Dormash dated August 29, 1985 approved Industry Standard 22-1643-85 “Garbage bins and metal containers for collecting garbage and food waste. General technical conditions" (hereinafter referred to as OST 22-1643-85), according to which waste bins and containers must be manufactured in accordance with the requirements of this standard according to working drawings approved in the prescribed manner (clause 2.1).

By virtue of clause 2.8 of OST 22-1643-85. garbage bins and metal containers for household waste and food waste. General technical conditions: container lids must be made as composite or solid.

Clause 2.9 of OST 22-1643-85 stipulates that the covers must adhere to the body along the entire perimeter and open and close freely. The allowed gap between the cover and the body is no more than 4 mm. Container lids must be equipped with locks.
