The opposite interpretation of the laws - “until the general meeting of homeowners votes with the required number of votes on the need for any service and it becomes a condition of the contract with corresponding additional financing at the expense of homeowners, the management company is not obliged to provide such a service,” was recognized by the Presidium of the Supreme Arbitration Court of the Russian Federation as incorrect.

Most typical multi-storey residential buildings of the second half of the last century were built using panels.
This construction technology made it possible to construct a large amount of affordable housing in the shortest possible time - after installing the load-bearing structures and wall elements, the house was practically ready for repair and finishing work. To minimize the effects of shrinkage of buildings, expansion joints were used. The latter represent an empty inter-panel space, due to which the high-rise building becomes mobile and, at the same time, more stable. Moisture, dust and cold penetrate into the premises through poorly sealed seams. To avoid this, they are sealed. Many people live in panel-type apartment buildings that are no longer new, in which the expansion joints were repaired many years ago. How to negotiate with a private owner

Very often residents do not want to wait long, and this is understandable, and therefore turn to private companies.

Stanislav from Tereshkova Street noticed last winter that there was draft from the walls in the apartment. In August, he wrote an application to seal the seams. The State Housing Inspectorate of the Moscow Region checked how quickly and efficiently all work on repairing interpanel joints and insulating the facades of houses in some areas is carried out.

Over the past years, there have been numerous complaints from area residents. In particular, many houses stood in line for several years, waiting for the seams to be sealed. All requests to the management company resulted in the drawing up of numerous acts. Various defects appeared on the panels of some buildings, which could soon lead to serious damage to the facades. Residents of several areas drew the attention of inspectors to the fact that the apartments were very cold, despite the operation of the heating radiators. After checking, it was found that there was practically no mastic left at the joints between the panels: this led to drafts and dampness in the apartments. Sealing the seams allowed us to solve the problem, but partially, since insulation and sealing of the seams using the “tight seam” technology was not carried out.

In other homes, dampness and mold were common problems. Because of this, the personal belongings and furniture of apartment residents became unusable; in addition, mold negatively affects people’s health. The interior needed to be renovated: black spots on the walls and ceiling, and swollen wallpaper did not make the apartments attractive. Alas, ordinary repairs would soon lead to repeated consequences of a violation of the waterproofing of the house. The inspector identified places where urgent repairs of sections of the facade and sealing of interpanel seams, through which moisture enters the rooms, are necessary. The management companies carefully studied all the regulations and work on repairing the interpanel seams began. Now residents can check in rainy autumn whether their apartments will remain dry and warm.

How to properly repair seams

“First, joints and seams are cleaned of paint and dirt, cracks at the mouth of the seam are repaired, heat-conducting inclusions, old sealant and cracked mortar residues are removed,” says KOS LLC leading specialist Konstantin Reshetnyak.

Interpanel seams are filled with polyurethane heat-shielding foam. The foam hardens, expands and gradually fills the voids that exist inside the seam. Then insulation is laid on it. It is a foamed material and in the jargon of experts is called “sausage”. And the last stage is sealing the seams using waterproofing joint mastic.

Methods for repairing leaking interpanel seams


The optimal repair technology is selected based on the degree of destruction, which in the case of leaking seams most often involves the use of the following methods:

  • Repair with partial opening of interpanel joints . If there are visible deformations, without complete destruction of the materials filling the joint cavity, partial repairs can be performed. When choosing this technology, the seam is drilled in several places, and the cavity is filled as tightly as possible with polyurethane foam, the excess of which is carefully cut off after complete hardening. The final stage of repair is the application of sealant.
  • Repair with complete opening of interpanel seams . When leaks occur, this option is considered optimal and involves opening the seam along its entire length, carrying out high-quality cleaning, drying and treating with antifungal drugs. After completing the cycle of preparatory processes, repairs are carried out, during which the cavity is filled with insulating materials and covered with a thin layer of waterproof sealant.

Individual seams that are in good condition can be subjected to simple cosmetic repairs. In such situations, the old mastic is removed and a layer of new mastic is applied to ensure sealing of the interpanel joint area.

Why sometimes insulation doesn't help?

As a rule, after sealing the interpanel seams, the problem disappears, however, in some cases, even insulation does not save the apartment from cold and fungus. Why is this happening? The concrete slabs from which our houses are built are a three-layer structure, a kind of “sandwich”: first a layer of reinforced concrete, then insulation (the so-called “thermal liner”) and again reinforced concrete. If the seams are not insulated, the thermal layer may collapse - because the wind blows freely into the space between the two slabs and moisture gets in. However, during sealing of interpanel seams, specialists do not have the opportunity to change the insulation.

Another reason that after insulating the seams in the apartment did not become warmer is the defective concrete slab. For example, during its production, builders decided to save on materials by replacing high-quality building materials with cheap ones.
