Under demolition: apartments for renovation may rise in price by 10–20%

The Moscow government on its official website determined the order of relocation to new housing for participants in the renovation program, the Vedomosti newspaper reported with reference to the official website of the Moscow mayor. Resettlement will take place in three stages - from 2020 to 2024, from 2025 to 2028 and from 2029 to 2032. If necessary, the timing of resettlement can be adjusted “depending on the progress of construction, selection of sites, implementation of the wishes of residents expressed at public hearings,” stated in the message.

“In the first stage, almost 170 thousand Muscovites living in 930 old houses will receive new apartments. In the second stage - from 2025 to 2028 - it is planned to begin relocating more than 1,630 houses, which means another 330 thousand Muscovites. The rest - about 380 thousand people - will move in the third stage, from 2029 to 2032. Then it is planned to resettle more than 1,800 houses,” the statement says. At the moment, 155 houses are in the process of resettlement, of which 27 have already been resettled and demolished. 60 houses have already been put into operation, another 172 houses are in varying degrees of construction readiness, 88 objects are at the design stage, informs the portal gogov.ru

In addition, the published list contains houses for which the resettlement dates have not yet been determined - these are 688 houses. Urban planning documentation for these territories is being finalized. As soon as all documents are approved, residents of these houses will be separately informed about the timing of the move. More than 550 requests for additional purchase of space were received from Moscow residents under the renovation program, the Interfax agency reports, citing the press service of the Moscow Department of Urban Development Policy. “From the moment the relocation of houses participating in the renovation program begins, Muscovites have the right to purchase additional space with a 10% discount. In total, the Fund received 568 applications,” noted the head of the department, Sergei Levkin.

He added that 535 complaints were received immediately at the time of relocation, and another 33 during the first two years after the residents moved. To date, 498 contracts have been concluded. The department reminded that the area of ​​purchased housing should not exceed 100 sq.m., and the additional purchase can only be used once. You can purchase additional housing using your own funds or with a loan, as well as using government subsidies, certificates and maternity capital. But these numbers may increase further - on August 12, the Moscow government determined the order of resettlement of participants in the renovation program, dividing the process into three stages. The first will take place from 2021 to 2024, the second from 2025 to 2028, and the third from 2029 to 2032. This is more than 4,360 houses and 880 thousand inhabitants. All displaced people will receive apartments in new buildings with a larger area - approximately 30%, according to the official website of the mayor's office.

First of all, the price increase will affect the most liquid one- and two-room apartments, said Marina Tolstik, chairman of the board of directors of the Miel office chain. According to the Real Estate Market Indicators (RMI), the cost of 1 sq. m. m in modern new houses in Moscow is about 200 thousand rubles. The average price per square meter of secondary housing in all segments is approximately 220 thousand rubles, as follows from the analytical report of the World of Apartments portal.

“There is a possibility that now, after the program schedules appear, the owners of apartments for demolition will want to raise prices,” says Marina Tolstik.

Both sellers and buyers will understand that this is an unnecessarily long-term investment: during this time, the market can change beyond recognition, she explained.

The cost of demolished apartments will also be influenced by the general rise in housing prices in Moscow. If mortgage rates continue to decline and demand recovers to pre-crisis levels, price increases during the year may be within the inflation range - about 4%, Andrei Kolochinsky, managing partner of VectorStroyFinance, predicted. Prices for secondary housing may also rise as former industrial zones are developed and new shopping, entertainment and educational centers open in specific areas, he added.

Rights of residents of houses subject to demolition

When it becomes known that at one time or another a residential building will be demolished, most of the residents begin to get nervous, because there is a belief that they will simply be kicked out onto the street. This is impossible. Laws that directly affect issues of housing relations say one thing: everyone has the right to own housing, its inviolability, and no one can be arbitrarily deprived of their apartment. Accordingly, demolition is not a specific reason for leaving a citizen without a roof over his head.

When citizens are forced to relocate, the authorities must compensate not only the lost apartment, but also all expenses incurred as a result of the move.

There are two options for citizens who find themselves in a situation with the demolition of an apartment building or other building.

They may demand from the authorities, and solely at their personal discretion, one of the following methods of compensation:

  1. Cash payment. This is the most convenient option for the municipality, since there is no need to look for new housing, register it in the name of a citizen and carry out many other related procedures. However, this does not always suit the citizens themselves, since it is easier to move to a new apartment than to deal with the purchase of a home, which can take too much time.
  2. Getting an apartment. This option seems convenient specifically for citizens, since the government simply transfers new housing to them under the same rights. At the same time, it must be fully consistent with what was before, of course, without any detected defects or emergency conditions. Such an event is considered problematic for some regions, since there are not always enough residential premises, especially those that must meet certain criteria. When it comes to the equivalence of apartments, what is taken into account first of all is the area of ​​the apartment, and not just the living area, which is recognized as a disadvantage, as well as the number of rooms, the improvement of the area and, of course, the locality.

Every citizen who falls under the house demolition program has the opportunity to demand from the authorities any of the proposed options. However, the process will always take into account the characteristics of the region and its housing supply.

If you pay attention to practice, most often the authorities offer money, since there are not enough apartments. This option is not the worst, but there is one drawback. Most often, compensation is calculated in an amount that is significantly lower than market indicators; this will not allow you to buy a new apartment that corresponds to the one you had. Lawyers advise that in order to avoid such problems, if the person nevertheless agreed to monetary compensation or there is simply no other option and you have to accept the money, contact independent appraisers. And if the authority refuses to accept the established price, then you can safely send an application to the court.
