Advantages of Sberbank for public sector employees
When living in an apartment whose area per family member is less than the established norm, and if there is a need to improve living conditions, a person can apply for state support. When applying for a loan for real estate, public sector employees are also entitled to a subsidy.
Advantages of obtaining a mortgage loan for public sector employees at Sberbank:
- The interest on the loan is lower than for all other programs: in the first year 0.1%, then 6.1%.
- There is no need to visit the bank; you can fill out the application yourself on the DomClick website.
- Opportunity to receive up to 12 million rubles.
- You can get a mortgage for public sector employees with discounts from accredited developers. You can receive an individual offer on the official DomClick portal.
- There are no hidden fees or charges on the loan.
- If a public sector employee’s salary is deposited into an account in Sberbank, then he will not have to confirm his income. He will also have his interest rate reduced by 1%.
- The mortgage loan can be repaid partially from the first month, and in full - after six months. Early repayment is made through the Sberbank-Online mobile application.
- Sberbank has a service for electronic registration of transactions with justice, which not only reduces the loan rate, but also speeds up the registration process. More detailed information about the service:
How to use?
After a positive decision is received from the administrative commission to allocate a targeted state subsidy for mortgage repayment, the person needs to wait until it is his turn to receive the money.
You often have to wait for years, but after the queue arrives, you need to promptly notify the bank where the loan was issued. This must be done quickly, since some banks accept applications for partial or full repayment of the loan.
Usually the commission reports the mortgage subsidy account number with the details for making the transfer. After the money is credited, loan payments will be adjusted.
Mortgage terms
Loans to civil servants are issued with the participation of the state budget; therefore, mortgage conditions may differ significantly from the conditions of standard programs:
- The minimum loan amount is 300 thousand rubles. The maximum is 12 million for facilities within Moscow and St. Petersburg, 6 million in other regions of Russia.
- The mortgage rate at Sberbank for government employees is 0.1% in the first year (a discount from an accredited developer applies), then from 6.1%.
- The loan term is up to 20 years.
- Down payment – from 15%.
- To confirm income, the client must provide a certificate of employment and 2-NDFL.
- The loan is secured by the real estate being borrowed.
- The bank obliges to insure the collateral against the risks of loss/destruction or damage for the entire loan repayment period.
- Borrowers who purchase housing under construction or an already completed apartment from a legal entity are eligible to participate in the program.
- Sberbank does not limit clients on the time frame for completing the construction of a house.
- Documents for the apartment must be provided within 90 days from the date of approval of the application.
- You can sign an agreement with state support until July 1, 2020-2021.
- Despite the fact that the program is designed to help those in need, it has many nuances that are important to consider before applying for a mortgage.
Additional conditions for issuing benefits
Preferential mortgages for civil servants and public sector employees are issued by Sberbank only if there is a need to improve housing conditions. Who benefits from subsidies:
- civil servants living with their entire family or close relatives;
- borrowers who rent an apartment or communal apartment and do not have their own home;
- public sector employees living in an apartment whose area does not meet established sanitary requirements and standards (less than 18 m2 for each member of a family of three).
The amount and conditions for receiving mortgage benefits depend on the applicant’s profession. Loans are issued to municipal employees only if they have a certain amount of experience in the public sector:
- for teachers – from 3 years;
- for scientists – from 5 years;
- for military personnel - more than 3 years of participation in the savings mortgage system (NIS).
At the same time, borrowers are required to work from 5 to 10 years in this area after receiving funds, otherwise they will be required to return the entire amount or part of the allocated subsidy.
The size of the payment depends on the increase factor (Table 1), the average cost of real estate in the borrower's region, but does not exceed 30-35% of the loan amount.
Table 1. Subsidy increase factor
Length of service of a civil servant, years | Subsidy increasing coefficient |
Until 3 | 1 |
3 – 5 | 1,05 |
5 – 9 | 1,1 |
9 – 11 | 1,15 |
11– 15 | 1,2 |
15 – 20 | 1,25 |
More than 20 | 1.25 + 0.05 for each year, but not more than 1.5 |

A one-time subsidy from the state can be used as a down payment. Sberbank does not charge a commission for depositing funds received rather than your own.

Consideration of the application
The processing time for a mortgage loan application for public sector employees and civil servants ranges from 1 day to several weeks.
The decision is announced after a full check, the response comes in the form of an SMS or a phone call from the personal manager of Sberbank. The loan is provided at the selected bank branch at the place of registration of the borrower, location of the housing being financed, or accreditation of the applicant’s company.
At the moment, the possibility of issuing a loan at the place of duty is not provided.
Mortgage insurance
Any mortgage program requires the execution of a property insurance contract in favor of the lender. It must be renewed annually until the end of the loan repayment period. If this requirement is violated, the borrower will be charged a penalty of 0.5% for each day of delay.
To reduce your mortgage rate by 1%, Sberbank offers to take out life and health insurance. This way, the lender will protect itself from non-payment due to an insured event, and the borrower will protect his relatives from potential credit debts.

To maintain the reduced rate, you must renew your policy every year.
You can sign up for insurance contracts on the DomClick portal in the Mortgage Insurance section, or at an insurance company accredited by the bank.
To save a little on insurance, the borrower can take out a policy at a flat rate for the entire loan term. In case of full early repayment, the insurance company will recalculate.
Review procedure
The civil servant must submit documents along with the application to the state power commission, which is responsible for considering these issues.

The application is submitted at the place of service to the leadership of the commission. It must indicate that a one-time preferential payment was not provided for previous positions in the civil service.
The receipt of documents must be recorded in the registration journal, and the civil servant is given a certificate with the date of receipt of the application and documents. The period for making a decision should not exceed two months after filing the application.
A civil servant is either registered to receive a targeted payment or rejected. The employee can appeal the decision to a higher Roszdravnadzor Commission. If she also refuses to pay him, he has the right to go to court.
Methods of state participation in Sberbank mortgages
Due to the variety of state, regional and municipal programs to support the population, there are several types of benefits. When applying for a mortgage for civil servants, it is necessary to clarify in advance what kind of subsidy the borrower is entitled to.
One-time subsidy
The simplest and most convenient option for subsidizing a mortgage is considered to be a one-time subsidy. The state allocates a certain amount of funds that the borrower can spend on the down payment. By increasing the amount of the first payment, the client will significantly save on overpayments and reduce the credit burden.
Lump sum payment amount
The state determines the amount of the subsidy individually, based on the following factors:
- social housing standard for the subject of the Russian Federation in question;
- average cost of real estate in the region;
- correction factor (Table 1);
- Work experience in the civil service or in the public sector.
The minimum size of a housing loan for civil servants and public sector employees is 300 thousand rubles. The amount of the subsidy cannot exceed 30% of the cost of the apartment and 35% if there is a child in the family. Therefore, the lump sum payment is used to pay off the down payment on the mortgage.
Compensation of payments
If it is not possible to obtain a mortgage (there is an existing housing loan or the borrower has a negative credit history), the state offers a second subsidy option. The benefit is used to compensate for all previously paid payments (even before entering the service). In some cases, the state assumes part of the monthly payment on the existing loan.
Who can qualify for a mortgage for civil servants
A limited number of persons can apply for a loan for civil servants:
- employees of the Office of the President of the Russian Federation;
- Security Council staff;
- employees of the Legislature;
- court apparatus;
- Election Commission staff;
- prosecutors;
- employees of the Accounts Chamber;
- law enforcement officers;
- other employees of municipal and federal authorities.
Like any housing mortgage lending program, “State Support 2020-2021” provides for special requirements for applicants. If the conditions of Sberbank are not met, it will be quite difficult for a civil servant or public sector employee to take out a mortgage.
Mortgage in Sberbank for medical workers
Sberbank does not have a separate mortgage for medical workers; they are also credited under a preferential system, with state subsidies.
Additional requirements for doctors:
- You can register for benefits only after 1 year of work in the medical field;
- at the time of applying for the loan, the doctor’s age should not exceed 35 years;
- the applicant must present a diploma of secondary specialized or higher education;
- After receiving the subsidy, the borrower is required to work in the medical field for 5-10 years (depending on the conditions of the region).
In a family of young doctors, where both spouses qualify for the program, only one can receive a preferential mortgage, and the other will act as a co-borrower.
Preferential mortgage for civil servants
You can get a mortgage with a subsidy from the state only once, regardless of your place of service. Within two months, the commission is obliged to check and make a decision on the application for benefits, but sometimes the period is delayed (due to an incomplete package of documents or non-compliance with requirements).
If the answer is positive, the civil servant gets in line for a subsidy. Only if financing is possible, the applicant can apply for a preferential loan program and use the allocated funds as a down payment.
If the borrower already had a mortgage before joining the service, he may also receive a subsidy. To do this, you must provide a supporting package of documents (agreement with a credit institution, monetary policy, registration certificate).
