The use of water, both cold and hot, is an integral part of running any household in our country. At the same time, the issue of payment for services for water consumption remains open at the moment, since tariffs are constantly undergoing changes. What is the cost of a cubic meter of water according to the meter in 2021 will be discussed in this article.

How are metered water rates calculated?
First of all, it is worth noting that in calculating the cost of services for water consumption, in addition to the cubic meters of water specifically consumed by the meter, a number of indicators that are related to the maintenance of water supply networks are taken into account. These include:
- Payment for consumed electricity;
- The cost of purchasing reagents used to purify water to meet sanitary standards;
- Funds that go to pay wages to water utility employees (here, contributions to the Pension Fund, Social Insurance Fund, and income tax are taken into account);
- Amounts paid for the rental of premises and equipment that are in temporary use;
- Costs associated with the repair of water supply networks and payment of water tax;
- Costs for waste disposal, etc.
If we consider the formation of tariffs for water consumption (hot and cold) with and without a meter, then there is no difference. The difference in payment arises only in the fact that if there is no meter in the apartment, payment for water is made based on established consumption standards for 1 person. At the same time, to obtain the final amount to be paid, the tariff is multiplied by the number of people living in this house. If the apartment has meters for hot and cold water, the water consumer pays only for the amount of water that was actually used (according to the water meter readings). It should be noted that the latter option is the most profitable for both apartment owners and tenants if they must pay for the utilities themselves in accordance with the lease agreement. Having water meters makes it possible to save significantly.

Cost of water without a meter in 2018
Russia has not adopted uniform tariffs for the water supply resources used. They are installed by each region independently.
The norm for cold water consumption per person per month without a meter is not the final value when making calculations.
In apartments, houses and other premises used for housing, in the absence of meters, an increasing factor is applied. In 2018 it is 1.5.

Tariffs will change significantly towards higher prices only in the second half of the year from July 1, 2021. This increase was planned. It has been adjusted as part of the program for the socio-economic development of the capital until 2021.

m. According to statistics, the volume of hot water consumed is half that of cold water. The average monthly consumption rate for hot water supply is set at 3 thousand liters.
A separate payment for hot water supply is due to the fact that additional resources are used to heat water, requiring appropriate compensation. In addition, different organizations provide water heating and supply, which requires separate payment from consumers.
A unified methodology for calculating payments for cold and hot water supply has been approved by law. Water tariffs in regions vary and take into account the following factors:
- climate features;
- degree of wear and tear of fixed assets;
- population density;
- the cost of other energy resources - electricity, solid fuel, etc., used to supply water;
- the cost of living, which affects the level of wages of employees of utility companies and other less significant circumstances.
On average in the Russian Federation, monthly standards are set as follows:
- cold water - from 4 to 7 cubic meters at a price of 25 to 38 rubles per 1 cubic meter;
- hot water - from 2.5 to 4.7 cubic meters costing from 80 to 190 rubles per 1 cubic meter.
The supply of water to private houses in rural areas is subject to rationing in the case of centralized water supply to consumers by utility companies. It is possible to assign a separate payment if there is a water stand on a public street.

It must be taken into account that water is additionally consumed for watering the garden, therefore, in the appropriate season, if there is no water meter in a private house, a separate fixed amount is assigned for these needs.
If residents of the private sector do not provide water supply centrally, including installation and maintenance of systems, utility standards are not applicable in this situation.
The possibility of additional savings is achieved by using the following technical means:
- installing shower cabins instead of bathtubs - the cost of these hygiene procedures is reduced by more than half;
- separate purchase of water for cooking - up to 50 liters of water are saved monthly;
- the dishwasher saves up to 20% of consumption per month;
- washing machines – infrequent washing of more items reduces water consumption by up to 10%;
- A toilet cistern with two flush options and economical plumbing reduces consumption by up to 15%.
A thrifty attitude to energy resources plays an important role - up to 15 liters of water are consumed every minute through an open tap when brushing your teeth, most of which is wasted.
According to the resolution of the Moscow Government dated November 25, 2020. No. 2066-PP “On amending the Moscow Government Decree No. 833-PP dated December 29, 2014” the minimum contribution for major repairs is 19.52 rubles/sq.m. total area of the apartment.

However, in the end, after long discussions, the planned tariff increase was left in force. Otherwise, according to the Ministry of Construction, the housing and communal services industry could have suffered greatly due to lost income. And utility workers are just around the corner preparing their enterprises for winter.
Regional authorities refused to increase tariffs in the first quarter of 2020, and in the second half of the year the amount in payment receipts increased by only 135 rubles - this is the lowest value in recent times. This became possible thanks to the comprehensive approach of regional authorities to housing and communal services during the pandemic.

In addition to the standard services provided for many years, from the new year, utility companies have the right to charge fees for the removal and disposal of solid waste, which was previously done by private companies and self-government bodies. In accordance with the new rules, the cost of the service will be determined by the number of people permanently residing in the apartment.
Until July 1, there will be no changes in payments, and in the second half of the year, payments for the population for gas, electricity, heating, hot and cold water, sewerage, and garbage will change by no more than 3.6%.
The average resource consumption per person in a given region is multiplied by the number of citizens. If there is an installed control and measuring device, then the formula for calculating payments includes the number of cubes used multiplied by the tariff.
Payments in excess of the norm are taken from the owners of two or more apartments.
